关于侦查权控制方式的思考

各个国家对侦查权进行的控制方式大致包括司法授权、司法救济和权利制约等。在我国,对侦查杈缺乏有效的控制,主要的控权方式是侦查机关的内部控制和检察机关的外部制约,对权力的制约基本不具有效用。鉴于此,应完善我国的侦查权控制方式。司法授权目前不具可行性．理性的做法是,建立司法救济制度、完善内部控制、加强检察监督、赋予犯罪嫌疑人更多对抗侦查行为的权利。     

论武警部队的性质任务和武装警察的义务权利

武警部队是国家武装力量的组成部分,必须践行为人民服务的宗旨。武警部队担负着国家赋予的安全保卫以及防卫作战、抢险救灾、参加国家经济建设等任务。武装警察依法履行法定义务,享有法定权利,其职权具有自身的特点和要求,在执法中与公安警察既有配合也有分工。     

廉租住房实物配售与配租的效果研究——基于陕西省XX市的调查

实物配售和实物配租是廉租住房补贴实施的主要方式,实证分析两种补贴的政策效果对廉租住房的开展具有重要意义。本文运用效用分析方法,结合陕西省XX市廉租住房住户随机抽样调查获得的数据,对比分析实物配售和实物配租两种补贴方式的实施效果。研究结果表明,两种补贴方式均提高了受补贴家庭的消费效用水平,但效用增加量的大小与住房消费获得的效用占总消费获得效用的比重r相关:当r小于0.5974时,实物配租的效用增量大于实物配售;当r大于0.5974时,实物配售的效用增量大于实物配租。研究表明廉租住房建设过程中,应当适当考虑其建设地点或完善小区周围的学校等公共设施。现阶段两种补贴方式在廉租住房保障中都能够发挥一定的作用。因而政府通过建设廉租住房解决家庭住房困难问题,可以采取实物配租和实物配售相结合的方式。两种方式的具体选择可以依据住房消费效用占家庭消费总效用的比例来确定。

中国特色社会主义政府创新的基本经验和未来启示在于:政府改革创新必须依据本国国情,国家利益为重;必须遵循渐进原则,综合利益平衡;必须反对官僚主义,倡导公利压倒私利;必须高度关注民生,人民利益至上。
