美缅关系新动向及其原因和影响

2009年以来,美缅关系在经历了20年的尖锐对立之后出现了一些引人注目的松动迹象。这既反映出奥巴马政府对缅甸及整个东南亚战略的调整,也体现出缅甸政府为巩固执政地位和准备2010年大选而在外交方面所做出的努力。虽然美缅都有实现和解的意愿,但由于在最为敏感的民主化和人权问题上矛盾依旧,双方关系在短期内难有实质性改善。但是,作为一种可能的前景,其影响不容忽视。     

中国的改革开放与中美关系

1978年11月,中国共产党第十一届三中全会划时代地决定中国将以经济建设为中心,实行改革开放.随后,于1979年初,中美两国正式建立了外交关系.这不是偶然的巧合,而是缘于中国改革开放政策与中美关系发展之间的必然联系.     

白领青年的人际关系及其对主观幸福感的影响研究——对北京IT行业8名白领青年的深度访谈分析

本文依据对IT行业8名白领青年的深度访谈资料,采用质的资料分析软件Nvivo7,对白领青年的人际关系及其对主观幸福感的影响做了较为深入的探索性分析.研究发现,白领青年与领导和同事之间的工具性人际关系,从总体上看,处于负面状态.这种负面状态,巨大地消解了他们的主观幸福感;而白领青年与家人和朋友的情感性人际关系,则处于良性状态.这种良性的情感性人际关系,则增添了他们的主观幸福感.文章最后深入地探寻了情感性人际关系对白领青年主观幸福观产生正功能的心理机制.

我国高校学报是社会主义出版事业的一个重要组成部分。随着我国经济体制改革的深化和社会的不断开放与发展,国内、国际形势日趋复杂。在错综复杂的局面下,高校学报编辑只有不断增强政治意识,才能保证学报编辑工作的健康发展,才能有效地促进和谐社会的建设和社会事业的快速发展。     

起诉书犯罪事实之描述

尽管起诉书是一种格式化司法文书,但其事实部分很难有一定之规,在很大程度上依靠实践经验.通过对大量的起诉书进行深度解析,发现当前一些起诉书犯罪事实描述严重不当,可能影响罪与非罪、此罪与彼罪.存在的种种具体问题分为褒贬失当、主动和被动句式使用不当、指代不明、对四字结构重视不够、事实部分夹杂证据等五大类.最后从犯罪事实描述的角度出发,选择收购赃物罪和转化型抢劫罪两类,进行整体分析,以期为起诉书犯罪事实之描述提供一些有益经验.     

A Novel Solvent-based Method to Separate Duct Tape from Porous Surface for Fingerprint Development

In this study, we have proposed a novel solvent-based method using a specific concentration of 3M™ Novec™ HFE-72DE and 7200 solvents to untangle duct tape from porous article with minimal impact to the quality of latent fingerprint deposited on the sticky-side surface of duct tape. A series of experiments determined that a mixture of 30% HFE-72DE:7200 (v/v) was found to be the most effective to separate various brands of duct tape from different types of porous surface, including office copy paper, newspaper, cardboard, and tissue wipe, which had been stored for up to 30 days before untangling. Further studies also revealed that 30% HFE-72DE:7200 was compatible with three common fingerprint development methods for porous articles, namely ninhydrin, indanedione-zinc, and physical developer. The nonflammability and low toxicity nature of this novel solvent mixture also make it ideal for separating duct tape from porous surface in laboratory or at crime scene.     

The 2018 California Wildfires: Integration of Rapid DNA to Dramatically Accelerate Victim Identification

In November 2018, Butte County, California, was decimated by the Camp Fire, the deadliest wildfire in state history. Over 150,000 acres were destroyed, and at its peak, the fire consumed eighty acres per minute. The speed and intensity of the oncoming flames killed scores of people, and weeks before the fire was contained, first responders began searching through the rubble of 18,804 residences and commercial buildings. As with most mass disasters, conventional identification modalities (e.g., fingerprints, odontology, hardware) were utilized to identify victims. The intensity and duration of the fire severely degraded most of the remains, and these approaches were useful in only 22 of 84 cases. In the past, the remaining cases would have been subjected to conventional DNA analysis, which may have required months to years. Instead, Rapid DNA technology was utilized (in a rented recreational vehicle outside the Sacramento morgue) in the victim identification effort. Sixty-nine sets of remains were subjected to Rapid DNA Identification and, of these, 62 (89.9%) generated short tandem repeat profiles that were subjected to familial searching; essentially all these profiles were produced within hours of sample receipt. Samples successfully utilized for DNA identification included blood, bone, liver, muscle, soft tissue of unknown origin, and brain. In tandem with processing of 255 family reference samples, 58 victims were identified. This work represents the first use of Rapid DNA Identification in a mass casualty event, and the results support the use of Rapid DNA as an integrated tool with conventional disaster victim identification modalities.     

Competition and cooperation in the natural gas market: a game-theoretic demand-base analysis

This paper aims to explore various possibilities in the evolving global gas market by constructing game-theoretical models involving the major players: Russia and Qatar exporting gas to the Asia-Pacific and Europe, respectively. We explore a series of hypothetical scenarios based on competitive and collusive settings for the Asia-Pacific LNG market and based on Qatar’s export route to the European gas market. The scenarios that are examined are (1) Russia as the follower and Qatar as the leader in a Stackelberg game; (2) Russia and Qatar as Cournot competitors; (3) collaboration between Russia and Qatar as bilateral monopolies; (4) Qatar exporting gas to European borders; (5) Qatar exporting gas to the last transit country; and (6) Qatar transporting gas to the Turkish border under a multi-pricing scheme. Demand is estimated under each scenario to simulate the respective export volumes, prices and quantities, and profit in each scenario. By exploring these market interactions, we find that it is essential for Russia to strike a deal with Qatar in the Asian market and accelerate their gas production in order to compete as an LNG market leader. Russia is likely to benefit more if it can link with Qatar to act as a monopoly on their segmental demand curve. On the other hand, Qatar’s profit is expected to be higher under the scenario when Qatar sells all the gas to the last transit country as the sole demand point instead of passing through transit countries.

     

中国乡村公共治理研究报告（1998-2008）——以CSSCI检索论文与主要著作为研究对象

长时间的"城乡分治,一国两策"使得城市和乡村成为中国公共治理及其学术研究的两个必然横截面。城市和乡村成为中国地方治理与公共管理实践的两个不同范本,但乡村治理远比城市社区治理多样而复杂,因而乡村治理的研究也更富有吸引力和挑战性。在分析乡村公共治理研究的学术演进的基础上,以1998至2008年间的CSSCI检索论文与主要论著为研究对象,多学科揭示乡村治理研究的基本论域、主要内容与发展趋势,从而展现十年来中国乡村公共治理研究的思维场域与学术景观。乡土中国的"学术井喷"成了最近十年来中国的学界盛景,反映出国家政策变迁过程中的学术张力以及问题意识、底层关怀和公共精神的弘扬,同时亦隐喻着地方治理中"乡村问题"的持续性逻辑。在新农村建设的政策语境下,中国乡村公共治理研究的学术盘点、理论推进与实践指导值得进一步诠释和深入。
