The Redirection of US Foreign Strategy against the Background of Globalization

American foreign strategy has had strong continuity since World War Ⅱ despite differences among successive presidents.Donald Trump's 2016 presidential campaign revealed ideas and goals for US strategy and strategy adjustment that differ significantly from those of predecessors.The decline in relative gains and rise in cost for US involvement in globalization are reasons for Trump to redirect US foreign strategy.The relative decrease of both US trade and foreign direct investment in the US,amid security threats and the identity crisis of the American people,has tremendously increased the pricetag for US involvement in globalization.     

Epidemiology of completed suicides in Singapore for 2001 and 2002

This study provides an analysis of 640 completed suicide cases in Singapore for the years 2001 and 2002, compared to previous years and in relation to demographic and socioeconomic factors, as well as to the characteristics of a subgroup of suicide victims with prior psychiatric illness. There was little change in the suicide pattern over the 2 years studied compared to previous years. The sex ratio was constant at 1.5. Population-adjusted ratios were 1 for Chinese, 0.5 for Malays, and >1 for both Indians and other ethnic groups. Falling from heights ranked first in terms of method adopted for both years. A disproportionately higher number of suicides were recorded for the 25-34 and the > or =75-year-old age groups. A total of 47 (17.2%) in 2001 and 74 (20.2%) in 2002 of the cases had a history of prior psychiatric illness, with psychotic disorders being the most common diagnostic category. There was also a statistically significant correlation between unemployment and incidence rates. Although the overall rate of elderly suicides had gone down since the 1990s, prevention strategy should focus on the elderly as this rate is still about 3-4 times the national average.     

论集体合同的效力

解释学视野有利于深入理解马克思主义的中国化运动。马克思主义中国化的实现形态是中国化的马克思主义,它与马克思主义理论本身是源与流的关系,中国化马克思主义理论体现了理解的一元性与多样化的辩证统一,评判中国化马克思主义的理解是否有效存在着客观标准。马克思主义中国化应注意扩大前理解的认知度,同时立足中国现实国情,实现马克思主义中国化与马克思主义本身的历史视域融合。

建立高效的志愿服务培训机制,对于志愿事业的发展有着极大的推动作用.国外和我国香港地区充分发挥民间组织的培训主体作用,把青年作为培训的主要对象,以"求发展"为目标,寻求通识与技能相结合的个性化素质培训,通过政府投资为主,多元筹措经费和有效的评估,建立了规范、专门的志愿培训体制.他们的经验对于我国建立志愿培训机制、确立"求发展"和"重技能"的双线培训模式和目标定位,重点培养一批志愿者骨干及领袖,启动对儿童和青少年的志愿培训极具参考意义.     

论侵权责任法规定行政侵权责任的必要性

行政侵权与一般民事侵权是两种不同的侵权,行政侵权责任是在公法领域中发生的私法责任。法院在审判实践中处理行政侵权案件时,应当优先适用国家赔偿法的有关规定;国家赔偿法无规定时则适用一般法,也就是适用侵权责任法的规定。民事法律规范在行政赔偿问题上的继续适用有内在的合理性;侵权责任法草案对行政侵权责任做出原则性的规定,符合我国的立法传统。因此,将来的侵权责任法规定行政侵权责任是必要的,也是可行的。     

A Novel Solvent-based Method to Separate Duct Tape from Porous Surface for Fingerprint Development

In this study, we have proposed a novel solvent-based method using a specific concentration of 3M™ Novec™ HFE-72DE and 7200 solvents to untangle duct tape from porous article with minimal impact to the quality of latent fingerprint deposited on the sticky-side surface of duct tape. A series of experiments determined that a mixture of 30% HFE-72DE:7200 (v/v) was found to be the most effective to separate various brands of duct tape from different types of porous surface, including office copy paper, newspaper, cardboard, and tissue wipe, which had been stored for up to 30 days before untangling. Further studies also revealed that 30% HFE-72DE:7200 was compatible with three common fingerprint development methods for porous articles, namely ninhydrin, indanedione-zinc, and physical developer. The nonflammability and low toxicity nature of this novel solvent mixture also make it ideal for separating duct tape from porous surface in laboratory or at crime scene.     

The 2018 California Wildfires: Integration of Rapid DNA to Dramatically Accelerate Victim Identification

In November 2018, Butte County, California, was decimated by the Camp Fire, the deadliest wildfire in state history. Over 150,000 acres were destroyed, and at its peak, the fire consumed eighty acres per minute. The speed and intensity of the oncoming flames killed scores of people, and weeks before the fire was contained, first responders began searching through the rubble of 18,804 residences and commercial buildings. As with most mass disasters, conventional identification modalities (e.g., fingerprints, odontology, hardware) were utilized to identify victims. The intensity and duration of the fire severely degraded most of the remains, and these approaches were useful in only 22 of 84 cases. In the past, the remaining cases would have been subjected to conventional DNA analysis, which may have required months to years. Instead, Rapid DNA technology was utilized (in a rented recreational vehicle outside the Sacramento morgue) in the victim identification effort. Sixty-nine sets of remains were subjected to Rapid DNA Identification and, of these, 62 (89.9%) generated short tandem repeat profiles that were subjected to familial searching; essentially all these profiles were produced within hours of sample receipt. Samples successfully utilized for DNA identification included blood, bone, liver, muscle, soft tissue of unknown origin, and brain. In tandem with processing of 255 family reference samples, 58 victims were identified. This work represents the first use of Rapid DNA Identification in a mass casualty event, and the results support the use of Rapid DNA as an integrated tool with conventional disaster victim identification modalities.
