Even though innovations in the organization of work have prompted a transition in work systems, the effect of the organization on employees is often not considered. Using personal interviews, direct observations, and relevant documents over a 17-month period, this case study of a worker-owned and -managed producer cooperative was undertaken to understand how fundamental changes in the organization of work affect workers and their families. The findings affirm that the organization of work is a pivotal aspect of individuals' quality of life, principally in that expanding personal choice--in a context of income security and an absence of formal hierarchy--enhances personal and familial well-being. For the past decade, scholars and practitioners have developed indexes to measure both legislative powers in general, and of the legislative power of the purse, in particular. Initial focus was on the development of a comprehensive index of legislative powers, and on assessing the ex-ante role of the legislature in the budget process.
This article substantially deepens extends previous research on ex-post oversight, by developing a more comprehensive index to measure ex-post oversight, by using more up-to-date data bases and by including more countries. We can partially confirm the emerging consensus that ex-post budget oversight is stronger in parliamentary – and especially Westminster – systems than in countries with other forms of government, thereby somewhat offsetting the previously identified weaknesses of Westminster parliaments in budget formulation.

Identity fraud as a term and concept in its formative stages was often presumed to be identity theft and visa versa. However, identity theft is caused by the identities (or tokens) of individuals or organisations being stolen is an enabling precursor to identity fraud. The boundaries of identity fraud and identity theft are now better defined. The absence of specific identity crime legislation could be a cause of perpetrators not classified as breaching identity crimes but under other specific entrenched law such as benefit fraud, or credit card fraud. This metrics overlap can cause bias in crime management information systems. This study uses a multi-method approach where data was collected in both a quantitative and qualitative manner. These approaches are used as a lens for defining different classes of online identity crimes in a crime management (IS) security context. In doing so, we contribute to a deeper understanding of identity crime by specifically examining its hierarchical classes and definitions; to aid clearer structure in crime management IS. We seek to answer the questions: should current law around identity fraud continue to be reinforced and measures introduced to prevent identity crime; should laws be amended; or should new identity crime laws be constructed? This research examined the demographic and offense‐related characteristics of 1,488 children who were 12 years of age or younger when transferred by juvenile court judges to criminal courts in the United States from 1985 to 2009. Juvenile court statistics show a twofold increase in the number of these children transferred between 2005 and 2009, compared to the five‐year era between 1985 and 1989. Examination of the data revealed that the major offense that precipitated most of these transfers was a nonviolent act. Given these facts, a number of key questions emerged from this study: (1) Are these transfers desirable given the potential lifelong consequences of a criminal conviction for these youngsters; (2) Do these practices accomplish a legitimate crime control function; and (3) Are these transfers just and fair given the developmental status of these children? 相似文献

Local consultants are an implicit, but overlooked, part of many capacity development strategies. It takes a trustworthy consultant to facilitate genuine change in a civil society organisation. This practical note identifies the learning from a local consultant formation programme (“Consultants for Change” – C4C) implemented in five countries in 2016–17. The note highlights six factors critical to C4C’s apparent success: recruitment; focus of the learning; design of the process; assignments between modules; mentoring support; and the human/financial resources. Building change capabilities into public organizations is a challenge for strategic management. This study focuses on the micro‐level of extra‐role behaviours that contribute to continuous improvements in working procedures at the front‐end of organizations (i.e., taking charge behaviour; TCB). More particularly, we examine public service motivation (PSM) as a key variable mediating between perceived practices and TCB of street‐level bureaucrats. The analyses are based on survey data from a state police force in Germany (N = 1,165). Results confirm the role of PSM as full mediator, but this mediation is limited to the relationship between leadership behaviours and TCB, while perceived organizational characteristics—except for red tape—have direct positive impact on TCB. 相似文献
