门字框笔顺的判断方法

通过实验研究门字框笔顺判断的科学方法，收集155份实验笔迹样本，由书写人报告样本字中门字框的笔顺。分析门字框的笔迹形态与规范笔顺、通用笔顺的关系，发现点笔搭配位置，竖笔和点笔的收笔动向可以作为判断笔顺的可靠依据，根据点笔位置、竖笔和点笔收笔动向的规律，得出了门字框规范笔顺和通用笔顺的判断规则。     

东南亚国家的汇率制度改革与变迁研究

自布雷顿森林货币体系瓦解至今,东南亚国家的汇率制度经历了五个阶段的改革与变迁.在旧汇率制度下,东南亚国家的名义汇率与实际有效汇率有其显著的特点.1997年金融危机爆发之后,东南亚国家都放弃了原有的"软性"钉住美元的汇率制度,采纳了有管理的或独立的浮动汇率制度.新的汇率制度表现出程度不同的"高频钉住美元"和"低频钉住美元"的混合模式的特点,并面临本币升值的压力.新自由主义理论所鼓吹的"中间汇率制度消失论"不符合东南亚的实际情况.     

基于PZB模型的警察服务质量研究

本文以上海市公安局基层派出所为研究对象,以问卷调查的方式了解派出所领导、基层警察及辖区居民对警察服务质量的期望与认知,探讨有形性、可靠性、反应性、安全性和关怀性五个维度对警察服务质量的影响.研究结果发现:警察和辖区居民的个人特征对警察服务质量的认知具有部分显著差异.不同区域性质的派出所警察和不同辖区的居民对警察服务质量的五个维度的认知具有部分显著差异.派出所领导、警长、普通警察与辖区居民之间对服务质量衡量项目的认知具有部分显著差异.影响派出所警察服务质量的五个维度之间均存在显著的正相关.据此,本文提出了强化派出所服务功能、减小服务质量差距,构建以服务公众为导向的警察服务质量管理系统的对策建议.

领事保护视阈下的非洲华助中心研究

近年来我国领事保护案件出现常态化、群体化趋势,为形成海外华侨华人利益保护的长效机制,2014年以来国侨办在华侨华人人数超过10万的城市设立“海外华侨华人互助中心”。非洲是我国公民海外安全问题突出的地方,迄今安哥拉、尼日利亚、南非、坦桑尼亚、博茨瓦纳、肯尼亚等国的华助中心相继成立,它们对所在国中国公民的领事保护工作发挥了积极的作用。同时,非洲各华助中心普遍面临华侨华人人口构成复杂化、侨团多元化、资金和人才短缺、西方“中国威胁论”宣传的负面影响等问题。但可预见,随着中非合作关系的进一步发展及中国移民数量的不断增长,华助中心对在非中国公民领事保护工作的重要性将日益凸显。

Macro development planning in tropical Africa: Technocratic and non‐technocratic causes of failure

Based on the targets given in the development plans and the national income data of twenty‐two tropical Africa countries in the late 1960s, this paper finds a wide consensus among the planners on the structural determinants of the macro variables selected as plan targets, so that difference in targets can be explained largely by the different values assumed by these determinants in the sample countries. The implementation record was poor, and may be traced in part to a domino effect inherent in the recursive structure of target selection. The analysis of the causes of implementation failure shows that most of the causes lie outside of the competence of the planners. Alternative methods to calculate plan targets are not likely to meet with superior fulfilment results.     

从实践育人视角审视创新型农业人才的培养

大学教育承担着人才培养的重要使命,实践育人是高校人才培养中的薄弱环节。文章立足于创新型农业人才的培养,基于浙江大学农业与生物技术学院将实践育人的理念融入创新型农业人才培养,在文化建设、基地建设、队伍建设、制度建设等方面做的探索和实践来剖析实践育人工作的问题和经验,并结合国内高校的实践经验积累,从实践育人基地的建设、实践活动运行方式、实践育人的内容形式、实践育人项目设置以及实践育人的考核评估几个方面提出提升实践育人的对策及成效,以更好地服务创新型农业人才的培养。     

The Great Financial Crisis Catalyzes Great Transformations and Adjustments

Under the shadow of the financial crisis, the year 2009 presented numerous signs that the world is polarizing in terms of power balances, strategic readjustments by the world powers, and relations between these world powers. Meanwhile, despite intense competition, new advances may be perceived in the peaceful and incremental evolution of the international system, in terms of mechanisms, concepts and the realignment of forces. The transformation of the world order and the acceleration of a systematic evolution will inevitably result in power vacuums and disorder. Together with the growing negative effects of the financial crisis, this will further complicate the international security situation. As an emerging center for this great transformation, Asia serves as a symbol of turbulence, realignment and uncertainty in the areas of international strategy and security. Interaction between China and the rest of the world is taking place across all sectors, at all levels, and with growing intensity, all amid great risks.
