Middle East Transformation from the Perspective of U.S. Middle East Policy

The Middle East, one of the most turbulent regions in the world, has embarked on another round of chaos since America waged the Iraq war in 2003, new players vying to fill the power vacuum, entrenched hatred multiplying with new wounds. Ecstasy turned into agony as Americans watched the war unfold. U.S. think tank researchers and politicians, reflecting on the war and U.S. Middle East policy, urged the Bush administration to adjust the policy and break the strategic impasse. Under grave pressure from home and abroad, the White House finally began to respond. Against this backdrop, the year 2007 witnessed the most intensive and extensive shift of U.S. Middle East policy in recent years and a drastic return of realism in America＇s foreign policy. These policy changes rippled in the Middle East, precipitating policy changes of other powers and transformation of the geopolitical landscape. The Middle East, as we can see, is heading toward a new age of pain and growth.

Marxist Philosophy vs. International Relations Research in China

This article argues for the confirmation of Marxist philosophy as the ideology that guides international relations （IR） studies in China. Justification comes through the following points. According to Marxism, correct theoretical guidance serves as the prerequisite for correct practice. Marxist philosophy embodies, by nature, righteousness, in opposition to political hegemony. Accordingly, practice under its guidance represents fruitful revolutionary realism. Finally, advanced studies of international relations in this country cannot be separated from philosophical thinking. Using these arguments as background, this article specifically advocates materialism, patriotism, and service to the people as the corner-stone of China＇s IR theory building.     

Histopathology mapping of biochemical changes in myocardial infarction by Fourier transform infrared spectral imaging

Fourier transform infrared (FTIR) imaging and microspectroscopy have been extensively applied in the identification and investigation of both healthy and diseased tissues. FTIR imaging can be used to determine the biodistribution of several molecules of interest (carbohydrates, lipids, proteins) for tissue analysis, without the need for prior staining of these tissues. Molecular structure data, such as protein secondary structure and collagen triple helix exhibits, can also be obtained from the same analysis. Thus, several histopathological lesions, for example myocardial infarction, can be identified from FTIR-analyzed tissue images, the latter which can allow for more accurate discrimination between healthy tissues and pathological lesions. Accordingly, we propose FTIR imaging as a new tool integrating both molecular and histopathological assessment to investigate the degree of pathological changes in tissues. In this study, myocardial infarction is presented as an illustrative example of the wide potential of FTIR imaging for biomedical applications.     

“关系密切人”利用影响力受贿罪之解读

《刑法修正案(七)》新增罪名"利用影响力受贿罪"提出了一个模糊术语——"关系密切人",其内涵和外延的认定,以及与其他"关系人"的区分,给司法实践带来了问题。笔者拟从"关系密切人"的范围入手,界定不同的罪责情形,指导司法实践。更从长远着眼,与《联合国反腐败公约》相衔接,提出立法建议。     

论台湾地区检察官人事迁调民主化之得失———兼谈台湾地区检改运动

检察官人事迁调民主化是检察官独立的前提保障。我国台湾地区经过＂解严＂后的司法民主运动,特别是检察系统内部的检改运动,检察官人事迁调民主化得到一定程度的实现。但是,检察官转任和转调依然缺乏法律保障,＂法务部＂对于检察官人事迁调案仍然有一定的控制权,泛政治化的影响对于检察官的人事民主化也往往产生制度外的障碍。此外,检察官人事案件缺乏民主问责等都影响检察官独立对人事迁调民主化的应然诉求。     

刑讯逼供的域外考察及其对我国的启示

长期以来,刑事诉讼中的刑讯逼供行为一直为我国法学界所诟病,是实现程序正义和司法公正的最大障碍,并且刑讯逼供行为也经常被敌视中国社会主义道路的西方国家当作攻击我国人权保障状况的炒作点。刑讯逼供既不是现代社会的产物,也不是只有在我国才存在的独特现象,世界各国概莫能外。本文选取刑讯逼供的域外考察角度主要是突出国外相关国家应对刑讯逼供的一些方法和策略,以期对我国解决刑讯逼供问题提供一些思路。     

从《塔林手册》看网络战争对国际法的挑战

《适用于网络战争的国际法塔林手册》（以下简称“《塔林手册》”）分别讨论了一般国际法和国际人道法如何适用于网络空间和网络战争中的重要问题。《塔林手册》对适用于网络战争的国际法进行的系统归纳和总结,将会影响国际社会对网络战争的认识。但是《塔林手册》在编纂方式和国际专家组的人员构成方面存在先天不足,而且其中的若干具体规则也与现今国际法有些许出入。《塔林手册》究竟能在什么程度上影响国家实践和国际法的发展,还有待检验。
