Mexico established the Civil Protection National System (CPNS) following the disastrous 1985 earthquake that killed nearly 10,000 people and devastated large sections of Mexico City. The institutional design and structure of the CPNS embraced citizen demands for greater participation in the Federal government's disaster prevention and response programmes. The authors examine the Federal government's response to disasters since 1985 and conclude that the CPNS operates in a manner that is contrary to the precepts that shaped its design and structure. The authors conclude that orthodox beliefs and assumptions about disasters rationalise the current operations of the CPNS. They argue that a holistic perspective of disasters, rather than a change in institutional design and organisation, is required in order to operationalise intergovernmental cooperation and citizen participation. The emergence and continued expansion of one of the most dangerous causes of biodiversity loss and habitat alteration such as invasive species at some Ramsar wetlands of the Southern Pannonia raise a series of questions of both an environmental as well as a legal character relevant to these fragile ecosystems. The Ramsar Convention provides a set of general instructions and guidelines, but it does not establish an adequate mechanism of sanctions that could be imposed on states or individuals who violate its provisions. Fully aware of the importance of wetlands and their wildlife for a healthy living environment and human welfare, the authors of this paper describe the present conditions of invasive plant species at some Ramsar Sites and briefly analyze the current legal framework for the implementation of the Ramsar Convention. Finally, the authors propose innovative normative solutions that would improve the protection of wetlands and contribute to the suppression and prevention of the presence of invasive species not only in this region, but also worldwide.  相似文献

Progressive subfederal immigration policy aims to reduce the consequences of illegality for undocumented immigrants. Drawing on interviews with representatives from immigrant‐serving organizations in California, we examine the case of Assembly Bill (A.B.) 60 driver's licenses to assess whether all Californian undocumented immigrants have equal access to a driver's license. Although A.B. 60 was race‐neutral legislation, we argue that its implementation was shaped by racialized migration histories and that it reproduces racialized illegality. Specifically, the deep history of undocumented Mexican migration to California has shaped the institutional capacity of nonprofit and community organizations, foreign consulates, and the Department of Motor Vehicles to advocate for, implement, and serve A.B. 60 applicants. As a result, Spanish‐speaking, Latina/o/x immigrants, particularly those of Mexican origin, experience greater access to A.B. 60 driver's licenses. To combat this, organizations actively worked to reracialize illegality as an issue that also affects non‐Latino populations. Ultimately, we demonstrate that the construction and experience of illegality are deeply tied to race and place.  相似文献

At a party of a sports club, an argument started between two groups of young men, in the course of which one of the persons involved threw a beer glass hitting a young man of the other group, who collapsed with a profusely bleeding wound. Although resuscitation measures were initiated immediately, the victim died at the scene due to exsanguination from the completely severed left external carotid artery in combination with the aspiration of blood. Tests with drinking glasses thrown at a skull-neck model suggested that an undamaged beer glass thrown at the head of the victim could not cause the fatal injuries on the neck because of its splintering behaviour. In fact, it seemed that the beer glass had been damaged prior to throwing it and that its sharp edges perforated the skin on hitting the neck.  相似文献

Im vorliegenden Beitrag werden verschiedene Fragen diskutiert, die sich im Zusammenhang mit der Herabsetzung des Wahlalters für die Nationalratswahlen auf 16 Jahre ergeben. Insbesondere wird auf mögliche Inkonsistenzen infolge höherer Altersgrenzen in anderen Bundesgesetzen, die ebenfalls auf eine entsprechende Reife von Jugendlichen abstellen, eingegangen. The interpretation of cranial base injuries has never been investigated from a purely anthropological perspective. Very little exists in forensic literature in order to interpret the significance of cranial base fractures. We analyzed 296 cases of deaths due to skull–brain injuries. The frequency of vault fractures was 75.7% and that of base fractures was 91.9%. We observed the distribution of cases of death according to manner of death and manner of injury and number of fossae involved. These observations were analytically compared to different variables (age, sex, manner of injury, and mode of injury). The study presented the proportion of base fractures associated with vault fractures, and the frequency of absence of base fracture in subjects with no vault fractures. Interesting associations of base fractures to age and manner of death are shown.  相似文献

In this article, we discuss the experiences of six female secondary-school students participating in a media group that encouraged critical discussion and analysis of gender, particularly with respect to notions of strong women in popular media texts. Throughout the study, the participants viewed various forms of media and critically discussed gender representations. We describe the ways that we encouraged critical discussion that prompted the participants to challenge dominant perspectives and develop personal positions regarding gendered representations in popular media. Many discussions were convoluted and often contradictory. Throughout these debates, however, moments emerged in which participants identified complexities associated with gendered representations of strong women as related to privilege, beauty ideals and autonomy. We identify these moments as messy yet critical, requiring the researchers to challenge participants’ postfeminist notions of strong women. We emphasize the importance of ongoing dialogue and the potential of media for encouraging discussion.  相似文献

In this study we examined the effects of risk factors (perceived neighborhood crime/delinquency problems, neighborhood incivilities) and protective factors (teacher support, family support, peer support) on the school engagement of 123 urban adolescents of color. Age and gender were also examined to determine if different ages (younger or older) or genders (male or female) significantly modified the relationship between the risk factors and school engagement. Results indicated that perceived neighborhood incivilities was uniquely predictive of school engagement. Contrary to hypotheses, different levels of the perceived social support variables did not modify the effects of risky neighborhood conditions on adolescent’s perceived school engagement. Age, but not gender, significantly modified the relationship between perceived family social support and perceived neighborhood crime on adolescents’ reported levels of school engagement. The implications of the results for prevention and intervention programs that address school engagement among early adolescents of color are considered.
