Determining Line-Crossing Sequences Between Laser Printing and Writing Pen Using Coaxial Light

Determining the application sequence of hand-written pen ink and printer toner lines has attracted significant interest in questioned document examination. This study uses coaxial light to determine line-crossing sequences, with intersections observed under a VSC600 forensic document workstation and a Leica M205A Stereo-microscope. Results show that reflected light at intersections and color contrast between intersections and nonintersections was observed when a hand-written ink line passes over a toner line, while a toner line passing over a written line appeared dull, with no color contrast. The procedure was tested under a range of conditions, such as types of writing pens and laser printers, the writer, and writing pressure, with the latter playing an important role in the evaluation. To validate the results, a 90% detection rate and 98% accuracy rate were achieved from 50 samples of blind testing, which is more effective than optical microscopy.     

庭前会议的功能定位与实践反思--以B市40个刑事案件为样本

按照刑事诉讼法和相关规范性文件的设定,刑事庭前会议主要解决程序性争议,基本功能是归纳控辩争议焦点,确定法庭调查范围;拓展功能衍生为推动案件繁简分流,规范撤回起诉程序,协商确定审判方式。通过对B市40个刑事案件的实证分析发现,庭前会议解决程序性争议的功能有限,庭前会议与庭审程序的关系不明,"大庭前会议、小庭审程序"现象值得警惕,制度设计与实践操作存在一定的紧张关系。未来要谨防庭前会议替代、削弱正式庭审,避免辩护权弱化、庭审虚化等不良倾向,回归庭前会议功能,推动庭审实质化。     

Public sector innovation,e-government,and anticorruption in China and India: Insights from civil servants

Both China and India are adopting information and communication technologies to facilitate openness and transparency in their governments, and hence reduce corruption. Distinctive from their traditional anticorruption approaches, is the innovative e-government approach an effective solution to corruption in these two large developing countries? This paper addresses the question through comparative in-depth interviews with 44 mid- or senior-level officials in the public sector in these two countries. The first study of its kind, our research shows that civil servants in both countries overall think positively about transparency and technology in reducing corruption. However, to what extent these innovative measures will be effective is conditional on various factors, such as political willingness, income inequality, and infrastructure readiness. What is worth noting is that the Chinese respondents were more positive regarding the role of transparency, whereas the Indian respondents were more positive about the role of technology, which may reflect the different facilitators of corruption and the constraints of anticorruption in China and India.     

非理性群体行为中的个体理性分析——对安徽省X市"红T恤事件"的认识和思考

群体行为是由一系列的个体行为聚集和组合而成的.但个体行为的一些特征在聚集和组合之后有可能会发生质的变化.社会学中最著名的发现就是个体理性行为有可能导致群体非理性行为的发生.文章通过对发生在安徽省X市的"红T恤事件"的调查发现,正是由于事件中无数个体基于不同方面的利益考虑而采取的"理性"行为的聚集,从而导致了整个事件过程中,集体行为背离了所处社会的行为规范和科学准则,从而使得群体行为呈现出非理性的特征.     

关于农村教育三个理论问题的探讨

农村教育问题的深度解决离不开理论指导.在当前的农村教育发展中,有三个问题急切需要在理论上给予创新性的回答,即农村教育的价值选择问题、优势发展问题和责任分担问题.     

当前消防执法中存在的问题与思考

新修订的《消防法》已于2009年5月1日正式实施。公安消防机构管辖的范围可谓宽泛,以新《消防法》为代表的一系列消防法律法规取得效果的好坏,在很大程度上反映在消防行政执法的活动之中。研究和解决当前消防行政执法方面存在的问题,努力提高消防行政执法能力和水平,对于完善社会主义市场经济,建设法治政府,维护社会稳定,提高党的执政地位具有重要的现实意义。     

全球治理中的跨国反洗钱台作

全球治理是国际社会应对全球问题而变革传统治理模式的一种构想,它的兴起为全球反洗钱控制与治理提供了重要的理论指导。在跨国反洗钱控制的全球治理模式中,国家和政府间、国际组织间的制度性合作机制仍然占据主导地位,发挥着不可替代的规范性与约束性的治理作用。但值得注意的是,非国家行为主体在跨国反洗钱的全球治理中日益发挥着越来越重要的促进作用和参与作用,并能在一定程度上缓解传统治理模式的＂民主赤字＂问题。     

企业民主管理的实证基础——以员工参与与员工满意度相关关系为视角

企业民主管理的核心就是企业能够提供制度化的、常规化的渠道让员工在不同环节、不同层面进行不同程度的参与,通过这种参与,使劳资双方能够进行相互的利益表达、沟通和协调,从而提升员工满意度及企业内在组织团结,进而提升企业的管理绩效,推动企业组织的创新和发展.调查数据也确实表明,员工参与对员工满意度的解释力度非常大,这也为企业民主管理的合理性和正当性提供了实证基础.     

社会结构异质性与流动儿童社会网络的建构——以同伴关系为核心

本文以同伴关系为切入点,考察社会结构异质性因素对流动儿童社会网络建构的影响。研究发现,流动儿童在同伴关系建构过程中表现出较高的主动性,交往对象呈现外向发展特征;流动儿童的兄妹数、成绩好坏、自身生活方式以及对城市居民态度的认知对其发展同伴关系的主动性有影响;流动儿童生活体验和生活环境对其发展同伴关系对象选择有影响。本文以实证研究回应了几种相悖的研究结论:布劳的肯定性结论与国内多数学者的否定性结论,系出自不同语境,各有合理性,但某些结论也需要进一步讨论。
