Protection for subjects in human research. Final rule

With this final rule, EPA bans research for pesticides involving intentional exposure of human subjects, when the subjects are pregnant women or children. The rule further strengthens existing protections for subjects in research conducted or supported by EPA, by prohibiting such research if it would involve intentional exposure of human subjects who are pregnant women or children. The rule also extends new protections to adult subjects in research for pesticides conducted by others who intend to submit the research to EPA, when it involves intentional exposure of human subjects who are non-pregnant adults, and creates a new, independent Human Studies Review Board to advise the Agency on the ethical and scientific issues arising in such research. This final rule focuses on third-party intentional dosing human studies for pesticides and sets the stage for further Agency actions. In addition, in order to display the OMB control number for the information collection requirements contained in this final rule, EPA is amending the table of OMB approval numbers for EPA regulations that appears in 40 CFR part 9.

本文从职能边界、职能内容、权能配置等三个层面界定了城市政府业务重组的基本内涵。在理论分析和业务环境调查研究的基础上,分析了其主要特征,并分析了公民社会、市场环境、部门利益、法律环境和信息技术等影响因素。在此基础上,本文提出了城市政府业务重组的实施方法和步骤。本文认为,不能将业务重组和流程再造混为一谈,流程再造只是业务重组过程中的一个环节。     

论刑事司法观念的现代化

刑事司法观念的现代化过程就是从工具型刑事司法观向目的型刑事司法观的转型过程。我国当前盛行着的工具型刑事司法观导致了刑事司法的价值观念、权力观念及追诉观念的错位,进而导致刑事司法实践中的各种非法司法行为。目的型刑事司法观就是“以人为本”的刑事司法观,它是人类文明进步的理性要求。构建这一新型司法观必须在2004年宪法修正案的基础上,进一步树立现代法治观念,确立程序法定观念,摒弃权力本位观念,矫正异化的追诉观念。

Patient safety and quality improvement. Notice of proposed rulemaking

This document proposes regulations to implement certain aspects of the Patient Safety and Quality Improvement Act of 2005 (Patient Safety Act). The proposed regulations establish a framework by which hospitals, doctors, and other health care providers may voluntarily report information to Patient Safety Organizations (PSOs), on a privileged and confidential basis, for analysis of patient safety events. The proposed regulations also outline the requirements that entities must meet to become PSOs and the processes for the Secretary to review and accept certifications and to list PSOs. In addition, the proposed regulation establishes the confidentiality protections for the information that is assembled and developed by providers and PSOs, termed "Patient safety work product" by the Patient Safety Act, and the procedures for the imposition of civil money penalties for the knowing or reckless impermissible disclosure of patient safety work product.

对城市边缘人“拾荒者”的若干思考——以广西桂平市为例

据不完全统计,目前我国约有230万拾荒者,主要集中在大中小城市的郊区,仅北京郊区就有30万左右.     

大鼠死后管家基因mRNA稳定性及其时序性降解与PMI相关性研究

目的研究脑组织及骨骼肌内β-actin、GAPDH、RPL32、PKG1、SDHA、RPL13、HPRT、TBP、YWHAZ死后稳定性及其相对表达量与死亡时间(PMI)的相关性。方法取健康成年SD大鼠33只,依据据死亡时间不同随机分为11组(0h、1h、3h、6h、12h、24h、2d、4d、8d、16d、24d),分别在各时间点取大鼠胫骨前肌及脑组织约50mg,提取各组织总RNA,利用RT-q PCR技术检测9种管家基因的m RNA相对表达量。运用ge Norm、Norm Finder和Best Keeper软件对基因稳定性进行评价,利用spss软件对内参标准化的m RNA指标进行回归分析。结果脑组织及骨骼肌中均为HPRT稳定性最高,适合用于本研究的内参基因。脑组织中SDHA、RPL32及TBP 3种指标的相对表达量变化与PMI有一定的线性关系。骨骼肌中m RNA指标相对表达量与PMI之间没有显著的相关性。结论脑组织及骨骼肌是较适宜推断晚期死亡时间的检材。脑组织中SDHA、RPL32及TBP 3种m RNA的相对表达量变化与PMI有一定的线性关系,有望成为推断PMI的辅助指标。
