加压式减负:基层减负难的一个解释性框架

基层减负是加强基层治理现代化建设的重要议题。对珠三角A镇的实地调研显示:基层减负取得了一定的成效,但基层工作人员的减负获得感仍然不强,工作压力有增无减,加班加点仍是常态,无效劳动时间越来越长。“加压式减负”的解释框架有助于理解基层负担“越减越负”的悖论:基层减负难,难在做形式主义减法的同时不断地做实质性职责扩张的加法,加压环境的刚性存在使基层处于一种任务超载而资源匮乏的境地,进而造成基层形式主义应对方式的蔓延。基层减负,不是要减少基层政府的工作量,而是要厘清政府与市场、政府与社会的边界,优化纵向政府间权责资源配置,完善基层工作激励约束机制,真正使基层更好地把工作重心落到为公众服务上来。     

数字经济战略下的个人信息保护立法选择

数字经济给全球带来机遇和挑战。为抢占发展先机,谋求竞争优势,世界各国基于各自数字技术和数字经济发展情况,制定了各自的数字经济发展战略。国家战略引领立法价值和目标,导致各国立法选择不一。比较欧美数字经济战略对其个人信息保护立法的影响,对于完善我国个人信息保护立法和参与国际规则制定具有重要意义。中国基于网络强国战略和网络空间国际合作战略,应将同步推进个人信息安全和数字经济发展作为立法指导思想,对内尽快出台适合本国实际的个人信息保护专门立法,对外积极参与引领国际立法合作,坚持在WTO现有协定和框架基础上谈判,建立和完善数据治理规则,构建国内国际双重立法保护。

我国农民工心理健康与保护策略研究概述(2010-2019年)

农民工从乡村到城市后,面对就业收入、子女教育、人际关系等剧烈变化的陌生环境,往往承受着较大的心理压力。过高压力可能带来诸多社会和医学问题,导致事故、酗酒、意外伤亡、自杀和家庭破裂,使社会蒙受巨大损失。解决农民工心理健康问题牵涉到社会保障、城市管理、工业发展等工作,需要政府及卫生部门、安监部门、社会保障部门等密切配合,供给有效保护农民工心理健康的社会政策。
