房地产市场风险的测度研究——基于35个大中城市的实证分析

提高防范化解重大风险的能力是推动经济高质量发展的必然要求。客观识别房地产风险影响因素,科学评价房地产市场风险,对促进房地产市场平稳健康发展具有重大意义。本文围绕新时代高质量发展这个前提,挖掘具有代表性的评价指标,运用主成分分析法从房地产开发风险、融资风险、价格风险、库存风险、城市环境风险五个维度科学构建房地产风险指数,并对35个大中城市的房地产风险进行了实证分析。运用综合指数测度风险可对房地产风险监测提供支持,并对房地产调控思路提出新的政策建议。

中共党史视野中的“两个维护”及其启示

做到两个维护是党的十九大以后以习近平同志为核心的党中央在总结中国近百年的历史经验和教训的基础上,立足于现实,向全党同志提出的一个重要政治要求。因此,从中共党史视野出发,对两个维护的历史进行梳理、总结,对于帮助全党各级领导干部和全体党员理解两个维护的重要性,增强两个维护的意识,具有重要的现实意义。     

脑外伤者血浆NSE含量与损伤程度的相关性

目的探讨血浆中神经元特异性烯醇化酶（NSE）含量与创伤性脑损伤程度的关系及法医学意义。方法选取25名健康体检者、34名颅脑损伤患者作为研究对象,根据入院时的GCS评分,将颅脑损伤患者分为轻中型组（GCS≥8分）和重型组（GCS〈8分）。用酶联免疫法对上述研究对象血浆中神经元特异性烯醇化酶含量进行检测。结果在脑外伤24h内,颅脑损伤组血浆中神经元特异性烯醇化酶含量较正常对照组升高,差异有统计学意义（P〈0.05）,重型组与轻中型组相比,差异有统计学意义（P〈0.05）,血清中血浆中神经元特异性烯醇化酶含量越高,患者颅脑损伤程度越严重。结论神经元特异性烯醇化酶可作为早期检测创伤性颅脑损伤的特异性指标,其含量越高,颅脑损伤程度越重。     

食品安全地方立法的重大疑难问题解析——以起草《重庆市食品安全条例》为视角

《中华人民共和国食品安全法》以及《中华人民共和国食品安全法实施条例》的颁布实施,为完善我国食品安全监管体制,改善我国食品安全现状,充分保障公众身体健康和生命安全翻开了新的篇章。笔者于2008年8月受托主持起草并参研重庆市人民政府法制办公室委托起草项目《重庆市食品安全条例》,课题组历时1年,通过深入考察调研、广泛征求意见、经过8次修改,终于完成该《条例》起草工作。该项目已于2009年9月通过立法评审并结题。根据在《条例》起草过程中遇到的重大疑难问题,在食品安全监管模式方面,建议在坚持现有的多部门分段监管的基础上,建立并完善食品安全监管部门之间的协调机制、加大机构之间的协调力度;在食品安全监管部门的职责划分方面,建议对食品安全监管部门的职责划分作出明确、清晰的细化规定;对食品安全风险监测作出了突出监管重点的制度设计,规定风险评估的情形及安全隐患的处理机制;此外应明确各监管部门对"五小"食品的监管职责,构建食品检验结果信息共享机制。
