传统的发展观把经济发展作为发展的全部,导致对GDP的崇拜和迷信。但经济繁荣并不必然导致社会稳定。如果没有政府宏观调控和积极的社会政策干预,就会出现两极分化和其他社会问题。所以马克思主义要求建立以人为本,促进经济、社会和人的共同发展的科学发展观。

高校智库是我国新型智库体系的重要组成部分.受制于发展历史、功能定位与机制体制,高校智库的资政建言能力还较为有限,社会影响力与其掌握的研究资源严重不匹配,深层次原因主要来自政府层面的规划缺失与资政渠道不足、高校层面的机制体制还未建立或不够完善、高校智库自身的特色不足与内部治理问题.所以,应从四个方面着手制度优化,推进高校智库发展:完善学术评价体系以规范发展秩序,强化制度保障柘宽成果应用渠道,深化科研经费管理与高校智库管理体制改革.

加强涉案财物管理工作是推进执法规范化建设的需要,有利于构建和谐的警民关系,也有利于促进公安队伍的廉政建设。当前,公安机关在涉案财物管理工作中还存在一些问题,为此,公安机关应当采取针对性的措施,建立与完善涉案财物管理长效工作机制。     

Rural Roots of Current Migrant Labor Shortage in China: Development and Labor Empowerment in a Situation of Incomplete Proletarianization

This paper challenges and complements the view, widely held in sociological labor studies, that incomplete proletarianization weakens labor’s bargaining power in the city by allowing capital to externalize the costs of labor reproduction to the countryside. The authors argue instead that the preservation of migrant workers’ links to the rural economy plus rural development measures can, under certain circumstances, empower labor by increasing their marketplace bargaining power. Beginning with the puzzle of migrant labor shortages in China, and based on national data and a case study, the authors show that access to land and pro-rural state policies in the first decade of the twenty-first century together stimulated rural development in hinterland China and created more employment opportunities in agricultural and local nonfarm sectors. As a consequence, rural (migrant) laborers in China were able to rely on rural employment and choose not to participate in labor migration, thus contributing to the labor shortage and pressing employers in the city to increase wage rates and improve working and living conditions.

台湾地区存在政治预算周期吗?--针对财政转移支付的考察

本文旨在研究政治预算周期在台湾地区政治制度中的表现,以及在选举过程中执政者如何应用财政政策工具以获得竞选优势。以台湾地区县市长选举为例,结合其财政转移支付制度,利用LSDV估计方法,通过实证研究发现:政治预算周期行为在台湾地区的政治制度下显著存在,具体表现在县市选举年度,台湾地区项目型补助款的支出比非选举年有显著增加;在控制经济、人口等客观因素后,由于“桩脚”等历史遗留问题,台湾地区一般县市比“直辖市”获得更多的项目型补助款。因此,转移支付制度在台湾地区已经偏离实现公共服务水平均等化的原则,台湾当局通过改变转移支付分配结构以满足选民偏好,使得经济政策沦为政治选举工具。

Understanding the Implications of Government Ties for Nonprofit Operations and Functions

This research explores the implications of nonprofit leaders’ government ties for nonprofit operations and functions. Based on 81 survey questionnaires completed by civic environmental NGOs (eNGOs) in China and interviews with executives from 33 eNGOs, the authors examine the personal backgrounds of eNGO leaders and find that most Chinese civic eNGOs are connected with the government in one or more of three ways: political ties, service organization ties, or personal ties. Personal ties, or good guanxi with government officials, are positively associated with a higher level of funding stability and a more developed management system. Environmental NGOs with leaders who are current government officials or legislative body members are more likely to be engaged in policy advocacy. Service organization ties facilitate eNGOs’ efforts to be engaged in legal services and to scale up to work on environmental issues at the national level. Moreover, an eNGO’s policy advocacy engagement is associated with its ties with the nonprofit community.
