关于工会应对国际金融危机的实践与思考——以扬州市工会工作为例

工会在应对金融危机中,通过"共同行动计划"的深入开展,实现了互利共赢的目标,也获得了广泛认可。危机没有改变全球工会运动的发展趋势,同时我国工会在后危机时代将面临多方面的压力,任务更加繁重,工会理论需要进行更有成效的实务研究。

上海市基层工会干部职业化改革,在促进企业民主政治建设、维护职工合法权益方面取得了明显成效。但是,作为一种新的尝试,工会干部职业化改革仍然面临着很多现实的、不可回避的问题。相关方面应积极推动职业化工会干部的资格认证,尽早为其正名,继续完善绩效考核制度,建立职业化工会干部工资增长的长效机制。     

解析莫迪亚诺作品中人物的“行走”模式

2014年度诺贝尔文学奖得主莫迪亚诺的小说人物的活动多集中在城市里,而纷繁的城市活动以行走为前提,人物行走在城市中心,又如同行走在城市边缘,能匿迹于一般的行人中,也能特立独行显得格格不入。笔者试图分析其人物的行走模式,以窥探人物行走的意义所在。     

德国主流媒体视野下的中日历史认识问题——以《明镜》周刊(1980-2015)为例

长期以来中日两国在历史认识问题上始终存在重大分歧,而与日本同为二战战败国的德国则很好地解决了与邻国的历史认识问题。本文以德国主流媒体——《明镜》周刊为对象,考察德国对中日历史认识问题的态度,并分析其原因。     

An investigative research on the status of urban residents' psychological security

The objective of this study was to investigate the status of the psychological security of 224 urban residents by using a self‐made questionnaire. The results show that the overall psychological security of urban residents is in the medium–low level. There are significant differences among residents with education background or with household per capita monthly income (F = 4.192, F = 4.545, p < 0.05). People with high psychological security scores are highly educated or come from families with high per capita monthly income. In regards to the factors of common sense of security, the results show significant differences (F = 4.98, p < 0.01) among people with different educational background and people with bachelor's degrees or above scores higher than less‐educated people (from high school or community college). In regards to the factors of certainty feeling, there are significant variations among people with genders and economic background (F = 11.28, F = 7.75, p < 0.01), males higher than females, while people with per capita monthly income of more than 2000 RMB feel more certainty than those with less than 2000 RMB. On the sense of calmness, factors such as education and family per capita income significantly affected scores (F = 4.67, p < 0.05, F = 5.20, p < 0.01). People with high school degree feel less calm than those with college degree or above; individuals with per capita monthly income of 2000 RMB feel less calm than those with income higher than 2000 RMB of above. For another dimension, the sense of relaxation, there is a significant difference among different age groups (F = 8.92, p < 0.001, groups below 40 scoring higher than groups over 40). 可交易许可模式在公共管理中的应用和移植——以公共住房政策为例

可交易许可模式尽管在公共管理的多个领域已得到了应用,但在实践中呈现为碎片化状态。为了进一步探讨该模式的基本架构、应用条件和运行规律,本文采用跨案例聚类分析方法,将分布于土地管理、公共住房政策、排污排放管制、交通管理、能源管理等领域的应用统一纳入可交易许可模式的制度框架。这一框架主要是基于Cap and Trade模式的设计理念,使行政管制或政府补贴市场化并脱离直接的干预。研究发现作为一种混合式的管控工具,设立可交易许可是对自发市场和市场失效的一种进化和纠正,具有权利细分和特权显化的作用。可借用人工市场体系积累的智慧成果,将可交易许可模式移植到多个领域比较方便。研究认为采用许可交易能使"有效市场"和"有为政府"更容易共存,对促进治理体系现代化有着广泛的借鉴意义和应用价值。论文最后以公共住房管理为例提出了政策建议。

监狱队伍建设中“主观方面”与“客体”对接关系初探

监狱民警队伍建设作为典型的"社会性行为",它同样是由"主体、主观方面、行为客体(客体)、行为客观方面"等四个要件所构成的行为。其中,"主观方面"与"客体"的对接关系(一般包括"到位、缺位、错位与越位"等四种关系)如何,对行为成败有重要影响。为切实促进监狱民警队伍建设的有效性,从实践看,努力克服具体措施推行中普遍存在的"缺位、错位与越位"等不良现象十分重要。     

关于罪犯会见问题的法理思考

在服刑场所,罪犯会见社会人员,尤其是亲属的现象普遍存在。但由于种种原因,尤其是对会见工作性质的把握不当,导致会见工作中客观存在诸多问题,这不仅会削弱监狱行刑的严肃性,而且极易侵害罪犯合法权益,甚至诱发司法腐败。因此,加强对会见工作性质的法理思考,并在此基础上提出合理建议十分必要。
