金阙风雨推波澜——从家族政治拼争看菲律宾选举的与众不同

4株猪瘟流行野毒株病毒结构蛋白E2基因的核苷酸序列分析

应用RT-PCR和nPCR扩增由4株甘肃省近期(1997-1998)猪瘟流行野毒株的E2基因,将其克隆到pGEMTEasy载体上,经转化、筛选、鉴定后,测出核苷核序列.4株流行毒株的E2基因核苷酸序列同源性为89.2%-99.7%,相应的氨基酸序列同源性为93.8%-99.0%.这4株流行毒株;与C-株(疫苗种毒)E2基因的核苷酸序列同源性为82.2%-84.3%,相应的氨基酸序列同源性为87.9%-90.2%,表明近期猪瘟流行毒株与C-株的gp55蛋白之间存在一定的差异.

Where the Action Is: Macro and Micro Justice in Contract Law

In contemporary private law theory the relationship between ‘macro’ theories of distributive justice and the ‘micro’ site of interpersonal transactions remains under-explored. In this paper, I draw on the ‘macro’ theory of justice articulated by John Rawls and offer an account of ‘micro contractual justice’ that helps us understand how the micro domains of contracting introduce particular relational constraints on the infusion of distributive considerations into contract law, resulting in constrained conception of ‘relational Rawlsianism’ operating in contractual domains. My framework provides a bridge between the macro and micro, helping us understand how they are in various senses separate yet interlocking, and also provides a ‘third way’ between all or nothing positions on the place of distributive justice in contract.     

Exploring Gender-Specific Trends in Underage Drinking Across Adolescent Age Groups and Measures of Drinking: Is Girls’ Drinking Catching Up with Boys’?

Underage drinking is among the most serious of public health problems facing adolescents in the United States. Recent concerns have centered on young women, reflected in media reports and arrest statistics on their increasing problematic alcohol use. This study rigorously examined whether girls’ alcohol use rose by applying time series methods to both arrest data, Uniform Crime Reports, and self-report data from Monitoring the Future, a nationally representative long-term survey gathered independently of crime control agents. All self-reported drinking behaviors across all age groups show declining or unchanged female rates and no significant change in the gender gap, while the official source displays a steady narrowing gender gap and some increase of female arrest rates for liquor law violations. Results indicate that social control measures applied to underage drinking have shifted to target young women’s drinking patterns, but their drinking has not become more widespread/problematic. Girls’ increased alcohol use and abuse is a socially constructed problem, rather than the result of normalization of drinking or more strain in girls’ lives. Future underage drinking policies and practices that apply legal intervention strategies to less chronic adolescent drinking behaviors will increase the visibility of girls’ drinking.     

现场勘查工作存在的主要问题及对策

现场勘查工作是案件侦查的起点和基础,是刑事诉讼活动的首要环节。现场勘查的成功与否关系到整个侦查工作的成败以及刑事诉讼活动能否顺利进行。目前,现场勘查工作存在领导重视不够、经费紧张、现场保护不到位、现场勘查指挥不力、侦查员与技术员缺乏沟通等问题,应采取如下对策：加强领导,加大投入,建立一支高素质的专业队伍;加大宣传力度,进一步做好现场保护工作：强化现场勘查指挥工作,确保勘查工作有序进行;强化侦查意识、证据意识,落实侦技结合的工作机制;健全管理制度,规范工作程序,等等。     

充分发挥行政监察职能在预防腐败中的作用——赴英国、意大利教育行政监察考察报告

2006年9月15日至30日,由驻教育部纪检组监察局组织的中国教育行政监察考察团赴英国、意大利进行了访问。考察团重点考察了英国反腐败的有关法律与实践、英意两国大学经费管理监督情况等。通过考察,得出以下启示:应进一步加强预防教育系统职务犯罪工作;应建立健全科研经费使用管理办法。     

混合所有制企业党的监督途径:融合与协同发展

混合所有制企业需要建立科学的权力监督体系来维护投资方利益,促进资产保值增值,实现企业有质量、有效益、可持续发展,而加强党的监督工作,促进党的监督与企业其他监督系统融合与协同发展是重要途径。文章结合中国石油西南油气田公司实际,分析了其托管的混合所有制企业党的监督工作面临的挑战,提出了加强混合所有制企业党的监督的具体措施:明确各监督体系的职能定位和业务界面;实施严格的经营管理分级授权控制体系;加强企业监督体系的融合与协同管理;完善监督职能履行考核评价体系等。
