美国重返亚洲对中国东亚地区FTA战略的影响——基于TPP合作视角的分析

美国通过加入TPP从实质上确立了"重返亚洲"的全球战略调整,在更大程度上加快了对亚太地区经济一体化进程的干涉。美国主导下的TPP对东亚区域经济合作机制的发展产生了重要影响,也给中国的整体和局部FTA战略带来了诸多的不确定性和挑战。中国必须正确认识美国在东亚地区的经济战略转变以及TPP扩张带来的潜在影响,在此基础上对FTA战略做出合理的调整。中国的FTA战略重心仍应保留在东亚地区,提高国内企业对FTA的利用率,同时跟踪研究TPP的最新进展,为以后加入TPP谈判做好相应的准备工作。

西方的金融危机导致财政状况空前恶化,引发主权债务危机,主权债务危机的扩散造成金融市场和实体经济剧烈震荡,西方世界进入"财政危机—金融动荡—经济停滞"的严重恶性循环中,经济财政危机引起了西方社会对资本主义体制的再思考。     

Southeast Asian cooperation in health: a comparative perspective on regional health governance in ASEAN and the EU

Globalization has led to new health challenges for the twenty-first century. These new health challenges have transnational implications and involve a large range of actors and stakeholders. National governments no longer hold the sole responsibility for the health of their people. These changes in health trends have led to the rise of global health governance as a theoretical notion for health policy making. The Southeast Asian region is particularly prone to public health threats such as emerging infectious diseases and faces future health challenges including those of noncommunicable diseases. This study looks at the potential of the Association of Southeast Asian Nations (ASEAN) as a regional organization to lead a regional dynamic for health cooperation in order to overcome these challenges. Through a comparative study with the regional mechanisms of the European Union (EU) for health cooperation, we look at how ASEAN could maximize its potential as a global health actor. Our study is based on primary research and semistructured field interviews. To illustrate our arguments, we refer to the extent of regional cooperation for health in ASEAN and the EU for (re)emerging infectious disease control and for tobacco control. We argue that regional institutions and a network of civil society organizations are crucial in relaying global initiatives, and ensuring the effective implementation of global guidelines at the national level. ASEAN’s role as a regional body for health governance will depend both on greater horizontal and vertical integration through enhanced regional mechanisms and a wider matrix of cooperation.     

The process of professionalization and the rebuilding of administrative ethics in post-MAO China

The process of professionalization for Chinese administration is in essence one that is shifting from the Party's cadres to the civil servants of the state, from a revolutionary clique with a special mission to a professional administrative group serving the general interest of the society. As a revolutionary clique existing under the Party's leadership for a long time, it was characterized by “traditional features,” such as not being open to all citizens, politics overwhelming administration, management based on personal style rather than professional norms, etc. These features, to a large degree, produced a corresponding administrative attitude, ethics and behavior, which include a sense of “paternal official,” self-discipline, adoring personalized authority. They in turn support the traditional system with both positive and negative consequences.

The economic reform provided the impetus for changing the traditional system, and new framework with a strange civil service emerged, with such professional characteristics as opening jobs up to the whole society, respect for law and regulation, management and promotion based on merit, etc. However, the negative side of the economic reform has hindered the further development of professionalization. In particular, corruption and negligence of administrative ethics have undermined the new system. Further professionalization needs a spirit provided by rebuilding public administration: changing ideology and attitude, innovating institutions, and reforming the culture.

RyR2相关心脏性猝死的研究进展

雷诺定受体2(ryanodine receptor 2,RyR2)是心肌细胞肌浆网上主要的钙释放通道,主要参与心肌的兴奋收缩耦联过程,其基因突变及调控异常可导致心肌舒张期钙漏引起心律失常,甚至猝死。本文重点综述RyR2基因突变及调控异常引起心脏性猝死的机制,并对以后的研究提出建议,旨在为心脏性猝死的法医学诊断提供一种新的思路。     

固相微萃取结合气相色谱法测定水样中痕量扑草净

目的建立气相色谱法（GC）测定水样中扑草净残留量的方法。方法采用顶空-固相微萃取（HS-SPME）分离、净化和富集水样中的分析物,并对实验参数如萃取时间、萃取温度、离子强度和pH范围进行了优化。结果 GC结合HS-SPME检测扑草净的线性范围为0.5~10μg/L,相关系数r2=0.999 9,方法的检出限为0.05μg/L。水样的加标回收率为101.5%~103.0%,相对标准偏差为1.01%。结论该方法适于测定水样中扑草净残留量。     

一位老法医从加拿大的来信

彭真与新中国的民主法制建设——关于彭真民主法制思想研究的综述

彭真是我国社会主义法制的主要奠基人,为纪念彭真诞辰110周年,着眼彭真民主法制思想的整体性和综合性、彭真与我国人民代表大会制度及其建设、彭真与我国基层民主建设与自治思想、彭真立法思想、彭真宪法思想、彭真刑事法律思想、彭真法律监督思想等方面,综述了学界最新的研究成果。充分体现了彭真同志的民主法制思想的理论价值和实践意义,彰显了彭真同志对马克思主义法学中国化作出的贡献。     

公共企事业单位应如何信息公开

《政府信息公开条例》第37条设置了不同于"行政机关"的"公共企事业单位"信息公开义务,由此,依据怎样的规范以怎样的方式公开信息等等问题成为当前亟需解决的课题。本文首先将第37条置于该条例整体中进行定位分析,确定了该条作为连接规范的地位,从而使前36条整体构成了第37条的解释基础,并通过确立"最少存留适用"等规则以及"主体类同"和"职能类同"的解释方法赋予"参照"具体的内涵,由此整理规范对象行为与不予公开的信息种类之间的一般属性和特殊性,以及审查程序与救济相关事项之间的关系,为公共企事业单位的信息公开建立了基本的适用规范。
