ABSTRACTHow do local situations matter? It is tempting to explain the creation of a new peacekeeping operation (PKO) by the willingness to solve a local security problem. However, main contributor countries to UN and EU PKO in the Central African Republic in 2014, have sent hundreds of troops without a genuine interest in the local situation. Thus, how, why and when links to the ground are made? Having presence on the ground gave some actors levers in the negotiations. The contact with the ground impact the construction of expectations. This paper focuses on the recent production of multimodal writing in an indigenous community in Brazil, resulting from the equally recent introduction of literacy. Seeing this form of writing as part of the process of intercultural semiosis and cultural translation, the paper discusses how concepts of local indigenous oral culture and received wisdom interact with the Western concept of writing as the ‘record’ or ‘representation’ of speech, bringing to writing the indigenous notion of cultural ‘enactment’ or ‘performativity’. In an effort to overcome a view of alphabetic writing as semantically only propositional, mimetic and decontextualized, the Kashinawa´ community, by adding visual components to alphabetic texts, appear to transform writing into contextualized performative ‘poiesis’, which simul taneously inaugurates a complex process of semiosis inseparable and only comprehensible from their local cultural perspective. 相似文献

Viewed from the heart of the EU in Brussels, German European policy has not been significantly altered by unification. A major reason for this policy continuity is the stability of the composition of German's foreign policy ‘establishment’ in the federal bureaucracy as well as in the political parties. For a combination of reasons, including the economic conjuncture, the enhanced European policy role of the Länder governments, and the lack of socialisation of east Germans into the European project after the Second World War, the political climate has, however, grown more hostile to closer integration. In this paper, we apply the concepts of demographic and social differentiation to the analysis of inequality among rural households in the northern Peruvian department of Cajamarca. While we demonstrate that social rather than demographic differentiation is the more important process in this area, we illustrate the complementarity of Chayanov's methodological analysis of the family life cycle with a Marxist class‐theoretic framework. Using a panel of 22 OECD countries over the 1971–1996period, this paper extends previous literature on the effectsof fragmented government on fiscal policy outcomes in variousdirections. First, we focus on data relating to centralgovernment as alltheories refer to central government. Second, we also examinegovernment's position vis-à-vis parliament andgovernment's political fragmentation. We find evidence thatmore fragmented governmentshave higher deficits, while governments that have a largemajority in parliament have lower deficits. Right-winggovernments appear to have been fiscally more responsible inthe seventies. Political fragmentation does not affect agovernment's budget deficit. 相似文献

An Action Learning process integrated with Sen's Capability Approach can support development agencies to formulate interventions that enhance freedom. The authors show that putting this approach into practice has important implications for the manner in which ‘development’ is undertaken as an ideological project. It may help to examine and challenge those who hold power in development: the guardians. This finding is the result of an emergent Action Learning process that was initiated by applying Sen's principles to focus-group interviews with women who care for people affected by HIV and AIDS. One of the findings of these focus groups was that the participants valued the process because it opened a space for them to influence the work of the implementing NGO. Essentially, they could hold the implementing agency to account. Reflection on this outcome by the agency led to important shifts in processes that are more supportive of freedom. 相似文献
