反腐倡廉制度执行阻滞有制度执行表面化、趋利化、停滞化三种表现形式。产生反腐倡廉制度执行阻滞的原因有四:执行刚度不强,执行决心不大;执行力度不够,执行能力不强;执行高度不高,执行标准不一;执行效度低下,执行手段不活。强化反腐倡廉制度执行力,必须树立重视制度执行力的观念,提高制度执行意识,增强执行制度的自觉性;要建立协调高效的制度执行机制;要以科学的态度和方法推进制度建设,着力强化制度的执行责任制和监督机制;要培育制度执行文化,形成抓制度落实的文化氛围。
