云南省专业技术人才队伍建设问题研究

从战略高度充分认识专业技术人才的重要作用,切实抓好专业技术人才队伍建设是增强云南可持续发展后劲的关键举措。经过多年努力,全省专业技术人才队伍建设取得了显著成绩,但也还存在一些问题,必须从全方位创新观念、深化专业技术人才管理体制改革、健全专业技术人才队伍建设机制、营造专业技术人才成长的良好环境等方面,加快建设步伐,才能实现跨越式发展。     

Commentary on the Newly Published White Paper Concerning the Rule of Law in China

On February 28, 2008, the State Council Information Office published a white paper entitled China＇s Efforts and Achievements in Promoting the Rule of Law. This document is the first white paper published by the government on China＇s rule of law. It contains eight chapters and six appendices to review China＇s achievements on the road to practicing the rule of law in a compre- hensive way, and to expound the official Chinese policy and position on this is- sue. With some essential points inside, the publication of this white paper is of great significance, especially this year, to China＇s rule of law, human rights prog- ress, and its communication and dialogue with the international community.     

新疆利用韩国企业直接投资的现状与展望

随着韩国企业在中国东部沿海发达地区的布局趋于完善和成熟以及中国西部大开发战略的逐步深入,全球经济格局调整和产业转移,大规模进入新疆等中国西部地区已成为必然。但目前韩国企业在新疆直接投资的整体规模上一直徘徊不前,相较东西部其他地区的投资额也有明显差距。因此,为了释放新疆与韩国的经济合作潜力,建议通过加强文化交流促进经济合作和改善投资环境加强直接投资的吸引力;通过吸引更多韩国跨国公司,扩大投资规模。     

美国亚太战略与中国周边安全格局

美国＂重返亚洲＂是美国＂焦虑时代＂的＂应急反应＂,随着美国对亚太事务的深度介入,这种＂应急反应＂已转变成为美国完整的＂亚太战略＂。从地缘政治考量,美国的亚太战略是以巩固亚太传统的盟友关系为基础,以化解中印崛起带来不确定变量为重点,以插手热点敏感问题为手段,推行全球霸权主义战略的体现。＂围堵中国＂只是美国亚太战略的一部分。中国可利用美国亚太战略的空间错位,强化共同利益纽带,巩固周边安全格局,为推进小康社会建设和祖国统一大业,创造有利的外部条件。

TRICARE; Civilian Health and Medical Program of the Uniformed Services (CHAMPUS); bonus payments in medically underserved areas. Final rule

This final rule implements a bonus payment, in addition to the amount normally paid under the allowable charge methodology, to physicians in medically underserved areas. For purposes of this rule, medically underserved areas are the same as those determined by the Secretary of Health and Human Services for the Medicare program. Such bonus payments shall be equal to the bonus payments authorized by Medicare, except as necessary to recognize any unique or distinct characteristics or requirements of the TRICARE program, and as described in instructions issued by the Executive Director, TRICARE Management Activity. This rule promotes a reimbursement enhancement to a limited number of physicians designed to increase TRICARE beneficiary access to care.     

TRICARE; sub-acute care program; uniform skilled nursing facility benefit; home health care benefit; adopting Medicare payment methods for skilled nursing facilities and home health care providers. Final rule

This rule partially implements the TRICARE "sub-acute and long-term care program reform" enacted by Congress in the National Defense Authorization Act for Fiscal Year 2002, specifically: Establishment of "an effective, efficient, and integrated sub-acute care benefits program," with skilled nursing facility (SNF) and home health care benefits modeled after those of the Medicare program; adoption of Medicare payment methods for skilled nursing facility, home health care, and certain other institutional health care providers; adoption of Medicare rules on balance billing of beneficiaries, prohibiting it by institutional providers and limiting it by non-institutional providers; and change in the statutory exclusion of coverage for custodial and domiciliary care.     

TRICARE; elimination of non-availability statement and referral authorization requirements and elimination of specialized treatment services program. Final rule

This rule implements Section 735 of the National Defense Authorization Act for Fiscal Year 2002 (NDAA-02) (Pub. L. 107-107). It also implements Section 728 of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (NDAA-01) (Pub. L. 106-398). Section 735 of NDAA-02 eliminates the requirement for TRICARE Standard beneficiaries who live within a 40-mile radius of a military medical treatment facility (MTF) to obtain a nonavailability statement (NAS) or preauthorization from an MTF before receiving inpatient care (other than mental health services) or maternity care from a civilian provider in order that TRICARE will cost-share for such services. Section 735 of NDAA-02, however, authorizes the Department of Defense to make exceptions to the elimination of the requirement for a NAS through the exercise of a waiver process under certain specified conditions. This section also eliminates the NAS requirement for specialized treatment services (STSs) for TRICARE Standard beneficiaries who live outside the 200-mile radius of a designated STS facility. This rule portrays the Department's decision to eliminate the STS program entirely. Finally, Section 728 of NDAA-01 requires that prior authorization before referral to a specialty care provider that is part of the contractor network be eliminated under any new TRICARE contract.     

Fair credit reporting medical information regulations. Final rules

The OCC, Board, FDIC, OTS, and NCUA (Agencies) are publishing final rules to implement section 411 of the Fair and Accurate Credit Transactions Act of 2003 (FACT Act). The final rules create exceptions to the statute's general prohibition on creditors obtaining or using medical information pertaining to a consumer in connection with any determination of the consumer's eligibility, or continued eligibility, for credit for all creditors. The exceptions permit creditors to obtain or use medical information in connection with credit eligibility determinations where necessary and appropriate for legitimate purposes, consistent with the Congressional intent to restrict the use of medical information for inappropriate purposes. The final rules also create limited exceptions to permit affiliates to share medical information with each other without becoming consumer reporting agencies. The final rules are substantially similar to the rules adopted by the Agencies on an interim final basis in June 2005.
