Voter turnout in the United States is much lower than in almost all other democratic countries. This has been interpreted as a symptom of popular alienation from the political system, suspicion of politicians, and pessimism about the consequences of political activity. When these perspectives are measured directly, however, it is clear that Americans score very low on almost every item. Indeed, there is no relationship between political con- tentment and turnout. Turnout does not reflect international variations in acceptance of politicians or the political system. Rather, it responds to variations in the bureaucratic steps required to cast a ballot. The United States is one of a handful of countries that require a separate step–registra- tion–before the citizen can vote; and with the partial exception of France it is the only country in which the individual rather than the state bears the responsibility for registration. 相似文献

This article reviews four areas of pediatric research in which we have identified questionable levels of allowable risk, exceeding those foreseen by the Commission. They are the following: (1) the categorization of increasingly risky interventions as minimal risk in a variety of protocols; (2) the increasing number of applications for federal panel review of research not otherwise approvable because of higher projected risk levels; (3) research on asymptomatic at risk children; and (4) the inclusion of children and adolescents in placebo-controlled trials for participants of all ages without performing subgroup analysis. While embracing the imperative to include children in research is an encouraging step towards providing the pediatric population with effective medical care and finally eradicating the therapeutic orphan, we must ensure that this research does not become overly permissive. 相似文献

A feedback model of the criminal justice system (CJS) incorporates the continuing input of people arrested for the first time (virgin arrests) and the recycling of individuals with prior arrests (recidivists). Such a model is needed to enable CJS planners to assess the impact of possible actions on the future arrests and system workloads. Using an empirically determined estimate of the number of virgin arrests in the U.S. as input to a feedback model of the CJS, recidivism parameters, probability of rearrest, and average time between arrests were estimated by matching the output of the model to the total arrests in the U.S. in the period 1960–70. The average deviation between the model output and total U.S. arrests was minimized at less than 4% when the probability of rearrest is equal to 0.875 and the average time between arrests equal to 1.1. years. The relative sensitivity of total arrests to changes in virgin arrests and the probability of rearrest are also presented. 相似文献

Advocates, clinicians, policy makers, and survivors frequently cite intimate partner violence (IPV) as an immediate cause of or precursor to housing problems. Research has indicated an association between homelessness and IPV, yet few studies examine IPV and housing instability. Housing instability differs from homelessness, in that someone experiencing housing instability may currently have a place to live but faces difficulties with maintaining the residence. We present baseline findings from a longitudinal cohort study of 278 female IPV survivors with housing as a primary concern. Our analysis indicates the greater the number of housing instability risk factors (e.g., eviction notice, problems with landlord, moving multiple times), the more likely the abused woman reported symptoms consistent with PTSD (p < .001), depression (p < .001), reduced quality of life (p < .001), increased work/school absence (OR = 1.28, p < .004), and increased hospital/emergency department use (OR = 1.22, p < .001). These outcomes persist even when controlling for the level of danger in the abusive relationship and for survivors' drug and alcohol use. Importantly, both housing instability and danger level had stronger associations with negative health outcomes than other factors such as age, alcohol, and drug use; both make unique contributions to negative health outcomes and could contribute in different ways. Housing instability is an important and understudied social determinant of health for IPV survivors. The founding of the Jerusalem Chamber of Commerce, Industry, and Agriculture in 1909 and its short term of activity represent a pioneering and unique attempt at inter-communal cooperation with the purpose of developing the local economy and improving the infrastructures that would support economic expansion and improve the conditions of the local population. The chamber of commerce brought together prominent Muslims, Christians and Jews, both local Ottoman and foreign, who engaged in commerce, industry and agriculture. This all was happening during a time of uncertainty, change and optimism following the Young Turk revolution and the restoration of the constitution in July 1908. The Jerusalem Chamber of Commerce fostered horizontal linkages across religion and ethnicity through Ottoman citizenship and the pursuit of modernist economic and social goals. The discussion details the founding and the activities of the Jerusalem chamber of commerce. Highlighted are the concerns of local businessmen and their plans for infrastructure development and their promotion of better economic regulations. The discussion draws upon eight issues of its bulletin and underscores the unique resources found in the short-lived publication and evaluates their reliability. 相似文献

Abstract: The Public Service Board of Victoria initiated a project in March 1989 to plan a framework for the development of competent managers. The methodology involved an examination of the current practices of 23 organisations, together with a worldwide literature search. The major findings were that the managerial task is similar across sectors, but the manager level and the environment are qualifying variables; that training, management education and development in private sector organisations and statutory bodies has total commitment from the chief executive, is closely linked to the business plan, forms part of an integrated human resource management system, and is continually reinforced by the organisation's culture and values; and that there is no strategic and focused approach to developing managers across the Victorian Public Service. The 21 recommendations covered the areas of investment and commitment, the development of a systematic approach by providing quality management programs based on core managerial competencies and the integration of training, education and development with performance management processes.
The implementation plan calls for pump-priming funds for resourcing and delivering high quality programs, a change in the culture, the adoption of a set of principles, the establishment of a management education unit, acceptance of a common language of competence for managers, and an integration of education and development needs with corporate plans through the performance improvement system. Commitment to implementation should result in a systematic approach to the formation of competent managers with the benefits flowing to the community through improved services, the government gaining by increased performance of the agencies, and public servants being able to reach their full potential. 相似文献

This paper examines intellectual property (IP) management in U.S. companies and addresses three questions: What are typical sources of IP? How do companies manage IP? What role do donations of IP play in IP management? We used in-depth interviews and an on-line survey to gather data. We found that firms develop their IP position from a wide variety of sources such as joint ventures, acquisitions, and consulting contracts, but internal development is still the primary source of IP. Organizationally, three structural archetypes of IP management were identified: a centralized structure, a purely decentralized IP structure and a compromise structure involving a divisional assignment where a multi-business unit or division committee oversees IP. IP donations clearly do not appear to be a major phenomenon at the present time. Our survey results suggest that tax benefits are an important driver and that recent tax law changes have diminished the incentives to donate IP. The uncertainty of tax benefits and the costs associated with IP valuation appear to be the main disincentives. 相似文献
