The United States today faces a loss of influence as a world power, a reduction in American independence as a policymaker, and a decline in the standard of living on which Americans have come to depend. History teaches that nations weaker and less productive than the United States can rise to become economic powerhouses and rapidly increase their standards of living. History also teaches that nations failing to recognize their fundamental problems will inevitably decline. American politicians must face what is abundantly clear: the United States is losing ground and must act quickly to reverse its course. This White Paper outlines what must be done. Information about the nation's current status must be analyzed and communicated. Incentives to improve the level of competence in government must be provided and maintained. The emphasis of government policy must be changed to reflect broad economic and technological interests as opposed to special interests. Savings must be encouraged and increased. Infrastructure must be improved Tax laws must be modified to help bring these changes about. Economic and technological issues must be elevated to the importance they require. American thinking must reflect the new realities: that the age of leadership through military power is over, that the requirements for success in the world of the 1990s and beyond require a sound and growing economy that is internationally competitive. There is something intuitively correct about singling out emergency workers for legal protection, and for criminalizing not
just assault, but obstruction. Moreover, at least one sophisticated theory of right and wrong – Scanlon’s—indicates some deep
reasons for endorsing these intuitions. After applying Scanlon’s theory in the relevant way, I want to argue that the same
grounds it provides for recent Scottish legislation and UK sentencing guidelines can also be given for punishing more seriously
offences that current English law trivialises.

In this paper, we (1) examine the interactions of financial variables and the macroeconomy within the block-restriction vector autoregression model and (2) evaluate to what extent the financial variables improve the forecasts of GDP growth and inflation. For this reason, various financial variables are examined, including those unexplored in previous literature, such as the share of liquid assets in the banking industry and the loan loss provision rate. Our results suggest that financial variables have a systematic and statistically significant effect on macroeconomic fluctuations. In terms of forecast evaluation, financial variables in general seem to improve the forecast of macroeconomic variables, but the predictive performance of individual financial variables varies over time, even though it strengthens during the 2008?C2009 crisis. The results give some support for the risk-taking channel of monetary policy, as the level of the monetary policy rate is positively associated with the loan loss provision rate of commercial banks. Finally, a more stable financial system is found to contribute to faster economic growth. 相似文献

Purpose. The current study explored how misleading information affects children's omissions and commissions over time. Method. Fifty‐nine younger (Mage = 4.16) and fifty‐nine older (Mage = 9.44) children were instructed to remove three pieces of clothing from a puppet. Half of them were provided with false evidence that they had removed only two items, while the other half were provided with false evidence that they had removed a fourth piece of clothing. In three neutral interviews separated by 1‐week intervals, children had to report which pieces of clothing they had removed. Results. Overall, omission and commission errors significantly decreased over time, although this pattern was more pronounced for omission errors. Younger and older children were equally likely to make omission errors, whereas commission errors were more typical for younger than for older children. Also, we found that commission errors more readily occur than omission errors. Conclusion. Even when children's memory reports pertain to an event in which they actively participated, misleading information may elicit omission and commission errors, with especially the latter category being very persistent over time. 相似文献

Prone maximal restraint position (PMRP, also known as hogtie or hobble) is often used by law enforcement and prehospital personnel on violent combative individuals in the field setting. Weight force is often applied to the restrained individual's back and torso during the restraint process. We sought to determine the effect of 25 and 50 lbs weight force on respiratory function in human subject volunteers placed in the PMRP. We performed a randomized, cross-over, controlled trial on 10 subjects placed in 4 positions for 5 minutes each: sitting, PRMP, PRMP with 25 lbs weight force (PMRP+25), and PRMP with 50 lbs weight force placed on the back (PMRP+50). We measure pulse oximetry, end-tidal CO2 levels, and forced vital capacity (FVC) and forced expiratory volume in 1 second (FEV1). FVC and FEV1 were significantly lower in all restraint positions compared with sitting but not significantly different between restraint positions with and without weight force. Moreover, mean oxygen saturation levels were above 95% and mean end-tidal CO2 levels were below 45 mm Hg for all positions. We conclude that PMRP with and without 25 and 50 lbs of weight force resulted in a restrictive pulmonary function pattern but no evidence of hypoxia or hypoventilation. 相似文献

This paper examines the Marine and Coastal Access Bill as it was tabled on 8th December 2008. It explores the failure of the
Bill to include marine protection of over 3,000,000 km2 of the waters associated with overseas territories and Crown dependencies. It explains the necessity for close liaison with
the European Commission and with the devolved administrations in Scotland, Northern Ireland and Wales, where responsibility
for marine governance is not clear cut. It expresses some disappointment in the failure of the Bill to cover questions of
ownership of marine resources in particular the right to fish, which remains held under ancient and flawed common law rules.
The paper then investigates the content of the Bill, looking at the role and functions of the Marine Management Organisation
including licensing of fishing vessels, wind farm consenting/creation of safety zones, consents under the Wildlife and Countryside
Act, research, advice, assistance, training, and prosecutions. The Bill also establishes a framework for marine planning with
potential for the creation of marine plans and marine policy statements covering the waters of England and Wales to the edge
of the UK Exclusive Economic Zone. Such plans and statements will have persuasive effects on the organisations involved in
marine management, but will not be completely binding. The Bill creates powers to licence numerous activities and if necessary
delegate licensing function to the bodies such as the Marine Management Organisation. It also established new powers for the
creation of Marine Conservation Zones. The paper explores the narrow purposes for which these Marine Conservation Zones and
created, and contrasts these unfavourably with the draft Scottish Marine Bill, which permits Marine Conservation Zones for
such purposes as community interest. The paper also acknowledges that no target has been set for the creation of Marine Conservation
Zones, and raises some concerns over whether Marine Conservation Zones contain severe enough penalties, particularly in respect
of commercial fishing where there is a specific exemption for fisheries damage. The paper explores the function of the new
Inshore Fisheries Authorities which will replace existing Sea Fisheries Committees, but raises concerns that the new organisations

This paper reviews the role of internal European Union (EU) policies and measures in implementing the target for greenhouse gas mitigation in the Kyoto Protocol. It starts with a discussion of the EU Burden Sharing Agreement, which distributes the target between Member States. This leads to a review of the appropriate level of implementation of policies, i.e. at the EU level or Member State level. There is a role for the flexible mechanisms of the Protocol, particularly emission permit trading, in complementing Member State policies at the EU level. The implementation is to be done against the background of three major factors which may have an important bearing on the policies: the probable long-term requirement of substantial reductions in greenhouse gas emissions a changing structure of energy markets, following liberalisation of the gas and electricity markets EU enlargement to include economies in transition with the potential for further substantial reductions in emissions.The paper concludes with a discussion of ancillary benefits of the policies that may be substantial and a summary of the position as regards the "unfinished business" of the Protocol to be discussed at the Conference of the Parties in the Hague in November 2000. 相似文献
