目的 探讨股骨颈骨折后股骨头坏死的相关因素。方法 对69例股骨颈骨折的鉴定资料进行回顾性研究。结果69例股骨颈骨折的伤者,伤后4年内发生股骨头缺血坏死的21例,其中1~3年内发生缺血坏死者18例。根据股骨颈骨折的Garden分型,Ⅲ型股骨颈骨折后发生股骨头缺血坏死者9例,Ⅳ型11例,Ⅱ型1例。根据复位后的Garden指数分组,B组股骨颈骨折后发生股骨头缺血坏死者11例,A、C组各5例。结论 股骨颈骨折后股骨头坏死与股骨颈骨折的原始移位程度和骨折的复位质量(对位、对线情况)有关。 相似文献

Despite the vast amounts of rhetoric one hears in the United States on the role of morality in international politics, the nation lacks a coherent position on the appropriate application of morality to foreign policy. History reflects two prominent and contrasting views on the subject. The first is that morality is irrelevant to national foreign policy; the second applies common principles of individual morality—compassion, generosity, forgiveness, benevolence, and tolerance—to interactions between states. Though elements of each are evident in the Bush administration's foreign policy, the limits on them restrict the efficacy of either. As the application of morality to foreign policy becomes both more necessary and more difficult, prudence and decency—more than self-righteousness or power—should provide the primary inspiration for American foreign policy. 相似文献

Previous large-N studies have found that the advancement of women's rights leads to a decline in conflict, but no large-N research has explored the possibility of a similar relationship between women's rights and terrorism. Nevertheless, policymakers have long argued that the advancement of women's rights forms a key component of counterterrorism policy. Simply put, we lay out a rationale for the argument that increased women's rights reduce the likelihood of terrorism. We test this hypothesis using CIRI's women's rights data combined with two datasets accounting for domestic terrorism and the production of transnational terrorism. While the results show that women's rights overall are not a panacea for both types of terrorism, the provision of women's rights is shown to have a negative relationship with domestic terrorism. States and international institutions should take the differing effects of women's rights across different types of terrorism into account when designing counterterrorism policies. 相似文献

Many studies have examined the determinants of ministerial selection. However, the effect of electoral incentives on government post allocation has so far not been studied in the literature. Drawing on data from the United Kingdom over the period 1992–2015, this article investigates the relationship between the selection of ministers and the electoral interests of the actors in this selection process – party leaders and members of parliament (MPs). The findings demonstrate that the greater the electoral safety of constituencies, the more likely are MPs to have a higher office. The results reveal a broader conception of party strategy in government formation than previously documented. The paper thus suggests that electorates can affect the allocation of ministerial positions in the UK. 相似文献

Does right-wing populist discourse change when parties move from opposition to government? How do different ideological types of right-wing populist parties express this discourse? Through an analysis of the Lega Nord and Forza Italia/Popolo della Libertà between 2006 and 2013, we find that while the switch to office does bring some changes, the main elements of their populist discourse remain largely the same. We also show how their respective emphases on ‘elites’ and ‘others’ distinguish the parties: FI/PDL focuses overwhelmingly on ‘elites’ while the LN places similar emphasis on both ‘elites’ and ‘others’. 相似文献

In developing countries the analysis of energy poverty has been framed in terms of a nexus; linking poverty, gender, and energy as obstacles to sustainable development. This article considers the dual challenges of energy and fuel poverty in Malaysia, a middle-income country boasting high levels of grid penetration, suggesting that there are limitations to this approach in relation to articulating the relationship between energy and poverty, specifying the dynamics of energy poverty, and informing policies to address this. Locating energy deprivation in the context of multidimensional poverty offers a basis for addressing energy poverty in a wider range of spatial and temporal contexts. 相似文献

One of the outstanding features of China's domestic politics is the prominence of the bureaucracy in the policy-making process. Arguably, bureaucracy is the next major player in the policy-making process in China after the top leaders. In this article, the three following aspects of the role of bureaucracy in the Chinese foreign policy-making process are examined: (1) the structure of the bureaucracy, especially the main agencies of the bureaucracy involved in foreign policy making; (2) the respective responsibilities of these agencies and their roles in the process; and (3) inter-agency coordination including the resolution of conflict among them. It observes that while the Ministry of Foreign Affairs plays a key role in the process, other ministries and bureaucratic agencies have significant and even growing input in an increasing number of functional areas, such as trade, finance, economy, climate change, soft power and military affairs. This article examines Mongolia's and North Korea's bargaining with the People's Republic of China to provide insight into Northeast Asian regional dynamics and weak state bargaining behavior. The article demonstrates how both Mongolia and North Korea (which it demonstrates are weak states) employ a variety of tactics within the categories of capitulation, neutrality and confrontation when managing their respective relations with China. The article also argues the applica`bility of the two case studies to a better understanding of the diplomatic challenges China faces as it continues its development and to China's relations with the various weak states on its periphery. 相似文献
