The article discusses institutional forms of governance, understanding governance as hybrid forms of collaboration, involving government, market actors and/or civil society actors. By utilizing data from a study made of three Norwegian cities, six collaborative efforts are presented, and discussed in relation to analytical characteristics derived from both network theory and organizational theory. This analysis illustrates that these collaboration efforts can, on the one hand, be understood as something located between networks and organizations. On the other hand, one may argue they belong to none of the two theoretical categories, implying the need for new theories regarding collaboration. These observations are followed by some theoretical reflections about how democratic governments can influence collaborations, and ensure that the common will can actually become real.  相似文献

Group-based methodology (SPGM) has been presented as suitable to test for the existence of subpopulations not directly observable. Several criminological studies have used this methodology, and it is fair to say that typological theorizing has been spurred by its development. In particular, much of the empirical support for Moffitt's taxonomy (1993, 2006) is from studies using SPGM. In a small simulation experiment, I investigate whether SPGM is suitable for such tests, and I examine the extent to which similar trajectories might equally well result from mechanisms suggested by general theories. I conclude that, as it is usually applied, SPGM cannot provide evidence either for or against a taxonomy and that the usual findings can be explained by competing theories. I argue that this result is not only because of the methodology characteristics but also because of the modeling strategy applied.  相似文献

ABSTRACT

Bringing peace, security, and stability to the war-torn region of Donbas has proven to be a challenging – some would say near-impossible – task. The “Minsk II” agreement, signed in February 2015, was supposed to put an end to the armed hostilities, resolve the underlying political issues, and gradually restore Ukrainian government control of the country’s eastern border. None of this has happened. Despite continuous Western support and pressure, progress in the implementation of the peace plan signed in Minsk has been slow, also after the much-anticipated Paris summit of the “Normandy Four” (Russia, Ukraine, Germany, and France) in December 2019. This article discusses the underlying causes of the current stalemate, emphasizing factors such as the inherently complex nature of the conflict, the process through which “Minsk II” came into being, the vague and ambiguous language of this and other agreements, practical challenges related to the timing and sequencing of agreed-upon measures, and Russia’s persistent non-acknowledgement of its role in the conflict.  相似文献

Ischemic heart disease is the most common cause of sudden death of natural causes in most western countries. By autopsy, there may be no gross or histologic evidence of acute myocardial damage unless the patient survived for several hours following the event. Cardiac troponin in serum has become the recommended biochemical marker for myocardial injury in the clinical setting. We performed a prospective study on 102 autopsied subjects at the Central Hospital of Rogaland, Stavanger, Norway. Femoral blood was sampled for subsequent analysis of cardiac troponin T (cTnT). In the subjects with morphologic evidence of recent myocardial injury (n = 34), the mean serum cTnT level was 1.95 microg/L compared with 0.16 microg/L in the subjects with a noncardiac cause of death (n = 35) and 0.61 microg/L in the group with probable sudden cardiac death without morphologic signs of acute myocardial injury (n = 33). The observed differences in mean serum cTnT levels between the groups were statistically significant (P < 0.0001). These data suggest that elevated postmortem serum concentration of cTnT reflects ongoing myocardial damage and may support a diagnosis of cardiac-related death in cases associated with sparse or inconclusive morphologic findings postmortem.  相似文献

This article outlines four leading approaches in contemporary gay/lesbian and queer studies in order to throw light on some current developments regarding the social organization of sexual and gender relations in Europe and North America. I define these as post-modern, structural phenomenological, critical liberal, and, finally, queer approaches. Besides scrutinizing some of their basic propositions and core concepts, the article critically enquires into the pertinence of the four approaches in terms of their potential to grasp developments in the Danish social conditions of people engaged in same-sex relations. The article focuses on developments that are related to the sphere of intimacy/family and the legal reforms characterizing this sphere. I argue that three of the approaches, in particular, the post-modern, the critical liberal, and the queer approaches, are relevant in the light of the actual social conditions of people engaged in same-sex relations. In embracing different and indeed countervailing developments, I suggest that these perspectives need all to be deployed to complement each other.  相似文献

Declining trust in representative institutions is considered one of the most significant political problems of our time. It is often suggested that democratic innovations—or mechanisms which aim to increase and deepen citizen participation in the political decision-making process—can help reverse this trend. However, empirical research about actual effects of participation on trust is scarce, and weakened by causality problems. With survey data representing 1,470 participants in a landmark Swedish e-petition system, the article shows that both generalized attitudes and process evaluations matter in how trust is affected by democratic innovations.  相似文献

The EU with its supranational powers is a unique institution. Contrary to other international organizations, it can make laws that are binding to its member governments as well as to their citizens and enterprises. However, reviewing the literature, we find little consensus as to its true role as a lawmaker. This article and the articles that follow in this symposium remedy this empirical deficiency. The present article presents a comprehensive analysis of the scope of binding EU regulation. The EU is presented as an important lawmaker. It has, with considerable effectiveness, been able to overcome recurrent crises that have often called its very viability into question. But the same analysis also reveals that the EU, in spite of several treaty reforms expanding its responsibilities into new policy areas, remains a predominantly economic regulator. Finally, EU lawmaking is to an increasing extent delegated to the European Commission, dedicated to the de facto task of maintaining the internal market. Although this article and the articles that follow it cover the present, and refer to the European Union (EU), the EU, since its creation in the 1950s, has changed its official name several times.  相似文献
