As the Chilean government seeks to reduce poverty and inequality through cash transfers to poor households, local governments are responsible for both identifying the poor and allocating transfers. Until recently, however, evaluating the effectiveness of local governments in enacting these policies has been restricted by data limitations. This paper builds on recent evidence that cash transfers have highly variable impacts on poverty and inequality at the county level. In particular, we explore how local public finance and the strength of the governing mandate influence the efficiency of cash transfers. With a richly specified model, we find that public spending on goods and services, the fraction of available subsidies claimed by the local government, and the share of county land that is zoned for industrial purposes are all correlated with considerable reductions in poverty and inequality. In addition, the strength of the governing mandate weakly influences the efficiency of transfers in reducing poverty, but not inequality. These results demonstrate that a better understanding of such institutions can lead to more efficient targeting for social programs. 相似文献

Using Canada's relations with the Americas as a case study, this article seeks to better understand the link between identity and foreign policy. It argues that there is a gap between the Canadian government's recent efforts to construct a state identity increasingly turned toward the Americas and Canadians' national identity as it is expressed through public opinion. It concludes that the most plausible explanation for this gap probably has to do with Canada's European cultural heritage. The analysis shows that the projection of national identity into foreign policy is a much more complex process than the projection of state identity. 相似文献

The paper offers an analysis of the demography of the confessionally-divided and heavily industrialized northern Irish town of Lurgan in the early twentieth century. Its main source is the individual household forms of the Irish population census of 1911. This was the first Irish census to provide household-level data on the number of children born—and the number still surviving—to married couples co-resident at the time of the census. The paper begins by producing standard cross-tabulations of socio-economic status, as represented by literacy, numeracy, occupation, and the labour force participation of married women, by religion. It then presents econometric analyses of female labour force participation, marital fertility, and infant and child mortality. The greater poverty of Catholic households forced a higher proportion of mothers to work outside the home, mainly as unskilled workers in the town's linen mills. The analysis of the marital fertility suggests that confessional affiliation did not influence family size much at this juncture. The analysis of infant and child mortality suggests that religious affiliation was to a significant extent a cloak for living standards and socio-economic advantage. 相似文献

This article examines change and divergence in the politics of partnership-based governance of two weak neo-corporatist countries, Italy and Spain. Evolution in the forms and processes of concertation is driven by a logic of interaction guiding actors' behaviour which is different from that theorised for strongly neo-corporatist countries. As the framework governing the industrial relations system is characterised by conflict and poor coordination capacities, change will take the form of a top-down search for accommodation of this conflict through political exchange in contexts where neo-corporatist institutions provide weak constraints on actors' behaviour. This has been possible in the last decade because political participation, though weakly institutionalised, remained for trade unions a positive course of action used instrumentally in order to achieve policy and organisational benefits. Hence, the divergent evolutions of the two countries are to be traced back to factors affecting the strategic decision of political participation of trade unions, in particular inter-union ideological and political divisions and the dynamics of the relationship between grass roots and leadership. 相似文献

This article analyzes the relationship between territoriality and organized violence through an examination of two relatively understudied aspects of the production and reproduction of informal territorial boundaries in situations of violent conflict. It looks first at the role of the state in the establishment, maintenance, and institutionalization of substate territories associated with challengers, outlining how these bounding processes are generated through interaction between the state and challengers, rather than primarily through the actions of challengers. Secondly, it explores the shaping force of geopolitical contexts on the everyday maintenance of informal boundaries in conflict situations. The argument is illustrated with examples from the most recent period of violent conflict in the north of Ireland, drawing on a range of primary sources, including official and private papers. The article argues that an analysis that gives due recognition to the central role of the state and the importance of the geopolitical context in the delineation and institutionalization of substate territories associated with armed challengers can help us to better understand the dynamics of organized violence. 相似文献

Anschließend werden im Rahmen einer rechtsökonomischen Antwort ökonomische Argumente und Instrumente vorgestellt, die es ermöglichen, eine übergeordnete Theoriesprache für den juristischen Abwägungsprozess zu definieren. In the election to the Althingi on 25 April 1987, the established party system in Iceland received its greatest blow so far. The four main parties between them managed only three-quarters of the valid votes, the Independence Party and the People's Alliance, both suffered their worst defeats ever. The new parties had a field day, as the Citizens' Party—the first major splinter group from the large Independence Party since its foundation—and the Women's Alliance received over 10 per cent of the votes each. Thus, the signs of crisis in the established party system—increasingly visible since around 1970—indicate an uncertain future for the four-party format in Icelandic politics. 相似文献
