A theoretical model of multiple stigma: ostracized for being an inmate with intellectual disabilities

Even though some people are associated with a single stigmatized group, others are associated with several. In order to shed light on such multiple stigma processes, we propose a theoretical model of ‘multiple stigma’ by describing how two stigma-related categories (having intellectual disabilities and being an inmate) merge into a third stigmatized category (being an inmate with intellectual disabilities) that makes it possible to be ostracized for each of these three. We describe how this extensive ostracism is associated with negative psychological problems and antisocial responses. Consequently, we discuss some possible implications for the criminal justice system and future research.     

Modernisation and Political Management Arrangements: The Case of Redcar & Cleveland Borough Council

In the United Kingdom the Labour government has placed considerable emphasis on the need to modernise public services. In the case of local government, Labour's belief in the need for modernisation has resulted in radical measures to change local authorities' political management arrangements designed, in part, to achieve greater efficiency, transparency and accountability. In its response to the Labour government's agenda, Redcar &; Cleveland Borough Council established interim political management arrangements in May 2000 prior to the establishment of permanent arrangements. The permanent arrangements were to be decided upon following public consultation and a review of the interim arrangements. This article reports the outcomes and, in doing so, provides evidence of the impact of Labour's measures to achieve change in local government.     

A classification framework for out-of-home advertising media in South Africa

Abstract

Out-of-home (OOH) advertising media have expanded worldwide and the shape and format of these media globally, as well as in South Africa, have changed considerably. Until recently, the OOH advertising media landscape consisted primarily of outdoor advertising or billboards reaching vehicular traffic, but now has expanded to include a wide range of OOH advertising media types which aim to reach a mobile audience wherever they live, work, play, drive, shop or commute. Currently there is no coherent contemporary framework to compare and select the most effective media options to reach a selected target market in a specific OOH audience environment. This article draws from academic and practitioner sources to propose a classification framework for OOH advertising media in South Africa comprising four major platforms: outdoor advertising, transit media advertising, street-and-retail furniture advertising, and digital and ambient OOH media channels. The framework serves to inform marketers of viable and cost-effective traditional and contemporary OOH advertising media options. It also indicates what platforms are appropriate to reach specific audiences effectively in a variety of environments outside their homes. This is the first framework of its kind for the South African context that offers an orderly, integrated basis for future research.     

The Ulster Defence Regiment and the Question of Catholic Recruitment, 1970–1972

This article aims to consider the factors which led to a serious under-representation of Catholics within the Ulster Defence Regiment (UDR) during the Northern Ireland “Troubles.” A considerable number of UDR members were implicated in collusion with loyalist paramilitaries in their targeting of Catholic civilians throughout the conflict. Further, neither the British political nor military establishment made any significant moves towards addressing Catholic grievances regarding the UDR during the crucially formative years of 1970–1972. Despite this, Catholic under-representation has often been discussed with sole or particular reference to Republican paramilitary targeting of Catholic members of the force; this is in order to dissuade any further such involvement on the part of this demographic. The validity of such assertions will be examined in this article, along with a number of other factors which have been hitherto largely underplayed or outright ignored as contributing to this under-representation.     

Antoine Deparcieux (1703–1768) and demographic data collection

In 1746, Antoine Deparcieux (1703–1768) published Essai sur les probabilités de la durée de la vie humaine [An Essay on the Probabilities of the Duration of Human Life]. Deparcieux analyzed in detail empirical observations. As a mathematician and physicist, he can be considered, after Halley and Struyck, one of the founders of the estimation of longevity and all the issues surrounding that concept. The article analyzes the statistical data Deparcieux presented in his book and examines the way he dealt with them. He criticized the methods of his predecessors and showed what, according to him, were “good” data. Although he only had lists of annuitants or ecclesiastical registers at his disposal and no data from the government or state, Deparcieux constructed his calculations with careful regard to the value and quality of the figures used. He also envisaged a specific project to collect data about infant mortality. His work holds an important place in the history of French demographic statistics.     

Go West: Georgia's European identity and its role in domestic politics and foreign policy objectives

This article sheds light on the Euro-Atlantic discourse in Georgia by situating it in a wider frame. It provides an analysis of its Euro-Atlantic orientation by presenting it as a continuation of past efforts to involve European powers in Georgian affairs and highlights changing trends in this aspect of contemporary foreign policy. Far from determining whether or not the Georgians are European, the different arguments that have been used to support Georgian “Europeanness” are evaluated to assess its role in the national identity construction process. Focusing primarily on the United National Movement government led by Mikheil Saakashvili, we demonstrate how the Euro-Atlantic discourse has been employed domestically by the political elite as a legitimacy management strategy and explore its function in seeking Western patronage, a key foreign policy goal.     

Human Security: The Making of a UN Ideology

Inspired by the conclusions of the United Nations Intellectual History Project, this article seeks to enrich the ongoing discussion on the role of ideas in UN activities. The focus here is on security, an issue often regarded as the organisation's raison d'être. The article argues that over the past two decades the ideology of human security has been the driving normative force behind the global policies advocated by the UN in the area of security. The first part analyses the UN's official discourse, and demonstrates the political importance that it ascribes to the concept of human security. The second section examines a set of global policies that illustrate how the world body has sought to put the principles of human security into practice. While recognising that these policies fall short of the ambitions articulated in UN rhetoric, the article suggests that they have opened a small but very real breach in the epistemic framework underlying the traditional conception of security.
