文化管理：从多元文化主义到跨文化策略——由法国政府驱逐罗姆人事件引发的思考

去年发生的法国政府大规模驱逐罗姆人事件引起了国际社会的广泛关注，其中体现了法国以多元文化主义为指导的文化管理模式，然而这种方式无疑没有很好解决文化冲突问题。跨文化又叫交叉文化，是指在对与本民族文化有差异或冲突的文化现象、风俗、习惯等有充分正确认识的基础上以包容的态度接受和适应它们。我们应该强调不同文化间的跨文化对话，因为只有相互理解与沟通，才能促进不同文化的和谐相处。     

“Shifting the stuff wasn’t any bother”: Illicit enterprise, tobacco bootlegging and deconstructing the British government’s cigarette smuggling discourse

This paper presents the results of interactions/interviews with an active tobacco bootlegger regarding his illicit entrepreneurial activity spanning his illegal career. This narrative is intended to portray a snapshot of a type of organised criminality within an illicit market place but seeks to add to the critical academic literature responding to State-led depictions of organised crime as an apocalyptic menace. The results of the fieldwork suggest that illicit market enterprise in this context is neither threatening nor predatory, is very ordinary and, crucially, is driven by insatiable consumer demand within local trading networks.     

Creating resilience or private sector dependence? Shifting constructions of the farmer in Australian policy discourses

The Australian Government’s Agricultural Competitiveness White Paper aims to create a profitable and resilient Australian agriculture sector. In doing so, the White Paper emphasises farmers’ individual responses to the structural problems which have undermined farmers’ profitability, such as consolidated commodities markets. In particular, the White Paper recommends that farmers shape their farming practice to make their farms more attractive to private investors. This is presented as a normal response to farm profitability concerns. Farms are portrayed as investment targets and securing investment is framed as an essential skill of the modern farmer. To understand how this discursive construction has been made possible, this article develops a genealogical analysis of changing constructions of farmers, farming and of the role of the State. This research reveals the subtle discursive shifts which have helped shift responsibility for farming, from the State, to the self-reliant individual, and most recently, towards the private sector. Whereas the construct of the self-reliant, independent farmer has been used to facilitate deregulation of agricultural industries, this recent shift in power towards the private sector may potentially undermine farmers’ autonomy and increase dependence on private sector investment.     

SIACHEN GLACIER,THE FULCRUM OF THE GREAT GAME: COLONEL ‘BULL’ KUMAR’S PERSPECTIVES

This article, written by Prateek Joshi in close collaboration with Colonel Narender “Bull” Kumar, discusses the development of the conflict over the Siachen Glacier between India and Pakistan. It sets out the Siachen Conflict in the broad framework of the Great Game and explains the crucial role of Colonel Narender “Bull” Kumar's Siachen expeditions in rekindling this old flashpoint in High Asia. Based on Colonel Kumar's two expeditions to the Siachen Glacier region, namely the Teram Kangri expedition in 1978 and the Siachen expedition in 1981, it discusses the perspectives regarding the dispute and its relation to reviving a consciousness of the Great Game. The first perspective discusses Colonel Kumar's expeditions in light of the Indo-Pak conflict as these two visits became the precursor to Operation Meghdoot, following which the Indian Army occupied the Siachen Glacier in 1984. The second perspective discusses a crucial cartographic blank which was filled only after Colonel Kumar's Siachen expedition.

Quantifying Hate: The Evolution of German Approaches to Measuring ‘Hate Crime’

This article examines and explains the rise of ‘hate crime’ as a category recognised by the German state. It documents the transition from a fluid and unspecific concern about violence against vulnerable groups in the immediate post-unification years to the formal adoption of ‘hate crime’ and its counterpart ‘right-wing politically motivated crime’ as official statistical categories. It uses theories of policymaking coupled with insights from scholarship on sociological uncertainty and policy transfer to explain the adoption, adaptation, and limitations of the hate crime concept in Germany.
