The article examines two ‘postmodern’ critiques of modernity: a general history that argues that it was never solely Western, and a work of Latin American cultural criticism that petitions for the region to leave behind a modernity seen as Eurocentric. It argues that to understand the modern elements of Latin America entails keeping present the European, and in part pre‐nineteenth‐century, genealogy of modernity. This is in order to grasp that both the pitfalls of claiming modernity is a common project (colonialism vanishes) and the difficulty of going beyond it (European modernity bequeathed the language of breaks and dialectical incorporations). The piece identifies the rhetorical choreography involved when the limits of the critique of Western modernity become apparent.  相似文献

Triggered by the collapse of the US mortgage market, the global financial crisis (GFC) of 2007–08 hit most of the Western world hard and fast, presenting governments and citizens with a set of stark, undeniable and immediate realities. This article examines the attempts of three prime ministers “Gordon Brown in the UK, Brian Cowen in Ireland and Kevin Rudd in Australia to meet the key leadership challenge set up by the GFC: to publicly assess, explain and account for the GFC and the accompanying economic turbulence and uncertainty as financial markets went from boom to bust. By focussing on meaning making we examine how the leaders responded to the public expectation to explain: How bad is the situation? How did it occur? Who or what is to be held responsible? What needs to be done to cope with it? Using both qualitative and quantitative methods we compare the rhetorical impacts of these leaders.  相似文献

This article investigates emerging governance arrangements at the intersection between forest management and climate policy. The authors deploy the symposium's three‐dimensional framework to describe and evaluate developments within two distinct policy sectors (forestry/climate change adaptation and mitigation) at several levels of governance (bi‐national, national, and sub‐national) to explore the nature and operation of the emerging governance arrangements, and assessing and measuring change within these arrangements over time. Drawing on four contemporary case studies from the US and Canada, New Zealand, British Columbia and Alaska, the authors discern little evidence of a generalized, linear trend from ‘government to governance’. Instead, they conclude, across institutional, political and regulatory dimensions of governance, a more variegated and diverse picture emerges. Their analysis also lends support for the Trubek and Trubek (2007) hypothesis that emerging governance arrangements typically interact with extant ones through modalities of rivalry, complementarity and transformation.  相似文献

Abstract: Motivated by the U.S. Congress's motion to recommit with instructions to report forthwith, we analyze a simple spatial model to clarify the relationship between early‐stage agenda‐setting rights of a committee or the majority party, a late‐stage minimum parliamentary right of the minority party or a noncommittee member, and the distribution of power over outcomes. The extent to which certain parliamentary rights empower agents is dependent on the relative locations of the exogenous status quo and the preferences of the legislators. We derive comparative statics on the relationship between proposal order and power by considering a model that allows preference heterogeneity and status quo centrality to vary. Finally, we relate the findings to recurring substantive debates on majority party power and committee power.  相似文献

Corruption manifests itself in many ways and at different levels. Corrupt behavior causes outrage to victims and those who value civil society, it impedes good government and administrative practice. The policy challenge in reducing corruption is to identify the component parts of corrupt behavior and the risk–reward profiles of offenders. This exploratory article begins this process by reporting data from 100 successfully prosecuted cases from New York City. The article analyzes data on varying degrees of corruption in service provision in New York City. The loss to the city is much more a loss of governance capacity than it is a monetary loss.  相似文献

Although numerous theories suggest that voluntary organizations contribute to lower crime rates in neighborhoods, the evidence for this proposition is weak. Consequently, we propose a dynamic perspective for understanding the relationship between voluntary organizations and neighborhood crime that involves longitudinal analyses and the measurement of the age of organizations. By using longitudinal data on a sample of census blocks (N = 87,641) located across 10 cities, we test the relationship between age‐graded measures of different types of voluntary organizations and neighborhood crime rates. We use fixed‐effects negative binomial regression models that focus on change within neighborhoods of the relationship between voluntary organizations and neighborhood crime. Our results show that although each type of voluntary organization is found to exhibit crime‐reducing behavior in neighborhoods, we find that many of them are consistent with what we refer to as the “delayed impact scenario”—there is a pronounced delay between the placement of a voluntary organization and a neighborhood subsequently experiencing a reduction in crime. With protective effects of organizations typically not demonstrated until several years after being in the neighborhood, these patterns suggest a need for long‐term investment strategies when examining organizations.  相似文献
