Are citizens in consensus democracies with developed direct democratic institutions more satisfied with their political system than those in majoritarian democracies? In this article, individual‐level data from the second wave of the Comparative Study of Electoral Systems and an updated version of Lijphart's multivariate measure of consensus and majoritarian democracy covering 24 countries are used to investigate this question. The findings from logistic multilevel models indicate that consensual cabinet types and direct democratic institutions are associated with higher levels of citizens' satisfaction with democracy. Furthermore, consensus democracy in these institutions closes the gap in satisfaction with democracy between losers and winners of elections by both comforting losers and reducing the satisfaction of winners. Simultaneously, consensus democracy in terms of electoral rules, the executive–legislative power balance, interest groups and the party system reduces the satisfaction of election winners, but does not enhance that of losers. 相似文献

Although it is well established that males engage in more crime compared with females, little is known about what accounts for the gender gap. Few studies have been aimed at empirically examining mediators of the gender–crime relationship in a longitudinal context. In this study, we test the hypothesis that a low resting heart rate partly mediates the relationship between gender and crime. In a sample of 894 participants, the resting heart rate at 11 years of age was examined alongside self‐reported and official conviction records for overall criminal offending, violence, serious violence, and drug‐related crime at 23 years of age. A low resting heart rate partially mediated the relationship between gender and all types of adult criminal offending, including violent and nonviolent crime. The mediation effects were significant after controlling for body mass index, race, social adversity, and activity level. Resting heart rate accounted for 5.4 percent to 17.1 percent of the gender difference in crime. This study is the first to produce results documenting that lower heart rates in males partly explain their higher levels of offending. Our findings complement traditional theoretical accounts of the gender gap and have implications for the advancement of integrative criminological theory. 相似文献

This article addresses two interrelated critiques of participatory‐deliberative democratic institutions: that they are beset by problems of scale and that they achieve weak policy impact. This article tests these criticisms through the case of the UK Sustainable Communities Act (SCA), a multi‐level process that is relatively strongly institutionalized. The evidence lends qualified support to these critiques. The article differentiates between contextual factors, related to the attempt to institutionalize participatory‐deliberative processes within existing socioeconomic and political structures, and design factors to do with institutional and process design. The case of the SCA calls for caution about the claim that multi‐level participatory‐deliberative processes can overcome problems of scale and policy impact, but the question remains open. The article ends by suggesting that expectations of direct policy impact might be too high. Rather than determinants of policy, multi‐level participatory‐deliberative processes might function best as agenda‐setters. 相似文献

This article traces the evolution of the international governance of agriculture as a sequential process, in which the negotiation of new trading and enforcement rules interacts with legal disputes over the interpretation of existing rules. The interaction between negotiation and litigation has produced a governance trajectory from vague to precise commitments and a strengthened dispute settlement process. We contest standard histories, which identify the Uruguay Round Agreement on Agriculture as the singular event that established agriculture for the first time under the auspices of the World Trade Organization and which claim this represents the legalization of the agricultural trade regime. The case of agriculture contains important lessons for broader debates on international governance by articulating: (1) dynamic feedback processes, challenging the view that bargaining and enforcement aspects of international agreements are concluded simultaneously, and (2) key mechanisms underlying the greater precision of institutional commitments that tend to emerge over time. 相似文献

Historically, liberal democracy was born as a means to curb the power of kings and tyrants through mechanisms that would ensure accountability and consent of the governed. A system of checks and balances—two legislative chambers, executive and independent courts—were instituted to ensure power did not become too concentrated. Today's highly diverse, mass consumer societies, however, have presented another set of challenges. Power is so diffused governance is becoming ineffective. The short‐term mentality of voters and the lobbying of special interests undermine the ability of democracies to focus on the long‐term and the common interest. Because there are more checks than balances, gridlock has supplanted consensus. In this section, we compare Chinese and Western systems on their ability to deliver good governance. The term ‘capitalism’ is no longer a relevant way in which to describe or to understand a modern economy. Ownership of capital is not the source of economic power that it once was. Business leaders of today do not own the factories and the machines, nor do they need to. Let us consider instead, markets. Not the markets for financial products that we see depicted on rows of flickering screens in Canary Wharf, but real markets. Market economies have proved to be chaotic, and imperfect and yet they are the most successful way we know to allocate goods and services.
