The debate about the financing of devolved government in Scotland, Wales and Northern Ireland has acquired a new vigour since 2007, with commissions and reviews taking place in Scotland, Wales and at Westminster. Although of considerable constitutional as well as political importance, the technical detail has obscured many of the wider issues involved. This paper surveys the options now open to the UK government, as it prepares its response to the Welsh Holtham Commission, a bill implementing the Calman Commission's recommendations for Scotland, and looks at ways of altering corporation tax in Northern Ireland. It examines six options that in principle are open to the UK government, and argues that the range of options open to the UK government are narrower than they often appear, and that pressure for it to act is such that it will no longer be possible to avoid far‐reaching action.  相似文献

During the 2005 General Election the Chancellor of the Exchequer, Gordon Brown, suggested that the invasion of Iraq was in 'the national interest'. Whether he knew it or not, this phrase has often referred to controversial decisions taken by governments, away from scrutiny and subject to criticism when made public, but which they believe are in the best interests of the British state.
The article summarises the consequences of the invasion in terms of the subsequent criticism and official inquiries before addressing the question of what is the national interest. The article then considers what exactly was the threat, and whether or not it was exaggerated, and what evidence is now emerging to indicate that the decision to invade was taken 'in the national interest'. It concludes that there was a decision to support the USA and that the threat was exaggerated to justify this decision.  相似文献

We have conducted economic simulation, historical, and survey research that considers the national government's obligation to the regions that surround the places where it developed and tested nuclear weapons. The research shows that the strongest case for an obligation is at four site regions: Hanford (Washington), Idaho, Oak Ridge (Tennessee), and Savannah River (Georgia, South Carolina). These four are dependent on the Department of Energy (DOE), have relatively low incomes, are expected to grow less economically than their counterparts and the nation as a whole, and suffer from environmental stigma. We reviewed and simulated the impacts of a variety of tools, including severance packages, onsite projects, and offsite economic investments. In essence, investments in severance packages, education, and recreation are more effective per dollar invested than high technology, but all investments are less effective in these dependent regions than in larger metropolitan areas because of the economic leakage out of these dependent regions. The national government needs to begin a process of working with these regions to help them deal with the shock of shrinking their dependency on the DOE.  相似文献

A theoretical challenge to the socio-structural analysis of delinquency was posited by Sykes and Maria over two decades ago. Since then, relatively few studies have addressed the several issues inherent in neutralization theory. The present research explores the association between socialization and neutralization as this relationship pertains to racial differences among institutionalized delinquents. Significant differences for socialization and neutralization scores on the basis of race were noted. Lack of significant differences between races in terms of the hypothesized direction of the socialization/neutralization correlation was interpreted as a function of the nonlinearity of the data.  相似文献
