By virtue of the type of data generally used (victim surveys), previous research on the victimization of the elderly is limited in two respects. Not only is the crime of homicide outside the domain of victimization data, but sample surveys uncover too few incidents of victimization of the elderly to permit in-depth analyses. Using the supplementary homicide reports from 1976–1985, we compared patterns and rates of homicide among the elderly and younger populations. Our results suggest that the elderly are in fact the least at risk for homicide generally, as has been reported for other crimes. When examining specific subtypes of homicide, however, the elderly are actually at greater risk than their younger counterparts for homicide committed during a robbery. 相似文献

This research tests spatial models of electoral competition using survey data on state legislative candidates' policy positions and ideology in eight U.S. states. Our data support several hypotheses: 1) candidates' issue positions do not converge; 2) party elites have more extreme positions than do candidates; 3) candidate issue positioning is a function of party‐elite issue positions and union involvement in the campaign, as well as constituency characteristics; and 4) when candidates rely heavily on elite resources during their campaign, elites become more important in shaping candidate issue positions. 相似文献

Effective public administration relies on the passage of information through interpersonal communication networks. While we have a vast research literature concerning formal structures and roles in organizations, including public agencies and government institutions, we know far less about the flow of information through semiformal, voluntary interactions. In this paper we use a large survey to explore the networking patterns of politicians and bureaucrats and to compare these with the more formal structural attributes of hierarchy and functional specialization. Social network analysis and standard quantitative measures are used to examine which actors are most central in advice and strategic information networks and how this varies across governments. The results suggest that the communication networks of politicians and bureaucrats differ substantially, with politicians being surprisingly peripheral in their patterns of interaction. Differences across governments are also observed with some municipalities being markedly more hierarchical, cross‐organizational, and externally focused in their networking behaviour. 相似文献

Abstract. This article demonstrates that the design and nature of agricultural support schemes has an influence on farmers' perception of their level of dependence on agricultural support. While direct aid payments inform farmers about the extent to which they are subsidised, indirect support mechanisms veil the level of subsidisation, and therefore they are not fully aware of the extent to which they are supported. To test this hypothesis, we applied data from a survey of 4,500 farmers in three countries: the United Kingdom, Germany and Portugal. It is demonstrated that indirect support, such as that provided through artificially high consumer prices, gives an illusion of free and competitive markets among farmers. This 'visibility' hypothesis is evaluated against an alternative hypothesis that assumes farmers have complete, or at least a fairly comprehensive level of, information on agricultural support schemes. This article focuses on the immigration‐related demands currently being placed on local police in the United States and the emergence of what we call a “multilayered jurisdictional patchwork” (MJP) of immigration enforcement. We report results from nationwide surveys of city police chiefs and county sheriffs and intensive fieldwork in three jurisdictions. The enforcement landscape we describe is complicated by the varying and overlapping responsibilities of sheriffs and city police, and by the tendency for sheriffs to maintain closer relationships with federal Immigration and Customs Enforcement (ICE) authorities. We conclude by reflecting on the implications of the MJP—for immigrants, for their communities, and for the evolving relationship between levels of government in the federal system. 相似文献
