[Editor's note] The following is the text Sir Eric St. Johnston delivered before the members of the Wichita Crime Commission at their 24th Annual dinner meeting on October 19, 1977. Sir Eric St. Johnston is formerly of the Chief of Scotland Yard and Chief Inspector of Constabulary for England and Wales. Among others, he is a Knight of the Order of the Thistle, holder of the Commander Order of the British Empire, the Queen's Police Medal and the French Legion of Honour and Croix de Guerre. In his text, Sir Eric mentions various similarities and and dissimilarities regarding the police practices of two countries. He is of the opinion that there are a great deal of advantages in a centralized police system as contrasted to the American counterpart. This statement is similar to the Editor's assertion made some ten years ago. [Re: “Police Reorganization As A Deterrent to Crime,” Police, Vol. 12, No. 14, March-April, 1978, pp. 73–79. See also Crime and Delinquency Abstracts, Vol. 16, National Clearinghouse for Mental Health Information of the U.S. Department of HEW, Public Service, 1969, p. 589] Readers will find Sir Eric's text not only timely, stimulating and provocative, but also insightful through his comparison of his long career in English police with that of the United States' police. Certainly his remarks provide police planners and policy makers with what should be most pressing needs for combating the ever-increasing crime in England, the United States, and the world as a whole. Public bureaucracies are increasingly characterized by employee diversity in terms of ethnicity. Investigating relations between ethnic groups in bureaucracies is therefore important. This article focuses on the particularly interesting case of the Greenlandic administration. Being a former Danish colony, Greenland still recruits bureaucrats from mainland Denmark. These work alongside locally hired employees resulting in an administration with different ethnicities, cultures and languages. The analysis of ethnic relations is based on 28 interviews with bureaucrats of Danish and Greenlandic origin. Even though overall relations are found to be largely harmonious, ethnicity makes a difference. Interviewees describe differences in ethnic traits and behaviour and processes of social categorization. Particularly among Greenlanders, Danes are described as dominant and this dominance is reinforced by co‐variation between ethnicity, language skills and education. Finally, inter‐group relations are found to vary with the numerical balance of ethnic groups in different parts of the bureaucracy.  相似文献

This article discusses Rod Rhodes' contribution to governance theory. Rod Rhodes' work on governance has been much quoted. He has contributed to setting a new governance agenda and to an ongoing governance debate. This debate has also had an impact on political practice. However, as this paper argues, Rhodes' definition of governance is problematic in that it is narrowly identified with networks, and it is not consistently applied. Rhodes' concept of governance remains too narrow for it to be able to include a comparative analysis of a variation of governance forms. In addition, the governance concept needs to be equipped with tools from political economy in order be able to incorporate important aspects of interests, power and conflict. The way forward for governance theory would seem to involve the inclusion of political economy analysis of context as it affects beliefs and dilemmas.  相似文献

In recent years welfare services in Western Europe have been criticized for poor coordination. In response, ‘seamlessness’ has emerged as a vision for public administration with ‘one‐stop shops' viewed as means to reach this. This article conceptualizes the one‐stop shop and presents a three country case study to examine its drivers and its adaptation. In all countries the reforms meant mergers driven by hopes for a single entrance to services as well as proximity to citizens. However, the analysis of task portfolios, participant structure, instruments and autonomy reveal important variations in the adaptations. The specific configurations of one‐stop shops that emerged were partially a product of compromises and negotiations influenced by the political and performance priorities of central government. The classical trade‐off between specialization and coordination persists, but by offering users ICT‐based services one can to some extent maintain specialization behind the frontline and still provide services that are coordinated from a user perspective.  相似文献

This article argues that political belonging should be understood in the context of diverse spatial imaginaries which encompass but are not confined to the state. Engin Isin's approach to citizenship provides a theoretical grounding for this claim. By way of demonstration, the article focuses on the spatially reconfigured practices of the neoliberal state in relation to irregular migration. It shows how the policing of irregular migration sustains a logic of political belonging based on connections between state, citizen and territory. This logic is simultaneously compromised by transnational state practices including the exploitation of irregular migrant labour. Irregular migrants are contesting their positioning within these multidimensional statist frameworks that posit them as outsiders even while they are integrated into local sites of a global political economy. The struggle of the Sans-Papiers, a collective of irregular migrants in France, provides an example in this context. Their claims to entitlement also mobilize multiple dimensions of political belonging and provide insight into transitions in political community, identity and practice.  相似文献
