Models of Clientelism and Policy Change: The Case of Conditional Cash Transfer Programmes in Mexico and Brazil

Clientelist systems vary, and this variation influences the adoption and evolution of conditional cash transfer (CCT) programmes. We find that vertically integrated, corporatist clientelism in Mexico and more locally oriented, bossist clientelism in Brazil differentially shape the choices of governments to turn piecemeal, discretionary CCTs into more expansive and secure benefits.     

Austerity's Wasted Years

Austerity has become the norm of economic management in the EU, Britain and the USA. In each it is offered as the answer to different problems but everywhere the result is cuts in public spending, higher unemployment and low growth, none of which helps recovery from recession. Labour's response should not be to endorse or continue austerity but to initiate a Keynesian expansionary stimulus based on borrowing and spending on a huge programme of building public housing for rent. This should be accompanied by a competitive exchange rate, an industrial policy to boost the manufacturing sector and a National Investment Bank, the aim being to expand the production base so that it can pay the nation's way in the World and support the structure and the improvements Labour needs. This makes the choice at the next election the issue of what kind of Britain the electorate wants to see: a low wage, mean economy or a determined attempt to rebuild a stronger nation with a more powerful economy.     

ACCESS TO JUSTICE AND THE LIMITS OF LAW

This article examines the relationship between persistent demands for "access to justice" and the relatively low yield of court-oriented social reform strategies. Access to justice has a symbolic attraction which is impossible to deny. Access may not insure justice or social reform, but it is an important political resource from which strategic bargaining advantages may flow. But the importance of the right to participate may be inversely related to its utilization. Beyond a certain level, expanded access may be costly. Its deterrent qualities may be diminished, and the legal system, when overloaded, may be unable to insure delivery of justice.

Conceptual Confusion Among Rural Filipinos in Adapting to Modern Procedures of Amicable Settlement

Based upon field trips to the Central Luzon region of the Philippines in 1980 and 1985, an assessment is made of the changing Filipino system of dispute settlement. Various points of conceptual confusion are explored regarding the system of community justice established by Marcos during the martial law period. The system is briefly described and evidence provided which suggest that rural villagers tend to resist change in the traditionally and locally governed system of amicable settlement.
