Abstract

This article discusses what it means to “contribute” to waste disposal as that term is used in section 7002 of the Resource Conservation and Recovery Act. More specifically, the article examines whether the US Forest Service can violate section 7002 by not regulating hunting. Among the issues addressed are whether one can contribute to waste disposal passively, whether one can contribute to waste disposal without taking any action that addresses waste disposal and the extent to which the statutory term “contribute” is analogous to the common law concept of causation.     

Public Diplomacy and the International Paralympic Committee: Reconciling the Roles of Disability Advocate and Sports Regulator

Abstract

Whilst the link between international diplomacy and the Olympic movement has been the subject of extensive academic and journalistic enquiry, the experience of diplomatic discourse relating to the relatively youthful Paralympic movement has received little attention. It occurs not just in the context of state diplomacy, where for example the Paralympic Games may provide a conduit for the pursuit of specific policy objectives, but also in relation to the engagement of the International Paralympic Committee [IPC] as an evolving non-state actor in the diplomatic process. The idea of the IPC as an advocacy body engaged through public diplomacy in promoting disability rights needs exploration as an element of the contemporary politics of disability. This analysis considers the relationship between the activities of the IPC and wider lobbying by disabled people’s organisations as a means of leveraging change in domestic and international policy toward disability. In relation to the global development agenda, it also assesses IPC responses to the gulf in resourcing for para-sport as well as related health and education provision between high- and low-resource regions. It considers the response of the organisation from the perspective of public diplomacy and locates that response within the wider diplomacy of development.     

12-Month Prevalence,Trends, Gender Differences,and the Impact of Mental Health Services on Intimate Partner Violence Perpetration Among Discharged Psychiatric Inpatients

Minimal research has examined partner violence committed by individuals with severe mental illness. This study examined rates of IPV in the first year post-discharge from psychiatric hospitalization, trends over time, gender differences, and the impact of follow-up mental health services. One in five (20.3 %) patients committed at least one act of IPV in the first year. Whereas women were more than twice as likely to perpetrate IPV, men were nearly twice as likely to be violent toward non-family members. Risk of IPV was highest immediately post-discharge and decreased over time, with the sharpest decline after 20 weeks in the community. Mental health treatment was associated with a 40 % decrease and medication non-adherence a 50 % increase in risk for IPV. Partner violence is a prevalent concern among discharged psychiatric patients, and these findings suggest that coordinated risk management efforts should focus on the time immediately following hospital discharge.
