Soviet Union and the Third World: The Economic Dimension

This paper surveys some of the outstanding issues and changes in the economic dimension of Soviet involvement in the non-communist Third World over the last 30 years. It attempts to identify and integrate salient features of current knowledge about Soviet economic policy toward the less developed countries. After a survey of the evolution of Soviet arms transfers and economic aid and trade relations, the paper concludes with some reflections on the effectiveness of Soviet policy and prospects for future change. The psychodynamics of terrorism

This article deals with some of the psychodynamics of terrorism. The act of terrorism, the use of force to produce a fearful state of mind, is discussed with the distinctions drawn between target and victim, demands and aims. Those involved in the terrorist act include the terrorist, the victim, the target, and the audience. Topics dealt with include terrorism as the pursuit of the absolute end, as a response to lack of self‐esteem, as a promotion of a renewed sense of masculinity, as a reaction‐formation to positive feelings toward the target, and as a kind of symbol‐magic or sacrament of violence. Recommendations for dealing with acts of terrorism are included. This article will appear in a forthcoming book.

This article is adapted from a longer essay prepared at the invitation of Politica Externa in Rio de Janeiro and draws on the Astor Lecture Dr. Lowenthal delivered at St. Anthony's College, Oxford.     

Moral development and discipline encounter in delinquent and nondelinquent adolescents

The present study tested whether Hoffman's conceptualization of the relationship between disciplinary techniques and moral development can account for findings that delinquents score lower than nondelinquents on various measures of moral development. Twenty-six delinquent adolescents, 20 middle class nondelinquents, and 20 lower class non-delinquents were assessed on moral development using the following measures: resistance to temptation, moral stage, feelings after offense, judgment about the severity of punishment, and confession. The use of induction by parents was examined with a Q-sort administered to adolescents and their parents. On most measures of moral development delinquents performed lower than nondelinquents. Less induction was found to be used with delinquents than with nondelinquents. Induction was positively related to most moral measures. It was concluded that disciplinary methods may account for differential moral development of delinquent versus nondelinquent adolescents.This research was supported by grant No. 10/B-6 from the Ford Foundation—Israel Foundation Trustees and the School of Social Work Research Committee, University of Haifa.Received Ph.D. from the University of Minnesota in 1977. The 1999 Knesset and prime ministerial elections in Israel

This election note delineates the outcome of the 1999 elections in Israel, in which the Prime Minister was directly elected — for only the second time — concurrently with the parliamentary election. It then analyzes the election results produced by Israel's unique electoral system, and assesses their immediate ramifications.     

Environmental sanitation and pollution control measures in the Odaw-Korle River catchment,Ghana

This article reports on a study that sought to understand the major factors to consider in changing poor environmental sanitation practices in urban communities in Accra, Ghana. The study focused on three main issues: the drivers of sanitation and pollution control measures in the communities; community members’ perceptions on the influence of poor planning on environmental sanitation and pollution; and how existing local governance arrangements influence environmental sanitation and pollution control. It found that efforts are made at the city, community, and individual levels to control poor environmental practices. In order to control environmental pollution, policy initiatives on sanctions should be coupled with the provision of efficient sanitation facilities and services.
