Drawing on Iraqi print media published during the late 1980s and 1990s, this study contributes to the historiography of Ba?thist Iraq by offering a fresh reading into open sources that have long been used by scholars. It focuses on issues like democratization, freedom and the rule of law and how they were articulated in Iraqi print media. This discourse functioned as a strategic tool of communication to reproduce and stabilize the existing order. By moving beyond mechanisms of bureaucratic control, repression or cooptation, the study highlights a neglected element of the former regime's techniques of governance. The evidence presented in this study suggests that the Iraqi Ba'thist regime aimed to demobilize a target audience it suspected of harbouring oppositional feelings and pro-democracy ideas that went beyond what Saddam Hussein was willing to consider. It did so by installing, simulating or tolerating spaces of contestation that helped to ease the ‘cognitive dissonance’ Iraqis sensed between an official discourse of a people united in love for its leader, and the daily experience of brutal repression and deteriorating living conditions.  相似文献

This article contributes to a growing discussion in peace mediation and peacebuilding circles about the issue of dialogue and negotiation with organized crime groups. The article seeks to demystify this issue by exploring the range of practice from confrontation to accommodation and transformation. The article argues that there is nothing unusual about engaging in dialogue and negotiation with organized crime groups and that those strategies have been used for decades in crime and violence reduction efforts in urban and civil war settings. In their quest to resolve conflict in violent and fragile contexts, mediators and negotiators can adapt existing peacebuilding practice to help structure dialogue processes with organized crime groups.  相似文献

This article assesses the determinants of the subjective voting norm with the European Social Survey 2002/3 for 21 European democracies. The empirical procedure tests various combinations of four theoretical perspectives: (1) social integration, i.e., the extent and quality to which an individual is integrated into given social contexts, (2) social trust, i.e., the general willingness to cooperate with other individuals, (3) the support of the social system to which the norm belongs, and (4) the perception of the degree of compliance and the quality of a social norm in an individual’s context. The best explanation is offered by the model which combines social integration, the support of the social system and the perception of the degree of compliance and quality of the norm. We also examine additional causal paths of indicators of social integration through system support on the individual voting norm. The paper contributes to an improvement on existing literature through its more complex causal modelling and the placing of individual attitudes in context.  相似文献

How does national crisis management affect the electoral fortunes of coalition governments? Drawing on micro-level data from just before the 2009 federal elections in Germany, this article investigates how voters' evaluation of specific policies against the global financial crisis affected approval of and voting intentions for the then-governing grand coalition. We find that voters in favour of the two most prominent anti-crisis policies, the car-scrap bonus and the public guarantee for banks, were more likely to approve of and to vote for the two incumbent parties. These evaluations of specific policies influenced individuals' vote choice in addition to their assessments of the economic situation more generally and in addition to party identification. This suggests that even in the greatest economic turmoil with blurred political responsibilities, government parties can win or lose voters through the implementation of specific economic policies.  相似文献

This article investigates electoral irregularities in the 1990 to 2005 Bundestag elections of unified Germany. Drawing on the Second Digit Benford Law (2BL) by Mebane (2006), the analysis consists of comparing the observed frequencies of numerals of candidate votes and party votes at the precinct level against the expected frequencies according to Benford’s Law. Four central findings stand out. First, there is no evidence for systematic fraud or mismanagement with regard to candidate votes from districts where fraud would be most instrumental. Second, at the state level (Bundesland), there are 51 violations in 190 tests of the party list votes. Third, East German states are not more prone to violations than Western ones. This finding refutes the notion that the East’s more recent transition to democracy poses problems in electoral management. Fourth, a strong variation in patterns of violation across Bundesländer exists: states with dominant party control are more likely to display irregularities. The article concludes by hypothesizing and exploring the notion that partisan composition of nominees involved in the counting may produce a higher likelihood of violation and be a cause of Länder variation. This may especially be the case when a party dominates in a Bundesland or opponents to the former socialist regime party are involved in the counting.  相似文献
