Puppet Dictator in the Banana Republic? Re-examining Honduran–American Relations in the Era of Tiburcio Carías Andino, 1933–1938

Most scholarship depicts the Honduran president, Tiburcio Carías Andino, as little more than an obedient puppet of the United States and the United Fruit Company, the classic client dictator running the archetypal “banana republic.” Using both Honduran and American sources, this article challenges the validity of Carías’ supposedly unquestioned compliance with American demands, arguing that Carías was an independent actor capable of using, manipulating, and defying the United States in pursuit of his own disparate goals.

Why Are There So Many Lawyers in Congress?

Scholars have long sought to explain the overrepresentation of lawyers in Congress. This article draws on a wealth of data to explore the causes and consequences of this representational imbalance. While lawyers enter politics at higher rates, self-selection at best provides a partial explanation. Conditional on running, lawyers win at twice the rate of candidates from other backgrounds. Contrary to prevailing theories in the literature, voters do not reward candidates with backgrounds in law. Rather, lawyers win because of a sizable competitive advantage in early fundraising, owing in large part to their professional networks. This study has important implications for who runs for office, who wins, and the demographic composition of Congress. It also identifies an underexplored mechanism by which the US system of campaign finance sustains deep representational imbalances.     

College Socialization and the Economic Views of Affluent Americans

Affluent Americans support more conservative economic policies than the nonaffluent, and government responds disproportionately to these views. Yet little is known about the emergence of these consequential views. We develop, test, and find support for a theory of class cultural norms: These preferences are partly traceable to socialization that occurs on predominantly affluent college campuses, especially those with norms of financial gain, and especially among socially embedded students. The economic views of the student's cohort also matter, in part independently of affluence. We use a large panel data set with a high response rate and more rigorous causal inference strategies than previous socialization studies. The affluent campus effect holds with matching, among students with limited school choice, and in a natural experiment; and it passes placebo tests. College socialization partly explains why affluent Americans support economically conservative policies.

'Tell All the Truth, but Tell it Slant': A Poetics of Truth and Reconciliation

There is a voice that tries to speak the truth. This essay will suggest that the discourse on the South African Truth and Reconciliation Commission [TRC] has perhaps ignored this most invisible of things, and has looked for the truth of the Commission everywhere except where it might be found, if indeed it can be found at all. To the extent that it is possible to oppose the truth of the voice to another truth, it may be useful to make use of a notion of poetics; even a sublime poetics.     

Advancing police use of force research and practice: urgent issues and prospects

Leading police scholars and practitioners were asked to reflect on the most urgent issues that need to be addressed on the topic of use of force. Four themes emerged from their contributions: use of force and de-escalation training needs to improve and be evaluated; new ways of conceptualizing use of force encounters and better use of force response models need to be developed; the inequitable application of force, and how to remediate biases, needs to be more fully understood; and misconceptions about police use of force need to be identified and corrected. The highlighted topics serve as an agenda for future research. Such research should provide greater insight into when, where, and why force is used by police officers, and how it can be applied appropriately. If implemented, the practical recommendations included in the contributions should have a positive impact on police performance, public trust and confidence in the police, and citizen and officer safety.
