EU assistance for Kosovo is the most ambitious external relations venture embarked upon by the Commission to date. Not surprisingly, much of the aid is framed in terms of ‘civil society’ and channelled through a handful of local non-governmental organizations (NGOs). But attempts by foreign donors to promote civil society exogenously across post-socialist Eurasia are deemed to have achieved little in terms of stimulating individual participation and civic engagement. In response the EU appears to have refined its approach by combining the usual support for larger NGOs with more basic assistance for grassroots networks and community-based initiatives. Whilst such a twin-track strategy is arguably appropriate in the context of Kosovo where civil society participation is particularly low, in terms of maximizing the critical development of transactional capacity the approach may fail to target resources most effectively. It is argued here that there is a danger that normative concerns about liberal pluralism, enriching civil society and ensuring that assistance is widely dispersed may ultimately detract from the imperative of deploying limited resources first and foremost to secure a core of sustainable NGOs with developed capacity to engage government, the international community and other non-state actors in the process of policy reform. Indeed, drawing on the experience of civil society assistance in new member states of Central and Eastern Europe, it would seem that although NGOs are often criticized for their detachment from community organizations and campaigns, they perform a critical ‘behind the scenes’ role in policy change and state transformation. They can, if donor funding is appropriately targeted, facilitate the emergence of civil society networks through which small community organizations are then linked with larger, established and capacity-endowed organizations. 相似文献

The Upper Tribunal (Administrative Appeals Chamber) held in Evans v Information Commissioner that certain correspondence between Prince Charles and government officials must be disclosed under freedom of information legislation. Much of the judgment was devoted to a discussion of the constitutional conventions applicable to Prince Charles, and the case provides a useful example of how conventions and laws can interact. In recent years, drugs including flunitrazepam, gamma-hydroxybutyrate, ketamine, and ethanol, have become popularly associated with drug-facilitated sexual assault. Other drugs are also candidates as factors in "drug facilitated sexual assault" (DFSA). The true extent of DFSA is not known, and is difficult to estimate. We recruited sexual assault complainants at four clinics in different parts of the U.S. to anonymously provide urine and hair specimens, and to answer questions about suspected drugging, drug use, and the sexual assault incident. Urine and hair specimens were tested for 45 drugs, including ethanol, and those pharmacologically capable of inducing sedation, amnesia, or impairment of judgment. Analytical test results were used to estimate the proportion of subjects, and the proportion of all complainants to the clinic in the same time period, who were victims of DFSA. Overall, cases of 43% of 144 subjects, and 7% of 859 complainants, were characterized as DFSA. Subjects underreported their use of drugs. The role of toxicological results and history in characterizing DFSA cases is discussed. 相似文献

The aim of the article is to present the results of road tests of original and retreaded tyres, analysed in the aspect of vehicle active safety. The tests covered emergency braking, steady-state circular tests and severe lane-change manoeuvre. The tests were performed in summer and winter conditions. Original Michelin tyres and Michelin tyres retreaded with summer and winter rubber compounds were used. The results of the tests proved that vehicle active safety is affected by retreaded tyres. The differences between braking deceleration of a car with original tyres and braking deceleration of a car with retreaded tyres confirmed the necessity of performing braking tests on the place of accident with the set of tyres with which the vehicle participating in the accident was equipped. 相似文献

In light of the differences between traditional forms of victimization and cybercrime victimization, this study examined whether the expansion of self-control theory to the field of victimization could help explain cybercrime victimization as well. This study found that self-control had a weak relationship with multiple forms of cybercrime victimization, but it did not have a direct effect on victimization after controlling for offending measures. Considering that this was incongruent with previous victimization research, these findings raise theoretical and empirical questions for the entire field of victimization regarding the importance of self-control when controlling for relevant peer offending. 相似文献

Who Benefits from the Party Organization? Evidence from Republican House Members' Attendance at Caucus Meetings 下载免费PDF全文
As the role of US congressional parties in the legislative process has increased, so has the importance of understanding the institutions within these organizations. In this article, we examine the weekly caucus meetings held by Republican House leaders with their rank‐and‐file. We consider how members’ characteristics relate to their decision to attend based on the collective and private benefits that caucus participation affords. Using interviews of members and staffers as well as members’ attendance records at these meetings from 2007 to 2013, we find, among other things, that members who vote less with their party or who have more seniority are less likely to attend while those in leadership positions or who are electorally vulnerable are more likely to do so. Together, these findings provide additional insights on the relationship between party leaders and their members and which members benefit from this central party‐building activity. 相似文献
