The present study examines the impactof televised U.S. Senate sessions (byC-SPAN2) on turnover rates in the U.S.Senate over the period 1946–1998. Using atheoretical model wherein politicalservices are viewed as search/experiencegoods, it is argued that there are manyparliamentary procedures available to U.S.Senators (e.g., filibustering, SpecialOrder Speeches, etc.) that serve them aslow-cost forms of persuasive advertising. These outlets provide opportunities forpolitical ``grandstanding'' on popular issueswhich challengers would have to spend largesums of money to combat and/or replicate. Trust in government is foundering. Ethics codes have limited utility in bolstering public trust, and a clear correlation between such codes and changed behavior must still be established. They are a means for external oversight, but they do nothing in terms of providing an internal moral compass. To rebuild trust in government, employees must also act with integrity. Actions that are both ethical and carried out with integrity are necessary—neither is sufficient. Acknowledging this, the Dutch Tax Administration undertook a two-pronged approach focused on the management of integrity as a means to codify the operational ethics of the organization, as well as to foster shared values and behaviors. This approach is noteworthy because it guides behaviors while retaining street-level discretion. It also is the first step toward creating a bureaucracy of mutual relationships that creates an ongoing moral consciousness serving both democracy and efficiency not only through control, but also through self-reflection, interaction, and association.  相似文献

This study uses the voter-shopping construct to analyze signaling of moderateness in the U.S. Senate. We compare legislator-provided signals (advertising)—such as membership in the U.S. Senate’s Centrist Coalition—with actual voting histories in order to characterize these types of advertising cues as sincere or insincere. Following recent research indicating that moderate legislators receive greater financial support, we test whether or not Political Action Committees (PACs) are willing to support financially those who send false signals of moderateness. Our results show that the mean level of real PAC contributions garnered by non-moderate Democrats who send false signals exceeds that of the non-moderate Democrats who do not do so by $182,078. This figure is about 74% of mean level of real PAC contributions for those non-moderate Democrats who do not send false signals.  相似文献

The use of brain imaging technology as a common tool of research has spawned concern and debate over how investigators should respond to incidental findings discovered in the course of research. In this article, we argue that investigators have an obligation to respond to incidental findings in view of their entering into a professional relationship with research participants in which they are granted privileged access to private information with potential relevance to participants' health. We discuss the scope and limits of this professional obligation to respond to incidental findings, bearing in mind that the relationship between investigators and research participants differs fundamentally from the doctor-patient relationship.  相似文献

South Africa currently has a high homicide rate. This results in a large number of unidentified bodies being recovered each year, many of which are referred to the forensic examiner. This situation has resulted in considerable growth of forensic anthropological research devoted to devising standards for specific application in South African medico-legal investigations. The standards suitable for Black South Africans now encompass a wide variety of skeletal elements (e.g. cranium, humerus, pelvis, femur, patella, talus, calcaneus), each with differing degrees of accuracy. Apart from a preliminary investigation of the Zulu local population, however, we note that there appears to be no established metric mandible discriminant function standards for sex determination in this population. The purpose of the present study is to undertake a comprehensive analysis of sexual dimorphism in the mandible of Black South Africans, incorporating individuals from a selection of the larger local population groupings; the primary aim is to produce a series of metrical standards for the determination of sex. The sample analyzed comprises 225 non-pathological mandibles of Black South African individuals drawn from the R.A. Dart Collection. Nine linear measurements, obtained from mathematically transformed three-dimensional landmark data, are analyzed using basic univariate statistics and discriminant function analyses. All of the measurements examined are found to be sexually dimorphic; the dimensions of the ramus and corpus lengths are most dimorphic. The sex classification accuracy of the discriminant functions ranged from 70.7 to 77.3% for the univariate method, 81.8% for the stepwise method, and 63.6 to 84% for the direct method. We conclude that the mandible is a very useful element for sex determination in this population.  相似文献

Partnerships can achieve results, but they do not develop smoothly. Members must explore their differences before they can perform well together. Some agencies look inwards at their own priorities and expect their partners to follow them. This leads to a blend of co-operation and competition. Other organisations turn outwards and look for partners who can contribute to shared results. They see themselves as others see them. They do not look back to make sure that others are following.
