Academic and Surrogate Entrepreneurs in University Spin-out Companies

Universities have two options when they formulate policies to develop new technology-based start-ups. One approach is to encourage faculty members to engage in this activity. Another avenue is to encourage surrogate (external) entrepreneurs to assume a leadership role. Based on a survey of technology transfer/business development officers at 57 U.K. universities, we examine perceptions regarding the advantages and disadvantages of each approach. We also analyze whether there are significant differences in these attitudes between universities that have launched many start-ups and those that have been less active in this arena. Our results imply that the most significant barriers to the adoption of entrepreneurial-friendly policies are cultural and informational. We also find that universities that generate the most start-ups have more favorable attitudes towards surrogate entrepreneurs. It appears that a combination of academic and surrogate entrepreneurship might be the best approach for universities that wish to develop successful technology-transfer based start-up companies.     

Discriminant function sexing of the mandible of indigenous South Africans

South Africa currently has a high homicide rate. This results in a large number of unidentified bodies being recovered each year, many of which are referred to the forensic examiner. This situation has resulted in considerable growth of forensic anthropological research devoted to devising standards for specific application in South African medico-legal investigations. The standards suitable for Black South Africans now encompass a wide variety of skeletal elements (e.g. cranium, humerus, pelvis, femur, patella, talus, calcaneus), each with differing degrees of accuracy. Apart from a preliminary investigation of the Zulu local population, however, we note that there appears to be no established metric mandible discriminant function standards for sex determination in this population. The purpose of the present study is to undertake a comprehensive analysis of sexual dimorphism in the mandible of Black South Africans, incorporating individuals from a selection of the larger local population groupings; the primary aim is to produce a series of metrical standards for the determination of sex. The sample analyzed comprises 225 non-pathological mandibles of Black South African individuals drawn from the R.A. Dart Collection. Nine linear measurements, obtained from mathematically transformed three-dimensional landmark data, are analyzed using basic univariate statistics and discriminant function analyses. All of the measurements examined are found to be sexually dimorphic; the dimensions of the ramus and corpus lengths are most dimorphic. The sex classification accuracy of the discriminant functions ranged from 70.7 to 77.3% for the univariate method, 81.8% for the stepwise method, and 63.6 to 84% for the direct method. We conclude that the mandible is a very useful element for sex determination in this population.     

False advertising and experience goods: the case of political services in the U.S. senate

This study uses the voter-shopping construct to analyze signaling of moderateness in the U.S. Senate. We compare legislator-provided signals (advertising)—such as membership in the U.S. Senate’s Centrist Coalition—with actual voting histories in order to characterize these types of advertising cues as sincere or insincere. Following recent research indicating that moderate legislators receive greater financial support, we test whether or not Political Action Committees (PACs) are willing to support financially those who send false signals of moderateness. Our results show that the mean level of real PAC contributions garnered by non-moderate Democrats who send false signals exceeds that of the non-moderate Democrats who do not do so by $182,078. This figure is about 74% of mean level of real PAC contributions for those non-moderate Democrats who do not send false signals.     

Formal human capital attainment of career legislators in the U.S. Congress: Modeling legislatures as unions

The present paper employs a human capital modelthat examines, among other things, the educationalattainment of career politicians/legislators. Statistical evidence is presented which suggests thatthe formal educational levels differ systematicallybetween career and non-career politicians/legislatorsat the federal level (i.e., in the U.S. Congress) –a result consistent with the implications of thelegislative pay union model developed by McCormick andTollison (1978). Any adverse selection consequencesare potentially significant regarding the quality offederal legislation and the social cost of governmentactivities.
