Can a right of self-ownership be robust?

According to a renowned left-libertarian, Michael Otsuka, a libertarian right of self-ownership can be so robust that one need not sacrifice the use of one's mind and body to help others. In this article, I demonstrate that Otsuka's way of reconciling this robust conception of self-ownership with equality is not appealing and, at best, would provide limited guidance in the face of real-life uncertainty.     

Japan's central administration at the crossroads: increasing public demand for deregulation,decentralization and de-bureaucratization

The Liberal Democratic Party (LDP)singlehandedly governed Japan for over thirty eight years until June 1993. Under the semipermanent conservative governance, central agencies have assumed a major role in making Japanese big businesses expand and become one of the leading players in the international economy. Nonetheless, many Japanese doubt the role and function of Japan's central administration. They believe that the central government has been excessively involved in economic affairs. For them, governmental meddling in private business is detrimental to the health of Japanese society. Reflecting these public outcries, the government finally enacted an important law, The Law for the Promotion of Decentralization, on May 15, 1995. While much still remains to be clear, this may become a significant threshold for Japan's administrative reform. It may perhaps help introduce a new paradigm to Japan's producer oriented social environment.     

Quantitative analysis of tropane alkaloids in biological materials by gas chromatography-mass spectrometry

A simple and rapid method for quantitation of tropane alkaloids in biological materials has been developed using an Extrelut column with gas chromatography-mass spectrometry (GC-MS). Biological materials (serum and urine) were mixed with a borate buffer and then applied to an Extrelut column. The adsorbed tropane alkaloids were eluted with dichloromethane before a GC-MS analysis. Atropine-d(3) was used as an internal standard. The extracted tropane alkaloids were converted to trimethylsilyl derivatives prior to GC analysis, to improve the instability of tropane alkaloids from heating and the property of them for a GC column. The recoveries of the compounds, which had been spiked to biological materials, were more than 80%. The GC separation of the derivatives from endogenous impurities was generally satisfactory with the use of a semi-polar capillary column. Tropane alkaloids showed excellent linearity in the range of 10-5000 ng/ml and the limit of detection was 5.0 ng/ml for biological materials. The present method is simple and more rapid than those previously reported, and was applied to a poisoning case. It is useful for the routine analysis of tropane alkaloids in cases of suspected tropane alkaloids poisoning.     

An autopsy case of combined drug intoxication involving verapamil,metoprolol and digoxin

We present here a fatal poisoning case involving verapamil, metoprolol and digoxin. A 39-year-old male was found dead in his room, and a lot of empty packets of prescribed drugs were found near the corpse. The blood concentrations of verapamil, metoprolol and digoxin were 9.2 microg/ml, 3.6 microg/ml and 3.2 ng/ml, respectively. The cause of death was given as cardiac failure, hypotension and bradycardia due to a mixed drug overdose of verapamil, metoprolol and digoxin, based on the results of the autopsy and toxicological examination. We speculate that the toxicity of verapamil is potentiated by drug interaction with metoprolol and digoxin.     

Regulatory reform and globalization

Economic regulation that aims to restrict competition should in principle be eliminated, says Akira Kawamoto, principal administrator in charge of the Regulatory Reform Project in the Trade Directorate of the OECD. Competition is the key to reform: there is increasing evidence that regulatory reform that opens domestic markets to vigorous international competition results in improved economic efficiency and greater productivity. However, implementing reform is not easy, and lasting political will, skillful management, and precise technical knowledge are required if the difficulties are to be overcome, Kawamoto says. This paper was given at the IIPS conference on “Challenges of globalization” that was held in December 1997.     

Idiopathic precocious puberty in girls: Psychosexual development

A promising model syndrome for the examination of the role of physical maturation in the development of female sexuality is idiopathic precocious puberty (IPP). In this first controlled study of psychosexual development in IPP females, 16 females between 13 and 20 years of age with a history of IPP were compared to 16 control subjects with a history of normal puberty pair-matched to the index subjects on the basis of sex, race, age, socioeconomic level, and menarcheal status. The psychosexual history and the current psychosexual status were assessed by a systematic half-structured interview. The IPP females on average passed the psychosexual milestones at an earlier age than their normal maturing peers, with a particularly early onset of masturbation. Those who were sociosexually active tended to report a higher total orgasmic outlet and a higher sex drive. There was no increase in homosexuality among IPP girls. The timing of puberty has a (modest) influence on psychosexual development in females.This work was supported by NIMH Center Grants MH 30906-01A and MH 30906-03 and by a grant from the Spencer Foundation.     

Sudden Death Caused by Anomalous Origin of the Coronary Artery During Exercise

Anomalous origin of the coronary artery (AOCA) is a rare, but important cause of sudden cardiac death among young athletes. Nine autopsy cases (8 male, 1 female; mean age, 17.9 years; age range, 11–31 years) of sudden death during or just after exercise caused by AOCA were reviewed. The exercises performed at the time of death were running (4 cases), soccer (2 cases), and baseball, swimming and kendo (Japanese swordsmanship) (1 case each). In 6 cases, the left coronary artery arose from the right sinus of Valsalva, and in 3, the right coronary artery from the left sinus. The coronary arteries passed between the pulmonary artery and the aorta with an acute angle takeoff from the orifice. Three cases had cardiovascular manifestations prior to death. In cases with cardiovascular manifestations, novel imaging methods should be considered to prevent sudden death.     

Japanese Labour Unions and Nuclear Energy: A Historical Analysis of Their Ideologies and Worldviews

This article analyses how diverse stances toward nuclear energy were produced and reproduced among Japanese labour unions from the mid-1960s to the mid-1980s, and how these stances of the formative period influenced the subsequent development of inter-union politics before and after the Fukushima nuclear plant disaster in 2011, based on content analysis of union bulletins and other materials of pro- and anti-nuclear energy unions. This article asks three research questions: (i) what factors contributed to pro- or anti-nuclear energy stances of labour unions?; (ii) what elements constituted or framed unions’ arguments on the issue of nuclear energy?; and (iii) what impact did these stances and arguments formed in the early period have on the subsequent development of inter-union politics over nuclear energy, especially in the aftermath of the Fukushima nuclear disaster? The paper shows union ideologies and institutional integration were the factors influencing unions’ stances on nuclear energy. It also analyses the worldviews of pro- and anti-nuclear energy unions based on the three policy styles of technological enthusiasts, moralists and cost-benefiters. The Fukushima disaster reinforced the previously formed division of union ideologies, but considerably weakened the discourse of technological enthusiasm stressed by pro-nuclear energy unions.     

Methamphetamine body packer: acute poisoning death due to massive leaking of methamphetamine

We encountered three methamphetamine (MA) body packers presenting simultaneously, one of whom died. Three Nigerian men (39, 35, and 37 years old) who attempted to smuggle were found to contain 35 (498 g), 21 (292 g), and 5 packages (73 g) of methamphetamine hydrochloride (MA-HCl) in their stomachs, respectively. Packages were wrapped with plastic film and Scotch tape. The 39-year-old man died with acute poisoning from c. 20 g of MA-HCl that had leaked from the packages into the stomach. His plasma MA concentration was 8.6 microg/mL when he was hospitalized (17 h before his death). Autopsy findings showed extreme pulmonary congestion and edema as well as moderate hepatic edema and several petechiae. Quantitative analysis was performed by gas chromatography/mass spectrometry. Extremely high concentrations of MA and its metabolite amphetamine (AP) were found in cardiac blood (63.5 microg/mL and 1.2 microg/mL), urine (4,518 microg/mL and 72.4 microg/mL), gastric contents (8,490 microg/mL and 16.9 microg/mL), and in all other autopsy samples. These high concentrations confirmed that the cause of death was acute MA poisoning. Furthermore, impurity-profiling analysis of the seized MA revealed that the MA smuggled by the three suspects originated from the same batch.
