This article attempts to describe the deleterious impact of higher educational changes affecting female faculty members working in Tajik universities in the post-Soviet era. Over the past two decades, the social and economic position women gained during Soviet times has significantly eroded, bringing enormous challenges to education and higher education access, completion and staffing. The demographic and cultural marginalization of women here has negatively impacted university teaching opportunities and the status of women faculty members. Ethnographic interviews – along with relevant secondary data – reveal that despite various official gender-equity policies announced by the state, female participation issues remain prominent in the university. Our interviewees also report continued difficulty entering higher faculty ranks and leadership positions in university. However, significant numbers of women are still to be found there, and they report a workable compromise between being professional educators and trying to navigate a local culture that is becoming more ‘traditional’. 相似文献

We construct a simple model incorporating bothcitizen-candidates and proportional representation andinvestigate its properties in a basic case with auniform distribution of citizen ideal points and purepolicy motivations, and in further cases which allowof office rents and other distributions ofpreferences. The idea of citizen-candidates, developedby Osborne and Slivinski (1996), Besley and Coate(1997), endogenises the decision to stand as acandidate and allows explicit study of the number andtype of candidates as an equilibrium phenomenon. Previous research shows that partisans rate the economy more favorably when their party holds power. There are several explanations for this association, including use of different evaluative criteria, selective perception, selective exposure to information, correlations between economic experiences and partisanship, and partisan bias in survey responses. We use a panel survey around the November 2006 election to measure changes in economic expectations and behavioral intentions after an unanticipated shift in political power. Using this design, we can observe whether the association between partisanship and economic assessments holds when some leading mechanisms thought to bring it about are excluded. We find that there are large and statistically significant partisan differences in how economic assessments and behavioral intentions are revised immediately following the Democratic takeover of Congress. We conclude that this pattern of partisan response suggests partisan differences in perceptions of the economic competence of the parties, rather than alternative mechanisms. 相似文献

Just over a decade since the failed referendum of 1998, statehood for the Northern Territory (NT) is back on the political agenda. The achievement of statehood would be a first for Australian federalism, where no new state has been created or admitted since Federation. Following a discussion of the concept of statehood and how it might be achieved, it traces the political development of the NT. The article then examines the implications of NT statehood for the Australian federation and finds that statehood would facilitate constitutional change in the federation by lowering the threshold required for success in a national referendum. Statehood may also raise questions about the equal representation in the Senate of less populous states. However, statehood would have no effect upon financial arrangements with the Commonwealth, the standing of the Northern Territory at COAG meetings, or the legal standing of the other states. 相似文献

This paper examines price convergences across different provinces in Canada using 1983-2006 data. We adopt the new panel unit root tests for analysis that can correct for cross-sectional correlation. Our findings are contrary to previous studies and we conclude that intra-national price convergence does not occur. This paper examines the internal constraints on Gaza's manufacturing sector during the Israeli occupation. Manufacturing development was constrained by the Israeli occupation, but the authors chose to look at the situation from Gaza's point of view, and examine the attitudes and the effects of the lack of industrial experience on manufacturing.
Internal constraints include the ‘lack of an adequate skills base’, ‘a misunderstanding and distrust of marketing’, ‘unsophisticated attitudes towards finance and the value of time’, ‘price being seen as more important than quality’ and ‘authoritarian attitudes to management practice’. Local education and training are struggling to remedy aspects of this situation but they presently lack the resources.

Corporate groups, a ubiquitous feature of modern business, pose formidable challenges for common law courts relying on traditional corporate law doctrine. Arising out of a corporate group's recent bid to recover millions of dollars in lost profits from a former director and CEO who had diverted a core business, Goh Chan Peng v Beyonics Technology Ltd raised thorny issues of separate legal entity doctrine, single economic unit theory, and reflective loss shared by common law legal systems. Despite finding that the defendant had breached his duties to the ultimate holding company, the Singapore Court of Appeal absolved the faithless director from most of his liabilities, relying on limited domestic precedent to the exclusion of a rich body of Commonwealth jurisprudence – including the House of Lords’ landmark Johnson v Gore Wood decision. This note explores the paths not taken by the court, and highlights the pitfalls of a narrow, autochthonous approach to problems of common law doctrine. 相似文献
