Examining (de-)politicization as an actor-driven phenomenon, this study asks: How and to what extent do actors in the public sphere attempt to (de-)politicize European Union (EU) policies? (De-)politicization is understood not only as a process but also as the deliberate framing of debates over EU issues at a domestic level. This paper conceptualizes (de-)politicization acts in the public sphere and shows how these can be detected empirically through a claim-level (de-)politicization index. This approach is applied to a database of evaluations (claims) on EU trade, by EU actors, national executive actors and societal actors, surrounding the Transatlantic Trade and Investment Partnership and the Comprehensive Economic Trade Agreement, in the media of six Member States (Germany, France, Spain, Italy, Poland, and Denmark). Whilst all kinds of actors may engage in (de-)politicization, the analysis of the index allows us to determine if a certain category of actors does so to a greater or lesser extent compared with others.  相似文献

Substantial variation in national crime rates suggests social structure and cultural context influence offending and victimization. Several prominent criminological theories anticipate a positive association between the prevalence of cash in a society and its rates of pecuniary crime. We examined the association between one form of “cashlessness” and national robbery rates across nations (n = 67), controlling for several structural covariates of national crime rates. We obtained data on robbery from the United Nations Office on Drugs and Crime, and data on government-based cashlessness from the Global Financial Inclusion Database. We found nations with higher levels of government-based cashlessness had lower robbery rates (β = ?.41, p = .02). We also undertook several sensitivity analyses, including tests for a relationship with commercial cashlessness and for crimes like homicide and burglary. Our results suggest technological advancements that reduce cash in a society may have implications for a nation’s robbery rates.  相似文献

ABSTRACT

Recent academic research has questioned assumptions about sexual violence in (post-) conflict contexts. Gender norms rather than military decision-making have been found to constitute a major underlying reason for wartime sexual violence. In this contribution, we investigate whether international organisations seeking to prevent sexual violence in the Democratic Republic of Congo have accordingly changed their analytical perspectives and modified policies and programming. We find that many, but not all, such organisations creatively appropriate new academic work in their policy and project documents. However, incentives for continuity in the humanitarian field have slackened the pace of any substantive practical changes.  相似文献

ABSTRACT

In 1923, the United States celebrated the centennial anniversary of the Monroe Doctrine. Overlooked by historians, the centennial served as more than an isolated moment of memorialisation; this analysis investigates the ways in which it shaped and reflected domestic perceptions of the place of the United States in the world during the early 1920s. The various celebratory events that took place across the nation re-enforced the discordant nature of United States national security by emphasising and exacerbating the doctrine’s disputed meaning. By providing a forum in which it could be scrutinised, the centennial emphasised the policy’s fractured meaning and demonstrated that both regional hegemony in the Western Hemisphere and Pan-Americanism were perceived as core values of United States national security that emanated from the doctrine’s enunciation in 1823.  相似文献

This article focuses on one of the most potent ideas in world politics: the idea of an Anglo-American “special relationship.” It examines the use and abuse of this relationship, as cultural referent, rhetorical construct, and political imperative, during the long Cold War. It inspects the roots of specialness—the core conditions—in terms of belief and experience as well as need and opportunity. It warns of the hubris inherent in the presumption of specialness on the Churchillian model, a frame of reference (and a set of strategic contingencies) time-expired even before the expiration of the Cold War itself.  相似文献

This study investigates a set of precursor factors that appear related to future technology success, and whether or not expert evaluators can a priori provide useful information during the technology review process. Sixty-nine highly advanced post 9–11 technologies are tracked over time. Based upon the results of this study, we conclude that a reasonably good predictive model can be constructed from organizational and technology factors, such as firm size, stage of development, and strategic partnerships. The results also indicate that the incremental value of expert reviewers and technology evaluators to predict future technology success is relatively small. Reviewers that provided the greatest predicative power, however, had current scientific responsibilities. These results raise important issues regarding the capability of developing predictive models of technology success.   相似文献
