This article ties together two different sources related to the Trial of Pussy Riot in Russia in 2012. On the one hand, I consider legal documents, such as court proceedings, police reports, and the sentence. On the other, I analyse a life-history interview with one of the accused, thus giving her a voice that is not mediated by juridical institutions within criminal law procedure. This allows an analysis of two different subject positions produced by these texts: a conformist citizen and a feminist activist-citizen. I pay more attention to the latter. Why public organizations adopt and abandon organizational innovations is a key question for any endeavor to explain large-scale developments in the public sector. Supplementing research within public administration on innovation with the related literature on policy diffusion, this article examines how external factors such as conformity pressure from institutionalized models, performance information from other organizations, and political pressure affect innovation adoption. By the use of two survey experiments in very different political contexts—Texas and Denmark—and a difference-in-differences analysis exploiting a reform of the political governance of public schools in Denmark, we find that public managers respond to political pressure. We find no indications that they emulate institutionalized models or learn from performance information from other organizations when they adopt organizational innovations. The results thereby point to political pressure as an important factor behind large-scale adoptions of organizational innovations in the public sector. 相似文献

A massive open online course (MOOC) entitled “Shaping the Future of Work” (offered through MITx, the Massachusetts Institute of Technology's online learning division) has been the context for a multiparty simulation designed to produce classroom negotiation results that will have social impacts. After running the course in the MOOC context three times and in face‐to‐face settings eight times, we noticed that key themes emerged. Participants have brought their own workforce perspectives to their simulation roles as employers, worker representatives, elected officials, and educators. They have called for reciprocal agreements centered on fair treatment and representation in the workplace, improved organizational performance, investments in skills and capabilities, aligned rewards and benefits for workers, and work–life balance in communities. We continue to use the simulation in the classroom and are exploring ways to expand its use. In the meantime, in this article, we discuss how the insights gleaned from this simulation could be used to crystallize and advance a new social contract at a time when the public policies, institutions, and organizational practices governing employment relations have not kept up with the dramatic changes taking place in the workforce, nature of work, and overall economy. 相似文献

AbstractIn this article, Tsuboi Hideto examines the mutually entwined pursuits of modern poetry and music in interwar Japan, focusing especially on the work of Nakahara Chūya, Kitahara Hakushū, and the People's Poetry group. Cutting across their respective distinctions within the poetry establishment, Tsuboi draws attention to these figures’ shared investment in symphonic, folk and popular music. In so doing, he identifies among them a prevailing concern for curating a poetic voice that might harmonize the conflictual registers of individual and collective expression and thereby attune the work of the poet to that of the ‘people’ more broadly. Meanwhile, the essay traces the currents of modernist and avant-garde thought in Japan and Europe that framed these poets’ engagements with music and sound. Tsuboi then illustrates the varying degrees to which these voices, forged within the cosmopolitan milieu of the Taisho period, bent toward the nationalizing project and later gave way to the chorus of wartime fascism and imperial expansion. 相似文献

This study examines why citizens in the Netherlands vote for independent local parties. These are parties that run in municipal council elections, but do not run in elections at higher levels. This article examines a number of expectations: namely that voters vote for these parties out dissatisfaction with established parties, that they do so because they have a 'localist' political orientation or that they do so because their own national party is not running in the municipal elections. More support is found for the idea that voters vote for local parties because they are pushed away by national parties (either because they do not participate in some municipalities or because voters distrust them) than for the idea that voters vote for local parties for positive reasons, such as a localist political orientation. Multilateral negotiations at the World Trade Organization have stalled. This has contributed to a steep rise in preferential trade agreements (PTAs). At the same time, negotiations for PTAs have not always proven quick and painless: While some treaties are sealed within a few months or days only, other agreements are preceded by protracted bargaining processes in trade and trade-related issue areas. In this article, we provide a theoretical explanation for this empirical variation. More specifically, we argue that PTA negotiations take longer the greater the distance between the prospective partners’ initial bargaining positions. Moreover, we contend that negotiation processes become more protracted the higher the relative ambition of the prospective PTA. Due to the limited links to the domestic political arena in autocracies, we expect this latter effect to play out for groups of democratic bargaining partners only. We test these two hypotheses for 198 preferential trade negotiations using novel measures for bargaining templates and the ambition of PTA clauses. In our two-stage survival models, we find support for our argument. In line with qualitative evidence from recent preferential trade initiatives, our models indicate that services, investment and intellectual property rights are particularly sticky agenda items for democratic leaders at the international bargaining table. 相似文献

We examine the magnitude and significance of selection bias in roll call votes. Prior to 2009, all recorded (roll call) votes in the European Parliament had to be requested explicitly by European Political Groups. Since 2009, a roll call vote has been mandatory on all final legislative votes. We exploit that change in the rules and compare differences between final legislative votes, amendment votes and non-legislative votes before and after 2009, using a difference-in-differences approach with extensive controls. Using data from the Sixth (2004–2009) to Seventh (2009–2014) European Parliaments, we fail to find any large differences in voting cohesion for the main political groups. We find even less significance when we control for changes in parliamentary membership between those two periods. The results suggest that selection biases in the European Parliament associated with strategic choices are negligible. 相似文献

The literature on intelligence analysis contains many references to the ‘review process’, the mechanism by which analysts’ drafts are converted into corporate products. Analysts whose drafts consistently navigate the process quickly and smoothly are regarded as star performers. Divining the practical meaning of organizational definitions of ‘good’ analysis and the personal preferences of specific senior reviewers is not easy, however. Analysts occasionally commit their understanding of reviewers’ stylistic preferences to paper, effectively providing style guides to help others. Policy Positions of Bureaucrats at the Front Lines: Are They Susceptible to Strategic Communication? 下载免费PDF全文
It is well established that bureaucrats’ implementation of policies is influenced by their own policy positions, that is, their attitudes toward the given policies. However, what affects the policy positions of bureaucrats? This article focuses on whether the policy positions of bureaucrats at the front lines of government are susceptible to frames and cues embedded in communication. Based on the notion that bureaucrats often adhere to certain professional norms when developing their attitudes toward policies, the authors hypothesize that communication frames and cues that align policies with such norms move bureaucrats’ policy positions in favor of the policy. Results of four studies in European and American settings among mid‐ and street‐level bureaucrats show support for the hypothesized effect. They also show that aligning policies with dimensions outside professional norms is ineffective, possibly even producing opposite effects. 相似文献
