Pan Am makes the going great

Abstract

The great Boeing 707/321C cargo jet rolled off the runway toward the unloading ramp of Travis Air Force Base. Turned and stopped by the white-overalled technician waving a long, orange-coned flashlight, its doors rolled open to reveal the lightweight load it had brought on its return from the distant battlefield: one hundred and sixty-eight plastic-wrapped, aluminum-boxed bundles, the bodies of American soldiers killed in Vietnam. Another Pan American World Airways all-cargo charter was ready for unloading.     

Learning from Conflict

Efforts to achieve comprehensive international agreement on measures against international terrorism through the United Nations have failed until now. In a review of United Nations proceedings on the subject since 1972 the author sets forth the principal issues that have occupied the minds of the participants. Chief among them was the question of the scope and effect of a condemnation of international terrorism. Agreement on what the term itself included could not be reached because of fears of the adverse effect of a condemnation on existing struggles for national liberation and self‐determination. Nor could agreement be had that violence for the achievement of political ends should be confined to the areas of actual tension. Hence, there could be no common understanding on the question of who were to be regarded as “innocent” victims. The author concludes with a suggestion that a step‐by‐step effort might have yielded a better outcome.     

Delegative dilemmas and horizontal logics: Subnational industrial policy in Spain and Brazil

Scholars of “decentralization” have recently revealed the importance of subnational industrial policy in responding to the challenges of globalization. But these treatments tend to make endemic assumptions about either the universal efficiency or inefficiency of decentralization. This article argues that subnational industrial policy performance is politically contingent and develops national patterns that are more composite than endemic. Political contingency is analyzed in terms of subnational incumbents' incentives to delegate authority and resources to industrial policy agencies and the degree of symmetry in authority and information flows across these agencies. A cross-regional/cross-national comparison of several subnational units in Spain and Brazil demonstrates that subnational industrial policy is implemented and maintained where incumbents delegate and policy-making agencies are symmetrically integrated. The Role of Legal Education in Producing Psychological Distress Among Law Students and Lawyers

The anecdotal literature suggests that the process of legal education impairs the maintenance of emotional well-being in law students. The purpose of this article is to present the results of a cross-sequential research design that empirically assessed the validity of this hypothesis. Data were collected, using four standardized self-report instruments (Brief Symptom Inventory, Beck Depression Inventory, Multiple Affect Adjective Checklist, and Hassle Scale) on subjects before and during law school and after graduation. Before law school, subjects expressed psychopathological symptom responses that were similar to the normal population. Yet during law school and after graduation symptom levels were significantly elevated. The implications of these results are presented.     

Caught between Europe and the orient: Israel and the EMP

As the case of Transnistria illustrates, the politico-economic arrangements of de facto states are marked by a tendency to sacrifice the economy to political objectives. Despite non-recognition and limited local resources, these entities manage to make use of their ambiguous status and external support to sustain their claims to statehood. Yet, the priority of these claims over economic development, as well as strategies of survival in general can have unintended effects on unrecognised state-building projects, such as the emergence of a spin-off opposition or public disillusionment.
