In a 1992 issue of this journal, 12 scholars proposed an ambitious research agenda for the study of the American county. By all accounts, this agenda was both a catalyst and a guide for those interested in the nature, role, functions, operations, and practical relevance of county governments to either continue their research or to launch new studies in this underresearched area. The present article provides a detailed inventory of the research that has been conducted in the eight areas identified in the 1992 agenda. Specifically, which research questions have or have not been addressed satisfactorily? Such an exercise is a logical prerequisite for charting a path for future research on counties; it represents a synthesis of scholarly needs for theory building, hypothesis testing, and cumulative research and the dynamic and enduring knowledge‐base needs of county practitioners and elected officials. 相似文献

Still, theprevailing aesthetic commands a dignifiedrepresentation of the Stars and Stripes,shunning political criticism and disrespect forthe nation's most cherished emblem. Amid thecontroversy over flag burning in 1989, artistDread Scott unveiled his work What is theProper Way to Display the U.S. Flag? at theSchool of the Art Institute of Chicago. In thatpiece, the U.S. flag was placed on the floor ofthe gallery, inciting enormous public outrage.As a form of interactive art, Scott invitedvisitors to record their thoughts about theflag in a ledger book furnished at the exhibit.More than 1,600 messages were transcribed inthe ledger book, thus becoming an intriguingsource of unobtrusive data. This researchexplores societal reaction to Scott's artworkthrough a content analysis of the entriescontained in the ledger book. Whileinterpreting prominent themes framing theconflict over flag desecration, this workcontributes to a critical cultural criminology.In particular, the analysis brings to theforefront the significance of power,hierarchies, and social inequality drivingcriminalization campaigns aimed at controllingavant-garde flag art and political dissent. 相似文献

Jurisdictional fluidity was a central feature of early modem Iberian law, and jurisdictional tensions were exacerbated by overseas conquest and colonization. Contests over the legal status of conquered peoples featured both jurisdictional jockeying among colonial factions and widespread preoccupation with the symbols and rituals marking cultural and legal difference. This article examines the dynamics of jurisdictional politics in seventeenth-century New Mexico, where church and state officials carried on a bitter feud over legal authority during most of the century. Rather than viewing this contest as either transparently political or a mask for deeper processes defining hegemony, the article argues that seemingly dry legal distinctions were the focus of passionate and persistent struggle precisely because they merged institutional and cultural concerns of missionaries, settler elites, and Indians. The analysis leads to broader, more speculative claims about the role of jurisdictional fluidity in creating an "orderly disorder" that spanned diverse regions within Spanish America and, more broadly, across colonial regimes in the early modern world. 相似文献

The AIDS epidemic has made it imperative that sexual behaviour be changed. This paper examines heterosexual negotiation, which will form the focus for behaviour change. The processes involved in such negotiation are little understood.Research was carried out using the method memory work, which generated and theorised data relating to women's past experiences in sexual encounters. The method, originated by Haug, provides a way to examine how sexuality is produced and reproduced through reflection and reconstruction of past experiences. Memories are analysed by examining gaps and absences, cliches and metaphors, in the search for the common understandings and taken-for-granted assumptions which set the boundaries within which encounters take place.The memories obtained can be partly understood in terms of three discourses documented by Hollway. These are the male sex drive discourse, the have/hold discourse, and the permissive discourse. The data may also be understood in relation to three permissible figures for women identified in Irigaray's analysis, namely virgin, wife-mother, and whore. The paper acknowledges that these theoretical perspectives are quite distinct, even contradictory, but nevertheless finds that each in its own way illuminates the data. It is shown that some common understandings underlying sexual encounters render negotiation not only impossible but largely unintelligible. The permissive discourse may possibly provide space for some negotiation, but the paper concludes that it is essential to develop a truly woman-centered discourse of sexuality out of which male sexuality can be problematised. 相似文献

This study documents the importance of employing an integrated model to explain innovative policy making among county governments in Florida. Specifically, it suggests that both internal determinants and regional diffusion factors influence the adoption of county impact fees. While rapid growth and impending county commission elections appear to be factors motivating adoption, the tendency to adopt can be offset by a substantial low-income population. Nevertheless, obstacles to adoption can be overcome where cities within the county have previously adopted an impact fee. 相似文献

This article challenges the conventional problematisation of and response to insufficient socio-economic diversity in elite legal education and the legal profession. I contend that the entrenched socio-economic stratification of admissions, the undergraduate experience, final degree classification, and career trajectories turns on elite institutions’ failure to recognise that education and educational proxies neither explain the core of socio-economic inequality nor are they the linchpin for improving social mobility. I draw on a case study of an elite UK university’s undergraduate Law programme. My argument proceeds in three parts. Firstly, I contend that justifiable commitment to “meritocracy” continues to be unjustifiably implemented via the indeterminate critical values of “potential” and “talent”, which undermines the meritocratic aim. Secondly, I explain how the inadequacy of the educational proxies employed for socio-economic disadvantage undermines the ability of targeted responses to achieve real improvements, and I call for the adoption of poverty-based proxies. Thirdly, I suggest that the search for mechanisms to increase diversity proceeds on the mistaken assumption that complex problems require complex solutions, which overlooks the transformative potential of “micro-adjustments” or “nudges”. I propose both universal and targeted micro-adjustments, which focus on fostering a universal diversity of excellence; bringing disadvantaged students within the “community of practice” to become expert in critical learning methods and assessment criteria; and enhancing disadvantaged students’ social and cultural capital. 相似文献
