Abstract: This study explores the views of Victorian Chief Administrators (CAs) about their jobs. CAs report that the environment of administration has changed in three broad areas: greater public expectations, a breakdown of the politics-administration dichotomy and difficulties reconciling managerial accountability with limited managerial autonomy. In response, CAs describe a distinctive pattern of concerns — with the "what", "why" and "how" of agency operation. First, they attempt to shape the "what" or the ends and values their agency creates. Second, they act to enhance the "why" or their agency's legitimacy and the support it attracts from constituencies. Third, CAs are concerned with "how" to mobilise organisational resources, particularly by moulding culture towards the agency values they identify. These findings suggest that CAs have devised understandings of their responsibilities which conform more to theoretical conceptions of leadership than either administration or management. The research points to the emergence of a distinctive type of administrative leadership. 相似文献

With substantive evidence suggesting that adolescents’ disclosure is likely a protective factor against problem behaviors,
as well as evidence that many adolescents will go to great lengths to avoid sharing information with parents, one may conclude that parents’ face a formidable task. Previous studies have identified
parental acceptance as a concurrent correlate of adolescents’ behavioral disclosure, but have neglected to investigate potential ways that parents could encourage their adolescents to feel comfortable
disclosing emotional information. The present study extends the literature by using a longitudinal, multi-method, multi-reporter design to examine
whether maternal acceptance is predictive of emotional disclosure over time among a racially/socioeconomically diverse sample of 184 adolescents (53% female). Results indicate that adolescents who
perceive their mothers as high in acceptance during early adolescence exhibit greater relative increases in both self-reported
emotional communication and observed emotional disclosure to their mothers 3 years later. Interestingly, mothers’ perceptions
of their own acceptance does not provide any additional predictive value. These findings support the notion that adolescents’
emotional disclosure is an ongoing process that can be fostered in early adolescence, and emphasize the importance of considering

Editor's Note: The International City/County Management Association (ICMA) celebrates the 100th anniversary of its founding in 2014. This article is the first of several that will appear during the next year about the council‐manager plan to commemorate ICMA's 100th anniversary. Three contemporary leadership challenges face local governments today. The first encourages department heads to more actively work the intersection between political and administrative arenas. The second promotes collaborative work, synchronizing city and county boundaries with problems that have no jurisdictional homes. The third argues that citizen engagement is no longer optional—it is imperative—and that connecting engagement initiatives to traditional political values and governing processes is an important mark of successful community building. These three leadership challenges stem from a widening gap between the arenas of politics and administration—that is, between what is politically acceptable in public policy making and what is administratively sustainable. The gap is fueled by conflicting trends experienced locally and common internationally. Failure to bridge this gap between political acceptability and administrative sustainability results in decreasing legitimacy for governing institutions and increasing challenges. 相似文献

Climate change adaptation in the Alpine Shire of Australia: a decision process appraisal 总被引:1,自引:0,他引:1
This study aims to integrate scientific knowledge from a variety of disciplines with local experience to describe, contextually and in detail, the impact of flood events on the community of the Alpine Shire and current mitigation efforts to alleviate and reduce these impacts. The Myrtleford Floodplain Management Study was the cornerstone of the strategy to address the goal of reducing flood damage in the community. It was found that the most consequential deficiencies in the Myrtleford flood mitigation scheme decision process are related to flaws in four elements of the process: the articulation of goals; the development of appropriate knowledge support; the effectiveness of promotion; and the ability to move from invocation to application. The Alpine Shire can be used as a microcosm that can represent adaptation challenges in other communities to climate change and extreme events. This research contributes to the development of the conceptual and analytical framework of integrated assessments, while making concrete contributions to the development of adaptive policies in Alpine Shire. 相似文献
