Recent studies report that temporary members of the UN Security Council receive favorable treatment from the IMF, the World Bank, or in US foreign aid in exchange for their political support for permanent members. Nevertheless, few studies have examined whether this favorable treatment and these benefits have actually made any significant changes in the member states’ voting behavior in the United Nations. To explore this question, we investigate whether membership on the UN Security Council influences a state’s voting in the UN General Assembly. In the analysis of panel data for 197 countries over the period from 1946 to 2008, the empirical results show that elected members of the UN Security Council tend to behave similarly with permanent members, especially with the United States, as the number of loan programs signed with the IMF and the World Bank increases. Also, US foreign aid significantly increases temporary members’ vote coincidence with the United States and other permanent members. In this regard, this article contributes to our understanding of state voting behavior and power politics in international organizations. 相似文献

Within northwest Europe, especially the United Kingdom, the red fox (Vulpes vulpes) and the Eurasian Badger (Meles meles) are the largest wild scavengers capable of modifying a set of remains through scavenging. Knowledge of region-specific and species-typical scavenging behaviors of scavengers within the crime scene area and surroundings can aid in more efficient and accurate interpretations. The scavenging behaviors of captive and wild foxes and badgers were recorded and compared through actualistic methods and direct observation. The scavenging by wild foxes and badgers of surface-deposited baits and whole deer (Cervus nippon; Capreolus capreolus) in a woodland was observed and analyzed. Wild foxes were found to scavenge deer more frequently than badgers. The scavenging of deer remains by foxes was also compared with forensic cases. The scavenging pattern and recovery distances of deer and human remains scavenged by foxes were similar but were potentially affected by the condition and deposition of a body, and the presence of clothing. 相似文献

Why would a terrorist group target nongovernmental organizations (NGOs)? We theorize that certain types of NGOs, namely those using mainly nonviolent pressure to advocate for changes in government human rights practices, influence the behaviors of potential terrorist group supporters in ways not liked by terrorist organizations. These advocacy-based human rights NGOs make terrorism attacks against the whole NGO sector more likely by changing the dynamics of terrorist-domestic audience relations in ways that threaten to limit audience support of terrorist groups. Other types of NGOs, especially those that do not have an advocacy focus, are less likely to directly challenge the terrorist organization or the state and can provide resources utilized by terrorist groups and potential sympathizers. Thus, their presence would not increase the likelihood of any NGO-targeted terrorist attacks. A global test of these dynamics supports our basic hypotheses. 相似文献

Vertebrate scavengers can modify surface deposited human remains which can hinder forensic investigations. The effects of such scavenging vary between species and regions. Published research into the effects of the scavenging of human remains is dominated by work from North America with few studies covering Northwestern Europe. Forensic scientists, investigators, and police search officers in Northwestern Europe are often left questioning on a basic level as to which scavengers are active and how they might affect human remains. This paper presents the results of a field study utilizing deer (Cervus nippon; Capreolus capreolus) as surface deposits observed by motion detection cameras in a British woodland. The most common avian and rodent scavenger species recorded included the buzzard (Buteo buteo), carrion crow (Corvus corone), wood mouse (Apodemus sylvaticus), and gray squirrel (Sciurus carolinensis). The scavenging behaviors observed were affected by seasonality, rates of decomposition, and insect activity. Scavenging by buzzards, unlike carrion crows, was most frequent during fall to winter and prior to insect activity. Overall, avian scavengers modified and scavenged soft tissue. Rodents scavenged both fresh and skeletonized remains with gray squirrels only scavenging skeletal remains. Wood mice were most active in winter and scavenged both soft tissue and bone. 相似文献

Despite the general agreement that US schools have become increasingly punitive since the 1980s, researchers are uncertain about what types of schools use tough-on-crime measures. Some assert that punitive control is concentrated in poor, predominantly ethnic minority schools. Governing-through-crime scholars argue that US schools with mostly middle-class and white students are also punitive, but in less harsh ways using soft surveillance techniques. Relying on data from large, stratified samples of middle and secondary US public schools, we found that high rates of ethnic minority enrollment predicted heavy reliance on law enforcement and security personnel. As rates of student poverty increased, use of soft surveillance techniques as well as reporting students to the police significantly increased. The Murray–Darling Basin incorporates Australia’s three longest rivers and spans four states and one territory. It is important for an agricultural industry worth more than AUS$9 billion per year, but is also the life source and the spirit of the Indigenous Yorta Yorta people. Here, we address whether the interests of the Yorta Yorta people can encompass the common interest of the wider community in the Basin, and how the colonial legacy and climate change of the past century continue to influence the realization of the common interest moving forward. We find that shared regional governance with an agreed outcome supports the ongoing sustainability of the country and its people, but because of the legal history of Australia since colonization, recognition and mutual respect are no less important. Further, we note that the increasing climatic variability and changing climatic mechanisms that now exemplify the southeast of Australia corroborates the need for adaptive planning with longer time horizons. In 1951, performers from Daly River and Tiwi Islands Aboriginal communities staged a corroboree strike. The musicians and dancers had routinely entertained visiting cruise ships in the Darwin Botanic Gardens, but now joined dockside workers to protest the jailing and exiling of two Aboriginal agitators Lawrence Wurrpen (Urban) and Fred (Nadpur) Waters. In Melbourne, the Australian Aborigines' League expressed solidarity with the Darwin strikes and protested the exclusion of Aboriginal voices from the Jubilee of Australian Federation. The League's leaders Doug Nicholls and Bill Onus produced a new work of musical theatre featuring east coast Aboriginal performers Fred Foster, Margaret Tucker, Georgia Lee, Harold Blair, and others in ‘Out of the Dark — An Aboriginal Moomba’. In this paper we examine political uses of performance in Australia's assimilation era, and show how Aboriginal agitators used music and dance to connect struggles for rights across Australia, and to keep cultural identity alive.
