Space limitations preclude publishing of the full document, but it should be consulted. During legal proceedings following the unexpected death of an infant, the magistrate calls on an expert to clarify the causes of death and to decide on the course to be taken. A report was made following the death of a 7‐month‐old baby girl after recovery from cardiac arrest when investigations of the cause revealed a subdural hematoma (SDH). We discuss the interconnection of these two entities and their role in the lethal process. In this infant, two distinct lesions with medicolegal implications were simultaneously present: on the one hand histiocytoid cardiopathy, and on the other hand SDH, which could result from ill‐treatment. The case of this infant reminds us that the role of the pediatrician is to report the suspicion, whereas the role of the medical expert is to inform the magistrate as to the reality of abuse and its implication in the lethal process. 相似文献

Black men, especially those in the lower-class are stereotyped as hypermasculine. Such stereotypes may affect placement in
criminal justice programs as well as whether offenders successfully complete programming given placement. This article considers
whether the intersection of class and race affect boot camp failure. Using data from MacKenzie’s evaluation of correctional
boot camps, results show that neither race, nor the interaction of race with indicators of orientation towards decent or street
behavior has any effect on dropping out of boot camp. What is significant in predicting boot camp completion is the offender’s
belief prior to beginning the program that he is “tough enough” to handle the institution. However, this result is opposite
of expected for black men. The implications of this result and future directions are considered.

Governments increasingly require administrators to develop outcome measurements that reflect a program's impact on society. But standard approaches to performance measurement have neglected the impact on citizenship outcomes—the individual civic capacities and dispositions and social bonds of civic reciprocity and trust. The concept is adapted from the growing policy feedback literature in political science, which offers strong empirical evidence that certain policies have measurable effects on citizenship outcomes such as political participation, social capital, a sense of civic belonging, and self-worth as a citizen. Using the Program Assessment Rating Tool as an example, the authors demonstrate the failure of performance assessments to consider the civic implications of public policies. They argue that performance management systems should focus on citizenship outcomes and offer a series of suggestions on how to measure such outcomes. 相似文献

Decades of research suggests that campaign contact together with an advantageous socioeconomic profile increases the likelihood
of casting a ballot. Measurement and modeling handicaps permit a lingering uncertainty about campaign communication as a source
of political mobilization however. Using data from a uniquely detailed telephone survey conducted in a pair of highly competitive
2002 U.S. Senate races, we further investigate who gets contacted, in what form, and with what effect. We conclude that even
in high-profile, high-dollar races the most important determinant of voter turnout is vote history, but that holding this
variable constant reveals a positive effect for campaign communication among “seldom” voters, registered but rarely active
participants who—ironically—are less likely than regular or intermittent voters to receive such communication.

The Catholic Church offers a timely, significant case study of institutional failure. Looking at an in‐depth examination of the sex abuse scandal conducted by the John Jay College of Criminal Justice, the author discusses how the church crisis relates to classic public administration and crisis management theory. Given the similarities between the church and the government as public bureaucratic institutions, public administrations have much to learn from the case. Lessons include immediately sharing harsh truths with the public, accepting the stark realities of higher “public” expectations, establishing appropriate accountability systems, and fostering trust by building close community relationships. It is equally important to consider that church leaders neither fully considered nor absorbed key lessons from existing administrative theory. Concepts such as inappropriate organizational culture, bureaucracy, technicism, and goal displacement often blind leaders to adopting best practices based on well‐established theory. 相似文献
