Vigilantes,gangsters, and alcohol: clashing citizenship regimes in postwar Guatemala

In this volatile moment in Latin America, when relations between the state and citizens are in flux, people at the margins of society draw on various notions of citizenship in social conflicts over proper behavior and the common good. I examine an intergenerational conflict over the legality of alcohol in an indigenous village in Guatemala to show how its protagonists creatively recombine different aspects of the various citizenship regimes that they have encountered. Elders have formed vigilante justice groups to combat the youth they consider gangsters. While the vigilantes draw upon a discourse of obligation to justify their actions, the generation below them counters with a language of rights. Some argue that citizenship is less meaningful in contexts where state power is ambiguous and extralegal violence is commonplace. I argue that in such contexts, it is not that citizenship does not have meaning, but rather that its meaning is intensely contested.     

Prison Conditions, Capital Punishment, and Deterrence

Previous research has attempted to identify a deterrent effectof capital punishment. We argue that the quality of life inprison is likely to have a greater impact on criminal behaviorthan the death penalty. Using state-level panel data coveringthe period 1950–90, we demonstrate that the death rateamong prisoners (the best available proxy for prison conditions)is negatively correlated with crime rates, consistent with deterrence.This finding is shown to be quite robust. In contrast, thereis little systematic evidence that the execution rate influencescrime rates in this time period.     

Natural resource growth poles and frontier urbanization in Latin America

What does globalization mean for societies dependent on natural resource extraction? Synthesizing comparative evidence with empirical analysis from Venezuela, I show how the “growth pole” model for economic growth translated to an applied model for the spatial transformation of Latin America’s resource frontier, and the contradictions this development model engendered. Specifically, I weigh, local versus national consequences of Venezuela’s variation of the growth pole concept, Ciudad Guayana. Despite unimaginable natural resources and staggering public investments, this forty-year-old frontier metropolis is Latin America’s most successful experiment with the model, yet it remains constrained by its status as a source of raw materials.     

Natural Settings Trials — Improving the Introduction of Clinical Genetic Tests

Approaches to genetic testing differ in the research setting and the clinical setting. More data are needed to develop approaches that will best facilitate the use of new genetic tests in the clinical setting, especially settings where genetic testing has not been widely used, such as in primary care. Furthermore, data are needed to establish the clinical utility of new genetic tests in the general practice setting. Natural setting trials are proposed as a strategy to develop this information. While natural setting trials are clinical research studies and will expose participants to some degree of risk, the risks are different, and arguably less than the risks those same individuals would otherwise face if the test went directly into clinical practice. Ultimately, clinical practice and safety of new genetic tests can be improved by adding the evaluation provided by natural setting trials.
