We report the results of Spanish and Portuguese working group (GEP) of International Society of Forensic Genetics (ISFG) Collaborative Exercise 2001-2002 on mitochondrial DNA (mtDNA) analysis. 64 laboratories from Spain, Portugal and several Latin-American countries participated in this quality control exercise. Five samples were sent to the participating laboratories, four blood stains (M1-M4) and a sample (M5) consisting of two hair shaft fragments. M4 was non-human (Felis catus) in origin; therefore, the capacity of the labs to identify the biological source of this sample was an integral part of the exercise. Some labs detected the non-human origin of M4 by carrying out immuno-diffussion techniques using antihuman serum, whereas others identified the specific animal origin by testing the sample against a set of animal antibodies or by means of the analysis of mtDNA regions (Cyt-b, 12S, and 16S genes). The results of the other three human blood stains (M1-M3) improved in relation to the last Collaborative Exercises but those related to hairs yielded a low rate of success which clearly contrasts with previous results. As a consequence of this, some labs performed additional analysis showing that the origin of this low efficiency was not the presence of inhibitors, but the low quantity of DNA present in these specific hair samples and the degradation.As a general conclusion the results emphasize the need of external proficiency testing as part of the accreditation procedure for the labs performing mtDNA analysis in forensic casework.  相似文献

In 2015, the international community committed to “reduce at least by half the proportion of men, women and children of all ages living in poverty in all its dimensions.” According to international development agencies, good governance is crucial to achieving this. We examine the relationship between good governance and multidimensional poverty using hierarchical models and survey data for 71 countries. Our results suggest there is a direct effect of good governance on multidimensional poverty and that good governance is associated with reduced horizontal inequalities. However, we find evidence of a beneficial effect of good governance for middle‐income countries but not for low‐income countries. Thus, while our results suggest that good governance can play a role in reducing multidimensional poverty, they also suggest that governance reforms alone might not yield the desired effect for all countries.  相似文献

What effect, if any, does a change in type of government have on the degree of media personalisation? This article argues that the different incentives that single- and multi-party governments provide to individual politicians and parties affect the level of media personalisation. Where the parties are more involved (i.e. multi-party coalitions) there will be less media personalisation. In contrast, where a single individual can command the party, there will be more media personalisation. The article tests these assumptions with a novel dataset created from over 1 million newspaper articles covering a continuous 24-year period in the UK. It finds that the switch to a coalition government in 2010 indeed changed the dynamics of media personalisation. These findings not only provide key insights into the phenomenon of personalisation but also enable us to better understand some of the potential consequences of changes in government types for power dynamics and democratic accountability.  相似文献

Abstract

Domestic internal security missions have become a centrepiece of Brazil and Mexico’s counter-narcotic efforts. Relying on a set of interviews, this article addresses narratives of elites engaged in the decision-making process and implementation of military operations to counter drug trafficking crimes in Rio de Janeiro and Tijuana. In spite of different levels of drug trafficking organisation and international ramification, this article points out the existence of shared narratives of growing insecurity and criminal strength in Brazil and Mexico, justifying state military reaction against a perceived national security threat. The article thus suggests the relevance of civil–military elites’ perception in defining public policies’ instruments and, ultimately, in upholding the militarisation of security in democratic regimes.  相似文献

This paper describes how the way in which women learn to serve others (children, the elderly, partners) influences their possibilities of accessing material and symbolic resources, which have been instrumental for the deployment of neoliberal capitalism in Nicaragua. Through the exploration of the work of two feminist organisations, La Corriente and Grupo Venancia, and of the interviews with the women they work with, I trace the direct and more subtle links between sex and neoliberal capitalism, identifiable in the discourse on sexual pleasure that these organisations use when working with women. Building on the work of scholars coming from disciplines as varied as political economy, sociology, feminist economics, gender and sexuality and postcolonial studies, I argue that while this discourse on sexual pleasure does challenge certain elements of the neoliberal capitalist system and brings positive changes to women, it also contains several risks due to its modern and individualistic imperatives, which can actually reinforce capitalist relations and inequalities. These include the risk of validating and universalising certain sexual knowledge, the risk of diminishing and depoliticising the value of service, and that of building the freedom of some women at the expense of others. The paper advocates for a review of the discourse on pleasure and the reclaiming of the concept of ‘service’ as a political stance against neoliberal capitalism.  相似文献

South European countries have been hit hardest and longest by the post-2008 economic crisis. This has brought their welfare states under acute strain. Unmet need has sharply increased while significant welfare reforms and (more or less) deep cuts and changes in social spending have been prominent in the repertoire of the crisis management solutions implemented by the governments (under European Union constraints and the strict rescue-deal requirements for Greece and Portugal). This introduction briefly reviews reform trends prior to and during the crisis in order to highlight convergent and divergent paths among the four countries and outline the major questions addressed by the contributions to this volume.  相似文献

Financial and political factors are widely considered to be an explanatory factor of the privatisation of public services. However, the empirical evidence in this respect is not convincing. This paper considers elements of long-term financial condition and ideological and political strength, together with other socio-economic factors and the effects of the current global financial crisis, to address the financial stress–privatisation relationship, with respect to urban water services, observed during the period 2002–2012 in Spanish municipalities. A discrete time survival model is applied, and the results obtained show that certain elements of financial condition, together with political and ideological factors, are decisive influences in decisions to privatise urban water services. We also highlight the major impact of the Great Recession and its effect on the financial stress–privatisation relationship.  相似文献
