Abstract. In political systems composed of large and growing public bureaucracies, the attitudes of senior civil servants are extraordinarily significant, if little understood. This paper offers a preliminary view of the attitudes of more than 300 top-level Swedish administrators, based upon information gathered in 1971. Responses to 35 written questionnaire items suggest that upper-level Swedish bureaucrats are self-satisfied in evaluating their activities, independent in their thinking, and politically sophisticated. The same responses offer evidence of attitudes that structure the traditionally Swedish ‘art of compromise’ Intellectually, that art emphasizes particularistic thought patterns. Socially, it seems based on a pattern of limited commitment to official roles. Some implications of these patterns for both policy and process are suggested, along with some speculations concerning the future of the Swedish administrative system. Sommaire. Dans les systèmes politiques cornposés de bureaucraties de plus en plus importantes, les attitudes des hauts fonctionnaires sont extraordinairement significatives, encore que mal comprises. Cette communication offre une étude préliminaire des attitudes de plus de 300 cadres administratifs supérieurs suéois, sur la base de renseignements recueillis en 1971. Les réponses à 35 questions écrites laissent supposer que les bureaucrates suédois, au niveau supérieur, sont satisfaits de l'évaluation qu'ils font de leurs activités, qu'ils ont un esprit indépendant et qu'ils sont raffinés politiquement. Ces mêmes réponses indiquent des attitudes qui entérinent ‘l'art du compromis’ qui est, traditionnellement, très suédois. Intellectuellement, cet art accentue des façons de penser particularistes. Socialement, il semble basé sur un engagement limité vis-à-vis des rôes officiels. Three Forms of Interpersonal Trust: Evidence from Swedish Municipalities   总被引:1,自引:0,他引:1  
Social trust is usually treated as a dichotomy between particularized and generalized trust. In this article it is argued that a third distinct form, community trust, is neither particularized nor generalized and bounded in space rather than persons. Factor analysis of survey data from 33 Swedish municipalities (N = 6,453) distinguishes between particularized, generalized and community trust. Furthermore, regression analyses show that the three trust forms have partly distinct antecedents and linked to different types of behaviours. While generalized trust best predicts leaps of faith in relation to strangers, community trust is the only trust form significantly predicting taking part in local problem solving. Finally, multilevel analysis shows that community trust is the trust form most vulnerable to changes with respect to ethnic diversity and socioeconomic equality.  相似文献

The performance of a multiplex assay with 52 autosomal single nucleotide polymorphisms (SNPs) developed for human identification was tested on 124 mother–child–father trios. The typical paternity indices (PIs) were 105–106 for the trios and 103–104 for the child–father duos. Using the SNP profiles from the randomly selected trios and 700 previously typed individuals, a total of 83,096 comparisons between mother, child and an unrelated man were performed. On average, 9–10 mismatches per comparison were detected. Four mismatches were genetic inconsistencies and 5–6 mismatches were opposite homozygosities. In only two of the 83,096 comparisons did an unrelated man match perfectly to a mother–child duo, and in both cases the PI of the true father was much higher than the PI of the unrelated man. The trios were also typed for 15 short tandem repeats (STRs) and seven variable number of tandem repeats (VNTRs). The typical PIs based on 15 STRs or seven VNTRs were 5–50 times higher than the typical PIs based on 52 SNPs. Six mutations in tandem repeats were detected among the randomly selected trios. In contrast, there was not found any mutations in the SNP loci. The results showed that the 52 SNP-plex assay is a very useful alternative to currently used methods in relationship testing. The usefulness of SNP markers with low mutation rates in paternity and immigration casework is discussed.  相似文献

Intimate partner violence(IPV)is simultaneously assumed as a serious crime and a major public health issue,having recurrences as one of its main characteristics and,consequently,re-entries of some alleged offenders in the criminal justice system(CJS).The main goal of this study is to assess if in cases of female victims of IPV,violence decreases after the first entry of the alleged offender in the CJS.A retrospective study was performed based on the analysis of police reports of alleged cases of IPV during a 4-year period.The final sample(n=1488)was divided into two groups according to the number of entries in the CJS(single or multiple)followed by a comparative approach.Results suggest that violence decreases after the first entry of alleged offenders in the CJS.Re-entries were found in only 15.5%of the cases but they were accountable for 3.3 times more crimes on average.Besides,victims of recidivism presented more injuries and required more medical care.Thus,a small group of alleged offenders seems to be more violent and accountable for most of the IPV crimes registered in the CJS suggesting that regardless of legal sanctions aiming to deter violence,these measures may not be enough for a certain group of offenders.This study sustains the need for a predictive model to quantify the risk of repeated IPV cases within the Portuguese population.  相似文献

In October 2018, a coalition of UK trade unions and civil society organisations called a strike across the UK’s fast food sector in support of a living wage, union recognition and the end to zero‐hour contracts in the sector. This paper takes the day of action—labelled the McStrike—as a starting point for an account of the place of the EU and Brexit in the campaign for fast food rights, as well as the contrasting political standpoints adopted by the different trade unions involved in the action. Brexit is used as a prism through which to analyse aspects of Britain’s contemporary food politics, especially those pertaining to freedom of movement, workplace organisation, and the role of EU legislation in protecting workers’ rights. In exploring the international dimensions of union organisation among the UK’s fast food workers, other, more conceptual considerations regarding the changing nature of public and private food consumption and the incorporation of food‐to‐go into the gig economy are also broached.  相似文献

This article exploits variation in age among first‐time eligible citizens in Norwegian elections that arises through voting eligibility rules and two‐year election cycles to investigate voting habits. I find that obtaining the right to vote at a lower age is associated with substantially higher turnout among first‐time eligible citizens, however, this difference in political participation does not persist for subsequent elections. Building on the established literature on the habitual nature of voting, the results show that getting young citizens to vote once is not sufficient to create a habit of voting, and suggest that how the voting decision is made matter for the habit formation process.  相似文献

Abstract

The study of policy implementation developed steadily and considerably in the 1970s and 1980s through two generations of research. Since then progress towards a more rigorous scientific “third generation research paradigm”, assumed to be crucial for further theoretical development, has been much slower and more uneven. Comparative studies figure prominently in this respect. On one hand they are strongly encouraged but on the other they are difficult to conduct according to best practice advice in the textbooks. Comparative implementation research is the theme of this special issue. In this Introduction the articles included are presented, focusing on how they deal with some of the issues posed by the norms of a rigorous “third generation” approach. Reasons for the state of affairs in implementation research are discussed. Some inherent dualities and tensions in contemporary comparative implementation research are identified as particular challenges.  相似文献

Abstract

Why do public policies succeed or fail? The aim of this article is to contribute to answering this enduring research question in policy research through a comparative study of the variable efforts by Nordic governments to relocate their central agencies from the capital regions over a period of several decades. This was a radical redistributive policy program premised on a policy instrument – coercion – which was very alien to political systems characterized as consensual democracies. Hence, it is no surprise that only two out of seven relocation programs of any substance were successful. The really intriguing research question here is how any relocation program was achievable at all in a policy context where this was very unlikely. A broadly based multi-theoretical analytical framework linking interest groups, institutions, human agency in the form of policy entrepreneurship/design and situational factors is employed to solve this research puzzle. Findings from this study offer important contributions to the following research fields: comparative public policy, radical policy change and most specifically the so-called third generation of public policy implementation research.  相似文献
